About this file

This is an Evaluation Instructions document for a Request for Quote (RFQ) issued by U.S. Customs and Border Protection (CBP) for the procurement of four (4) Yamaha ATVs on a brand name or equal basis under RFQ number 70B03C26Q00000415.

The Government will award a single purchase order to the responsible vendor offering the lowest evaluated price among technically acceptable quotes. Vendors must submit quotes in two parts: Part I requires technical capabilities documentation including a specifications sheet, warranty information, delivery requirements, and confirmation that the equipment meets all Statement of Work (SOW) requirements, which will be evaluated on a pass/fail basis; failure to address any SOW requirement may result in disqualification. Part II requires pricing information and, if applicable, a manufacturer authorized distributor/reseller letter to be considered for award. For vendors with GSA Federal Supply Schedule (FSS) vehicle contracts, contract number, GSA schedule catalogs and price lists for the catalog holder and teaming partners, applicable Special Item Numbers, and volume pricing discounts from GSA pricing must be provided. The lowest price will be determined using a lowest-priced technically acceptable (LPTA) evaluation methodology, calculated by multiplying the number of units by the corresponding unit price to obtain an extended price, with all extended prices added together to determine the lowest total evaluated price. CBP reserves the right to award a purchase order without further communication and exchange, making it essential that vendors submit their best pricing, terms, and conditions in their initial response.

EVALUATION INSTRUCTIONS

For Yamaha ATVs

INTRODUCTION

The Government will award a single purchase order to the responsible vendor whose quote conforms to the requirements set forth in the Statement of Work (SOW) within this RFQ and provides the lowest evaluated price.

INSTRUCTIONS

CBP will conduct evaluations against vendors who respond to this RFQ for four (4) Yamaha ATVs, brand name or equal. CBP reserves the right to award a purchase order without further communication and exchange; therefore, each response to this request should contain the vendor's best pricing, terms, and conditions.

Quotes shall be composed of the items described below (Parts I and II). Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this request for quote could result in the quote being ineligible for award. It is the vendor’s responsibility to ensure its quote meets all the requirements identified herein.

Those submitting a quotation under this requirement will be evaluated on a lowest-priced technically acceptable (LPTA) to the Government basis. The Government will award a single PO to the responsible vendor whose quote conforms to the requirements set forth in the Statement of Work (SOW) attached to this RFQ and provides the lowest evaluated price.

• PART I: TECHNICAL CAPABILITIES

Provide your company’s technical capability to provide the requested equipment.

The technical capability portion of the submitted quote should include a specifications sheet of the requested equipment, address warranty information and delivery requirements, and address each physical specification and performance capability listed on the attached SOW. Technical capability will be evaluated as a pass/fail. A failure to address any of the SOW requirements may result in a disqualification and the quote eliminated from further evaluation.

• PART II: PRICING AND GSA FSS CATALOG (IF APPLICABLE)

To be considered for award, vendors are required to submit a manufacturer authorized distributor/reseller letter along with the quote.

For the LPTA evaluation, lowest price will be determined by multiplying the number of units times the corresponding unit price to obtain an extended price.

Extended price for each item will be added to obtain the lowest total evaluated price.
