About this file

This document is a Draft Statement of Work (SOW) for the U.S. Coast Guard's Next Generation Surface Search Radar (NXR) Request for Information (RFI). The Coast Guard seeks to replace five existing radar systems across 14 cutter platforms and 113 Vessel Traffic Service (VTS) remote sites with a new, scalable, IMO-certified Surface Search Radar (SSR) system. The replacement is critical for modernizing maritime capabilities, improving situational awareness, and addressing emerging maritime threats. The proposed solution must provide standardized radar configurations with common interfaces, interoperability with existing navigation systems, and support from the manufacturer for at least 15 years.

The RFI, numbered 70Z04425IC2PL2503, requests industry feedback on draft technical specifications and system requirements. Interested parties are asked to submit responses by April 11, 2025, at 12:00 PM ET, including completed questionnaires and commented versions of the Draft SOW and System Requirements Document. The anticipated NAICS code is 334511 for Search, Detection, Navigation, and Nautical System and Instrument Manufacturing, with a Product Service Code of 5840 for Radar Equipment. Respondents must be registered in the System for Award Management (SAM) and are advised not to include proprietary, classified, or sensitive information in their submissions.

STATEMENT OF WORK

NEXT GENERATION SURFACE SEARCH RADAR (NXR) FOR THE UNITED STATES COAST GUARD (USCG) COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS, CYBER, AND INTELLIGENCE SERVICE CENTER (C5ISC)

1 GENERAL

BACKGROUND

The U.S. Coast Guard uses Surface Search Radar (SSR) to provide operators with an advanced system for collision avoidance, safe navigation and enhanced situational awareness of the maritime environment. There are currently five separate radars in use on multiple ashore and afloat platforms. The current SSRs, which include the AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001 radars, installed across 14 cutter platforms and 113 Vessel Traffic Service (VTS) remote sites. In May 2019, Furuno USA notified the Coast Guard the FAR 2XXX series (which includes the AN/SPS-50 radar) was in final production and end-of-support. The AN/SPS-78 and AN/SPS-79 radars precede the AN/SPS-50, are significantly degraded, and overdue for recapitalization. Ashore, the VTS Terma Scanter 2001 Radars are end-of-support and require replacement. The AN/SPS-73 radar is beyond its service life and needs replacement.

The AN/SPS-50 and AN/SPS-78 are advanced SSRs used by the Coast Guard for navigational and surveillance purposes. The AN/SPS-50 provides target detection with a 25kW X-Band and a 30kW S-band transmitter/receiver (TR) up, turning unit, and a high-resolution LCD monitor. It displays up to 1,000 AIS-equipped contacts and acquires a maximum of 100 radar targets, complying with the latest IMO (International Maritime Organization) and IEC (International Electrotechnical Commission) standards. The AN/SPS-78 is designed for multiple cutter platforms and includes a radar and Stand-Alone Operator Position (SAOP) that enhances situational awareness of the maritime environment.

The AN/SPS-79 radar set is a short-range, two-dimensional radar system designed for use aboard the 418’ Maritime Security Cutter - Large (WMSL) National Security Cutter (NSC) vessels. It provides target detection with a 25kW X-Band and a 30kW S-band transmitter/receiver (TR) up, turning unit, and integrated with the C2 system as part of the multi-mission console. The AN/SPS-79 provides primary navigation and SSR (SSR) functionality using Commercial Off-The-Shelf (COTS) equipment.

The Terma Scanter 2001 radar series offer detection, monitoring, and management of vessel traffic movement in confined and busy waterways with small targets. It is an X-band, 2D, fully coherent pulse compression radar based on solid state transmitter technology with digital software-defined functionality. This radar is not IMO compliant and is utilized for shore-based applications only.

AN/SPS-73 SSR was designed for both large and small cutter applications but has been altered to be utilized for VTS sites with the assistance of a Personal Computer Based Radar Processor unit (PCRP). The SSR provides operators with an advanced navigation and surveillance system that enhances situational awareness of the maritime environment. The AN/SPS-73 system is comprised of a Furuno radar and includes the antenna, pedestal, receiver/transmitter, and performance monitor and is available in 25kW X-Band.

SCOPE

The Coast Guard is seeking to procure a scalable SSR system that is IMO certified. This SSR system will serve as the primary collision avoidance system, providing safe navigation and surveillance for Coast Guard cutters and shore units. The design of the system must promote interoperability between core hardware components used both afloat and ashore, and ancillary devices that receive input from various navigation sensors. This will allow for seamless integration and communication with existing navigation systems and shore-based VTS, modernizing obsolete equipment, improving sensor performance, and standardizing system support under as an enterprise solution with several (scalable) radar configurations under an overarching series or family of radars.

The replacement of these radar systems is critical to modernizing the Coast Guard's capabilities and ensuring readiness to address emerging threats and challenges in the maritime domain. Replacing these radar systems will improve contact detection, situational awareness, efficiency for waterway utilization. By adopting a standardized solution, the Coast Guard can benefit from economies of scale, streamline maintenance and repair processes, and consolidate operator and technician training.

OBJECTIVE

The objective is to identify a replacement for the current the AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma radars with a commercially available and IMO certified next generation SSR solution across 14 cutter platforms and 113 VTS remote sites to meet established Coast Guard operational needs. The selected solution will undergo testing and evaluation that will last 60 days in a shipboard environment and must pass testing to ensure full compatibility with the existing radars up for replacement.

REQUIREMENTS FOR THE NEXT GENERATION SURFACE SEARCH RADAR (NXR)

Requirements for afloat and ashore radars have similarities, however unique features exist for both applications. While a single radar solution may meet all requirements, several scalable radar configurations under an overarching series or family of radars with commonality of configuration items, user interface, operator function, and sustainability may be necessary to meet all requirements and applications.

In accordance with reference (u), the NXR System Requirements Document (SRD) contains requirements identified as “Objective”. These requirements are the preferred system capabilities and will be evaluated based on degree of benefit provided to the Government. All other SRD and Statement of Work requirements and specifications contained herein are the minimum “Threshold” requirements. The system must be supported by the manufacturer (hardware, software, and cyber compliance) until the equipment is declared end-of-support or 15 years (whichever is longer).

2.1 Operational Functions

System must provide radar information to operators for safe navigation and operation of cutters and Vessel Traffic Centers (VTC) and provide a level of standardization across the Coast Guard’s fleet for operators and maintainers.

Objective: The proposed solution must minimize, to the greatest extent possible, the numbers and types of components used. The intent of this is to minimize training and reduce the number of components managed and sparing stocked through the Coast Guard’s logistics system.

Objective: To support the Coast Guard, operators are routinely required to move from one operational unit to another. The use of the standardized user interface is critical to effective operations and minimizes operator and technician training programs. The system must have a common interface across the full range of the configurations.

Interconnectivity

2.2.1 All components of the next generation radar must utilize common or standard data protocols and physical connectors to promote interoperability among different vendors and suppliers.

2.2.2 All selected hardware and components must be open source or industry standard communication protocols for maximum interoperability with command & control and navigation equipment.
