About this file
This is a Department of Interior Indian Affairs Indian Economic Enterprise (IEE) Representation Form required for contractors seeking to compete on contract opportunities set aside under the Buy Indian Act, 25 U.S.C. 47.
The form serves as a self-certification document in which offerors represent that they meet the definition of an "Indian Economic Enterprise" as defined in the Department of Interior Acquisition Regulation (DIAR) Part 1480. Offerors must certify compliance with IEE requirements at three critical junctures: when submitting an offer in response to a written solicitation, at the time of contract award, and during the full term of contract performance. The form requires completion of the following fields: Solicitation/Sources Sought/RFI Number, Project Title, Date of Form Submission, Name of Federally Recognized Tribal Entity, Legal Business Name, Unique Entity ID (UEI), Name of the 51% (or greater) Owner of the IEE Firm, Certifying Signature, and Printed Name. Contracting Officers retain the authority to request additional documentation or information to verify IEE eligibility at any point during the acquisition lifecycle, including during pre-award and proposal evaluation phases. False or misleading representations submitted with offers are violations under 18 U.S.C. 1001, while false claims during contract performance are subject to penalties under 31 U.S.C. 3729 to 3731 and 18 U.S.C. 287.
