About this file
This is a Federal Emergency Management Agency (FEMA) catalog documenting commonly used sheltering items (CUSI) maintained under agreement for rapid provisioning during disasters. The catalog, updated in September 2022, represents collaboration between FEMA Mass Care/Emergency Assistance (MCEA), FEMA Logistics Management Division (LMD), American Red Cross (ARC), and FEMA's Office of Disability Integration and Coordination (ODIC).
The catalog organizes items into eight primary categories: Sheltering Items (SI), Hygiene Kit Items, Shelter Cleaning Items, Miscellaneous Shelter Items (MSI), Infant and Toddler (I/T) Kits, Durable Medical Equipment (DME), Consumable Medical Supplies (CMS), and Pandemic Shelter Kits. Planning estimates are based on a 100-person congregate shelter population per week. After disaster declaration, state, territory, or tribal governments submit a Resource Request Form (RRF) to order items, which FEMA processes through the Regional Response Coordination Center (RRCC), Joint Field Office, or Resource Support Section (RSS). CUSI kits are typically stored at FEMA Distribution Centers (DC) with quantities specified per item; à la carte items are ordered just-in-time (JIT) via Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Perishable items including Infant/Toddler supplies, Consumable Medical Supplies, Hygiene Kits, and Pandemic Shelter Kits include packing slips with expiration dates. Pandemic Shelter Kits must be ordered as complete kits only and are designated for congregate shelter use. The RRF number must be annotated on Logistics Supply Chain Management System (LSCMS) customer orders. Principal catalog updates include addition of Pandemic Shelter Kits and reformulated Infant and Toddler powder formulas (Milk-based, Soy-Based, and Hypoallergenic) to increase shelf life. Regional Logistics Chiefs may utilize existing IDIQ contracts for Mass Care support, and FEMA prioritizes Local Business Transition Team (LBTT) and AbilityOne program utilization to maximum extent practicable. All personal travel-sized hygiene items must meet Transportation Security Administration (TSA) standards (3.4 ounces or less per item) for potential aerial evacuation.

Appendix A. Acronyms
Background The Commonly Used Sheltering Items (CUSI) Catalog is a compilation of items for which FEMA maintains agreements so that these items can be more easily provisioned during a disaster. These items are focused on meeting the needs of survivors in the shelter environment and other congregate settings and are arranged around categories relating to sheltering, hygiene, cleaning, infants and toddlers, durable medical equipment, and consumable medical supplies.
This version (September 2022) of the CUSI Catalog represents a collaboration between FEMA Mass
Care/Emergency Assistance (MCEA) and FEMA Logistics Management Division (LMD) to update the list of kits and à la carte items to support sheltering. Additionally, in development of this version, FEMA MCEA collaborated with American Red Cross (ARC) and FEMA’s Office of Disability Integration and Coordination (ODIC).
Principal changes in this catalog include:
▪ Addition of the Pandemic Shelter Kits.
▪ Updated items within the Infant and Toddler (I/T) Kits to increase their shelf life, to include three powder formulas: Powder Milk-based, Powder Soy-Based, and Powder-based Hypoallergenic.
▪ Minor administrative changes to increase ease of use and address previous errors.
Key Information
▪ After a declaration, state, territory, or tribal governments must submit a Resource Request Form
(RRF) to request items from the CUSI.
▪ After RRF approval, the requested kits/items will be ordered by the Regional Response
Coordination Center (RRCC) or the Joint Field Office or at the direction of the Resource Support
Section (RSS) / Operations Support Group. Ensure the RRF number is annotated on the Logistics
Supply Chain Management System (LSCMS) Customer Order.
▪ CUSI kits are typically stored at FEMA Distribution Centers (DC). À la carte items can be ordered
Just-In-Time (JIT) via the Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
▪ Infant/Toddler kits contain both perishable (#I/T-001 through #I/T-007, on Pages 9-10) and non-perishable (#I/T-008-I/T-026 on Pages 10-11) items. They are placed and delivered on two separate pallets.
▪ CUSI kits with perishable items (i.e., Infant/Toddler (I/T) items, Consumable Medical Supplies
(CMS), Hygiene Kits, and Pandemic Shelter Kits) will include packing slips with item expiration dates.
▪ Pandemic Shelter Kits may only be ordered as a complete kit and must be used to support congregate shelters.
▪ Regional Logistics (LOG) Chiefs can utilize any existing Indefinite Delivery/Indefinite Quantity
(IDIQs) contracts for Mass Care support.
▪ Local Business Transition Team (LBTT) and the “AbilityOne” program will be utilized to the maximum extent possible. FEMA’s LBTT works to facilitate federal government contract awards to local organizations, firms, and individuals residing or doing business primarily in area(s) affected by a major disaster or emergency, when practical and feasible (Stafford Act: Section
307); Administered by the U.S. AbilityOne Commission, an independent Federal agency, the
AbilityOne program is the nation’s largest source of employment for people who are blind or have significant disabilities.
▪ Unless otherwise indicated, all personal travel-sized items included within the Hygiene Kit must meet Transportation Security Administration (TSA) standards (3.4 ounces [100 milliliters] or less per item) in case of aerial evacuation.
