About this file
This file is a Questions and Answers document for the Emergency Acquisition Basic Ordering Agreement (EA BOA) solicitation 47QMCH26G0001. As a Q&A file, it does not specify required products or services, response dates, award dates, or pricing terms. Instead, it contains clarifications and guidance addressing inquiries from potential contractors regarding the BOA structure, participation requirements, ordering procedures, and operational expectations for emergency response contracting through GSA's Office Shared Services Delivery (FD). The document would typically address common questions about contractor eligibility, capability requirements, rapid response and delivery timeframes for emergency orders, pricing submission formats, and the nature of BOA participation as a non-guaranteed contracting vehicle that functions as a marketplace for multiple competing contractors. Contractors interested in this EA BOA should reference the Q&A document alongside the draft BOA agreement (Attachment 1) and the main solicitation to understand the specific terms, conditions, and expectations for participating in this emergency response contracting mechanism.

Questions
| EA BOA Posting 47QMCH26G0001 Questions and Answers | ||
| # | Question | GSA Response |
| 1 | At the order (RES) level, will GSA and authorized users apply socioeconomic-specific set-asides (e.g., SDVOSB, WOSB), or only a general small-business set-aside — and how will a contractor's small-business status be verified for each order? | Historically, GSA has applied a Small Business set-aside at the order level. Future set-aside determinations will be made based on the specific requirements received. Each authorized user (federal agency) will be responsible for making their own set aside determination depending on their specific requirements. GSA will not dictate to external agency users how and when to set requirements aside. |
| 2 | For BOA qualification, will GSA accept the past performance and CPARS records of teaming partners or proposed subcontractors that will perform a major or critical portion of the requirement, and how should those records be presented and attributed? | This posting does not require any submission of past performance information. In accordance with the SAM.gov posting, only the company overview and company information are requested. |
| 3 | Where a firm's relevant experience was performed as a subcontractor (and is therefore not captured in CPARS), what substitute past-performance evidence will GSA accept (e.g., prime reference letters, past-performance questionnaires)? | No past performance information is required at this time. Companies may include reference to related experience as part of their 5 page company overview. |
| 4 | What are the technical requirements for Advance Ship Notice (ASN) uploads, GPS / real-time shipment tracking, and GSA ASSIST onboarding — and must these be in place before the January 1, 2027 ordering start? | Currently GSA handles the system inputs for required ASNs. The contractor is only required to provide the applicable information via a template spreadsheet provided by GSA for each order. |
| 5 | Are 47QMCH26G0001 and the related 47QMCH26G0001-2 the same posting (one submission sufficient), or separate offerings that require separate responses? | These are the same postings. The posting was updated to include the "Instructions" included in the body of the posting as an additional attachment. |
| 6 | As this is the “next iteration” of the EA BOA, can GSA share prior-iteration participant information and historical order volume / obligations to help interested contractors gauge the opportunity? | The EA BOA is not a contract and each individual order placed under the EA BOA constitutes it's own contract action. The EA BOA is intended to establish a pool of qualified contractors that are capable and prepared to support any future emergency or disaster. Historical ordering under the current EA BOA is not an indication of future needs. |
| 7 | Approximately how many contractors does GSA anticipate admitting to the BOA pool? | There is no set limit to the EA BOA pool. |
| 8 | Does the EA BOA service scope include emergency group lodging, responder lodging, evacuation lodging, temporary housing coordination, or hotel-room sourcing? | The scope of the EA BOA is intentionally broad and, as stated in the DRAFT BOA document included as Attachment 1, the EA BOA is meant to be a single destination for all commercial supplies and services. Therefore, any commercial supply/service is in scope if it is required in support of an emergency. There will be no catalogs or specific lists of services or supplies available for purchase under the EA BOAs. |
| 9 | Does it include commercial air reservations, itinerary management, traveler assistance, rental-car coordination, or other evacuation and relocation travel services? | See response above. |
| 10 | May a company participate within a specialized service category, or must it offer multiple emergency-service or supply categories? | An interested company may submit a response even if they offer only targeted emergency capabilities as opposed to wide-ranging emergency capabilities. |
| 11 | May a BOA participant decline to quote a Request for Emergency Support that falls outside its stated capabilities or available capacity? | There is no requirement for an EA BOA holder to provide a quote for every requirement solicited under the BOA. |
| 12 | May a participant perform through established hotel, transportation, host-agency, consolidator, travel-management-company, or other subcontracting relationships? | Subcontracting relationships are allowable under the EA BOA. Specific terms and conditions will be included in future requirement solicitations as required (for example FAR 52.219-14 Limitations on Subcontracting) which may impact subcontracting at the order level. |
| 13 | If partners or subcontractors will support performance, what evidence—such as letters of commitment—should be included in the five-page company overview? | There is no requirement for specific subcontractor agreements or evidence at this time. Interested companies should include information in their 5 page company overview that they feel supports and expresses their ability to meet emergency requirements. |
| 14 | Are Government Purchase Card payments or supplier-direct-payment arrangements permitted for lodging, transportation, rental vehicles, or travel reservations? | GSA does not currently utilize the GPC as a method of payment for orders awarded under the EA BOAs, however each authorized ordering entity (federal agency) may apply their own payment processes at the order level. |
