STATEMENT OF WORK

FOR

505 TRS Security Access Control System (ACS) Card Readers and Electrified Cylindrical Locks

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure services are performed at the 505th Training Squadron, Building 90020, Hurlburt Field, Florida. The specific requirements are for the Access Control System alterations.

To remove existing access control readers and replace them with Identiv Scramblepads. The contractor shall accomplish all Labor and Technical Services to install, program, test and verify system operation;

provide owner training and warranty tasks to meet the requirements of this Statement of Work (SOW).

1.1 Description of Service: The 505 TRS requires Security Access Control System (ACS) card readers for doors and replacement electronic door handles.

1.1.1 The contractor shall accomplish all installs and upgrades tasks to meet the requirements of this SOW.

1.2 Description Of Service

1.2.1 The goal of this project is to updated the existing Access Control System readers with the following alterations:

1.2.1.1 Removal of Twenty-Seven (27) existing Identiv Scramblepads

1.2.1.2 Installation of Twenty-Seven (27) new Identiv Scramblepads

(PART #8332ABTR000)

1.2.1.3 Removal of Seventeen (17) new 8KW and 9 KW Series Electrified Cylindrical Locks. (PART #9KW37DEU15DS3626)

1.2.1.4 Installation of Seventeen (17) new 8KW and 9KW Series Electrified Cylindrical Locks. (PART #9KW37DEU15DS3626)

1.2.1.5. Provide 3 additional Identiv Scramblepads (PART #8332ABTR000) for spare replacements.

1.2.1.6. Update the programming and conduct operational testing of the system before departure.

1.2.2 The scope of work for the Access Control System alterations includes the following tasks:

1.2.2.1 Site Assessment: Conduct a thorough site assessment to evaluate the existing Access Control System, confirm the locations of current access control readers requiring replacement.

1.2.2.2 Equipment Procurement: Procure the necessary equipment, including Identiv Scramblepads and Electrified Cylindrical Locks in accordance with the system requirements and specifications.

1.2.2.3 Removal of Existing Access Control Readers: Carefully remove and disconnect the existing access control readers from their respective locations while ensuring minimal damage to: the existing equipment, disruption to the system, classrooms, and surrounding infrastructure. Provide all removed equipment and parts to the 505 TRS.

1.2.2.4 Installation of Identiv Scramblepads: Install Identiv Scramblepads at designated access points as specified in the project plan. Ensure proper wiring connections and integration with the existing Access Control System.

1.2.2.5 Removal and Existing Electrified Cylindrical Locks: Carefully remove and disconnect the existing Electrified Cylindrical Locks from their respective locations while ensuring minimal damage to: the existing equipment, disruption to the system, classrooms, and surrounding infrastructure. Provide all removed equipment and parts to the 505 TRS.

1.2.2.6 Installation of the new Electrified Cylindrical Locks: Install new Electrified Cylindrical Locks at designated access points as specified in the project plan. Ensure proper wiring connections and integration with the existing Access Control System.

1.2.2.7 Programming: Program the Access Control System to recognize and interface with the new Identiv Scramblepads, SNIB3's, and the RREB board. Configure Identiv Velocity Access Control Software as required to ensure match codes are programmed for new Identiv Security Access System Badges.

1.2.2.8 Testing and Commissioning: Thoroughly test the upgrade Access Control System to verify proper operation and ensure seamless integration of the new components. Conduct comprehensive system testing, including access control validation, authentication, and alarm response scenarios. Provide complete user training of scramble pads.

1.2.2.9 Documentation: Provide electronic and or paper documentation of the alterations made to the Access Control System.

1.2.2.10 On-site support agreement for equipment and software for 1 year following completion of the upgrade. Due to the nature of our training mission, we require a not to exceed 2 hour in-person response to troubleshot/repair our inoperable access control issues to ensure access to the critical areas in our secure facility for one year following the completion of the upgrade. Contractor will bill the unit for each required troubleshooting call utilizing the Government Purchase Card.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1. Government Furnished Facility. The government shall furnish the electrical and Storage Space in Building 90020.

2.2. Government Furnished Services. The government shall provide the following utilities for the contractor, electrical power (120v AC).

3. GENERAL INFORMATION

3.1. Contractor Personnel.

3.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate or alternates must be able to read, write, speak, and understand the English language.

3.1.2. Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name.

Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.

3.2. Physical Security. The contractor shall safeguard all government property. At the close of each work period, facilities shall be secured. The contractor shall designate a custodian(s) and alternate(s) to receipt for and account for government-furnished facilities.

3.2.1. Key Control. The contractor shall establish and implement methods of making sure all keys issued for the contractor’s use are not lost or misplaced and are not used by unauthorized persons. The contractor shall immediately report to the Quality Assurance Program (QAP) or contracting officer any occurrences of loss, unauthorized use, or unauthorized duplication of keys. In the event keys are lost or duplicated, the contractor shall be required to re-key or replace the affected lock or locks at contractor’s expense.

3.3. Storage Areas. The contractor shall be responsible for the orderliness and cleanliness of government furnished storage area. The area shall be clean and neat, free of fire and safety hazards, and free of unsanitary conditions.

3.4. Work Schedules. The contractor shall submit a labor schedule in accordance with Appendix C.

The contractor shall not deviate from their approved schedule without prior approval from the Contracting Officer or Contracting Officer's Representative.

3.5. Re-performance of Service. When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract specifications at no additional cost to the government. Performance or re-performance of these services shall commence immediately upon notification by the Quality Assurance Program (QAP). The contractor shall have a sufficient workforce dedicated to ensure corrections are accomplished before noon the next workday without degradation to normal scheduled services.

3.7. Hours of Operation: Normal operation is Monday through Friday, 0730 to 1630, except for federal holidays. There will be mission situations that require the contractor to work other than normal hours.

Some of these situations are military exercises, contingency operations, or weather emergencies. When the contractor’s access to a work area conflicts with an Air Force mission requirement, the contractor shall schedule the work to minimize the disruption. Such scheduling may require work to be accomplished at times other than normal duty hours.

3.7.1. Federal Holidays. The following is a list of federal holidays observed by this installation.

New Year's Day, January 1 or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, last Monday in May Juneteenth, 19th of June Independence Day, July 4 or the Friday preceding or Monday following Labor Day, first Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25, or the Friday preceding or Monday following

3.8. Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander. The contractor shall be responsible for performing all or any specifically designated portions of the functions accomplished under this contract during wartime operations. Wartime operations are those actions including contingency planning which would be required to support current or future United States Air Force wartime requirements. Contractor personnel will be advised of the functions that will be continued during wartime related contingencies through his involvement in the contingency planning process as directed by the contracting officer.

3.9. Conservation of Utilities. The contractor shall make sure employees practice energy conservation to include all government furnished utilities.

3.10. Contractor-Furnished Equipment/Vehicles. The contractor shall provide and maintain all equipment and vehicles necessary to perform the requirements of this contract.

3.10.1. All equipment used in the performance of this contract shall be in good operable condition and carry a U/L (Underwriters Laboratory) listing.

3.10.2. The contractor shall provide adequate numbers of equipment and vehicles to fulfill the scope of this contract. In addition, the contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are down for extended maintenance or repairs. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract.

3.10.3. All contractor-supplied vacuum cleaners shall use “HEPA” Filters.
