About this file

This is a Statement of Work for the acquisition of AFRAT Portable HPGe Gamma Spectrometer systems by the Air Force Radiation Assessment Teams (AFRAT) Labs, dated 10 June 2026.

The Air Force requires two portable HPGe gamma spectrometer units with a minimum 10-year shelf life to support field-based radiological threat assessment, isotope characterization, and half-life determination. The requirement includes delivery of two complete systems, each comprising: a portable spectrometer with 6-inch RDC length (GPS and WiFi physically removed), shipping case, internal and spare batteries, AC power supply and chargers, one-year subscriptions to Genie-Single Spectroscopy Suite and ISOCS Efficiency Calibration software, and ISOXCAL-SOCS characterization for standard HPGe. Additionally, the contractor must provide two ruggedized 14-inch Windows 10 Pro laptops (minimum Core i5 processor, 8 GB RAM, 512 GB SSD) with Canberra factory software installation and testing, three-year licenses for both Genie Single-Input and ISOCS/LabSOCS software, on-site installation and support by a qualified engineer, and required contractor-provided training. All shipping costs and insurance to Wright Patterson Medical Center, 4881 Sugar Maple Drive, Wright-Patterson AFB, Ohio 45433 (DoDAAC FM2300, POC: SMSgt Antonio Haynie, 937-257-2530) must be included in the contractor's proposal. Delivery is required no later than 120 days after contract award. The contractor must honor manufacturer warranties for all delivered products and comply with Wright-Patterson AFB Commercial Vehicle Delivery Gate procedures for vehicle access and security screening requirements.

Statement of Work

For

AFRAT Portable HPGe Gamma Spectrometer 10 June 2026

I. Background:

The Air Force Radiation Assessment Teams (AFRAT) Labs require a mobile advanced radiation detection capability to support its mission, characterize, and determine the half-life of various radioisotopes in field environments. This acquisition for two units with a minimum 10-year shelf life and three 3 years of software licensing is vital for real-time radiological threat assessment and force protection. Failing to acquire this capability will leave AFRAT without critical field-diagnostic tools. This gap directly compromises the mission, resulting in inability to accurately identify radiological hazards in the field; delayed or incorrect emergency and tactical responses; increased radiation exposure risks to military personnel and the public.

II. Minimum Technical Requirements:

The following specification lists the minimum requirements for the AFRAT Portable HPGe Gamma Spectrometer. Objective requirements are also highlighted:

a. Includes: Shipping case, Two internal batteries, Two spare batteries, AC power supply, Two external AC battery chargers, Genie-Single Genie Spectroscopy Suite (1-year subscription), ISOCS Efficiency Calibration software (1-year subscription). RDC length is 6". Qty 2

b. WITHOUT GPS AND WIFI. GPS and WiFi are both physically removed from the unit. Qty 2

c. ISOXCAL - SOCS CHARACTERIZATION, STANDARD HPGE. Qty 2

d. LAPTOP, RUGGEDIZED, 14IN, WIN 10 PRO. Minimum Core i5 processor, Minimum 8 GB Memory, Minimum 512 GB Solid State Drive, 14" color touchscreen display, Windows 10 Pro. Price includes Canberra factory software installation and test. Qty 2

e. Genie Single-Input 3-Year License. Qty 2

f. ISOCS/LabSOCS SW 3-Year License. Qty 2

g. ON-SITE INSTALLATION & SUPPORT. System Installation performed by a qualified support engineer. Qty 1

III. Training: The contractor shall provide required training.

IV. Installation: N/A

V. Delivery:

SHIP TO DoDAAC: FM2300 POC: SMSgt Antonio Haynie Wright Patterson Medical Center 4881 Sugar Maple Dr.

Wright-Patterson AFB, OH 45433

(937) 257-2530

VI. Lead Time: The contractor shall deliver the systems ordered no later than 120 days after contract award.

VII. Warranty: Manufacturer warranty shall be honored by contractor for all products delivered for this requirement.

VIII. Delivery Procedures Commercial Vehicles:

a. The company shall properly ship the system to the Wright Patterson Medical Center at WPAFB, OH. All shipping costs to include insurance will be included in be taken.

b. All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 26A located off State Route 235.

c. The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates, and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

d. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.

e. Date of Completion: 120 days after contract award
