Facilities may include non-health care facilities (e.g., schools, offices, daycare centers, community centers, and public spaces such as Commissary or food service areas) that do not house persons overnight.10000SM¥
A700ABCleaning activities of facilities housing person(s) under quarantine during the quarantine periodThe Contractor shall collect and dispose of bagged refuse placed outside the door of areas within facilities used to house person(s) under quarantine either with or without COVID-19 following the guidelines of "Interim Cleaning Recommendations for Facilities Housing Persons Under Quarantine for Coronavirus Disease 2019 (COVID-19)" (J-1503010-03). Cleaning and disinfection services shall comply with 29 CFR-1910 and the Centers for Disease Control and Prevention (CDC) recommendations. CDC recommendations are available at https://www.cdc.gov/coronavirus/2019-ncov/community/home/cleaning-disinfection.html. Refuse will be collected and disposed of one time each day at the designated location. Task order will give how many refuse pickups (EA) needed at the quarantine location. Bagged refuse will be sealed and placed outside the door by the quarantined individual.

Bagged refuse shall be collected daily for a period not to exceed 21 days. Completion times and delivery location will be specified on each task order.

The unit of “EA” is for taking out a single bag of refuse once for the quarantined individual. The Contractor SHALL NOT be entering the quarantined area and SHALL NOT need to take refuse off base for disposal.

All rooms should be provisioned with personal cleaning supplies, e.g., tissues, paper towels, cleaners, regulated medical waste containers, and disinfectants that are EPA-approved against emerging viral pathogens for use by persons under quarantine as needed.2900EA¥
A700ACCleaning activities of facilities vacated by person(s) under quarantine with COVID-19The Contractor shall clean and disinfect areas within facilities that housed person(s) under quarantine with COVID-19 following the guidelines of "Interim Cleaning Recommendations for Facilities Housing Persons Under Quarantine for Coronavirus Disease 2019 (COVID-19)" (J-1503010-03). Cleaning and disinfection services shall comply with 29 CFR-1910 and the Centers for Disease Control and Prevention (CDC) recommendations. This ELIN will consist of same type of cleaning requirement as A700AA but, for a space occupied by a quarantined individual. Typical size of room to be cleaned is a minimum of 30 SM.4000SM¥
A700ADMaterial DeliveryThe Contractor shall provide and deliver cleaning supplies and appropriate personal protective equipment (PPE) to be used by Government personnel. Cleaning agents used shall be EPA approved for use against COVID-19. A list of EPA Approved products is available at https://www.americanchemistry.com/Novel-Coronavirus-Fighting-Products-List.pdf. PPE shall conform to the Centers for Disease Control and Prevention (CDC) recommendations and "Interim Cleaning Recommendations for Facilities Housing Persons Under Quarantine for Coronavirus Disease 2019 (COVID-19)" (J-1503010-03).
This ELIN will be used for the rare circumstance that the Contractor will not be granted access to a contaminated space and cannot clean it themselves. This may happen in a secret classified room. For each task order, the Government will identify the quantity of cleaning solution needed and the quantity of PPE such as number of gloves, masks, and gowns. This may be as little as two gowns, two pairs of gloves, two masks, and two bottles of disinfectant per task order. The need will vary by task order, and will likely need to be negotiated each time.500000LSNegotiated at time of order.¥ 500,000
