About this file
This document is a General Clause Addendum to a Lease containing Federal Acquisition Regulation (FAR) and General Services Administration Regulation (GSAR) clauses related to telecommunications and video surveillance equipment restrictions. The primary focus is on prohibiting the use of telecommunications equipment and services from specific Chinese companies, including Huawei, ZTE, Hytera Communications, Hangzhou Hikvision Digital Technology, and Dahua Technology, as mandated by Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019.
The clauses require contractors to represent whether they will provide covered telecommunications equipment or services to the government, with detailed reporting requirements if such equipment is identified. Contractors are prohibited from using these specified telecommunications equipment or services as substantial or essential components of any system, with narrow exceptions for third-party connection services and equipment that cannot route or redirect user data traffic. The document mandates annual representations and potential disclosures about covered telecommunications equipment, including details about brands, model numbers, and the entities producing or providing such equipment and services.
