SCOPE OF CONTRACT
The purpose of this contract is to repair two ERFO Sites along Buckhorn Road (Santa Barbara Canyon Road), within the Los Padres National Forest on the Mt Pinos Ranger District. The first site (MP 1.4) shall include placement of Class 3 grouted rip rap chute, removal of material deposition along the roadway and placement of reflective delineators. The work at the second site (MP 3.9) includes: excavation of edge failure area, placement of concrete block wall (151 feet in length and 7.5 feet tall, from top of wall to base), placement of Class 6 rip rap at the ends of the wall, embankment construction from the top of the wall to the edge of the pavement, fence replacement and installation of erosion control measures.
This contract provides for the equipment, labor, materials, services and permits necessary to perform work ordered by the Government, in compliance with its terms, specifications, drawings and provisions, for the removal and replacement of culvert and asphalt pavement.
PROJECT LOCATION
The project location is approximately 20 miles southwest of the town of Maricopa, California in Santa Barbara County. A vicinity map showing the road location is included in the project plans.
Driving directions from Maricopa, CA:
• From Maricopa, CA, travel southwest on State Highway 166 toward Cuyama for 18.4 miles.
• Turn left onto Kirschenmann Road for 2.4 miles.
• Turn left onto Foothill Road for 3.0 miles.
• Turn right onto Santa Barbara Canyon Road for 7.0 miles.
Project coordinates: 34.8237734, -119.5527804
The Government will not provide a pre-site visit of the road. The Forest Service strongly encourages contractors to conduct an independent site visit prior to submitting their quotes. This will ensure that they have a comprehensive understanding of the site conditions and the complexities involved in the operations. Such due diligence is crucial for accurately estimating the difficulty and cost of performing the required work under the contract. Failure to inspect the site will not be considered grounds for a claim after the contract award
For additional information regarding the site, contact Michael “Shakes” Myshkowec at 805-697-6511.
PERIOD OF PERFORMANCE
Projected start date: Early Spring 2026.
Time for completion: 120 calendar days from the issuance of the “Notice to Proceed”.
REQUIREMENTS
The Contractor shall possess all necessary licenses required by the State of California to perform road repair work under this contract. Furthermore, the Contractor is responsible for obtaining any necessary permits prior to commencing work, ensuring compliance with all applicable Federal, State, and local laws and regulations.
Upon request, the Contractor shall provide a copy of the active license to the Contracting Officer within five
(5) calendar days.
The Contractor shall furnish the necessary personnel, material, equipment, services and facilities to perform the Statement of Work/Specifications referenced below.
The Contractor shall minimize mechanical activity during rainy periods and the CO may shut down the operation if excessive soil disturbance and/or erosion problems occur.
The Contractor shall repair all associated damage on established roads, adjacent vegetation or other improvements caused by their operations or equipment prior to partial or final payment.
The Contractor shall provide technical submittals for all materials that may be furnished on this project for Forest Service review and approval prior to installation.
The Contractor shall dispose of all project related trash and debris off of Forest lands prior to final payment.
The Contractor is responsible for contacting the Forest dispatch center to obtain the fire predicted Project Activity Level (PAL) each day and restrict work accordingly.
The Contractor shall adhere to the pertinent requirements addressed in the Fire Plan. Fire Plan restrictions may require work to cease at 1:00 pm or not be initiated at all on a high fire activity day.
The Contractor is responsible for traffic control and equipment staging requirements in work areas when working on National Forest System Lands.
The Contractor shall provide clean equipment for the project prior to driving on Forest to prevent the introduction of invasive weeds to the Forest.
The removal of existing willow or other woody riparian species will be minimized.
The Forest Service will coordinate with the Fish and Wildlife Service’s Condor Recovery Program within one week prior to project implementation to determine if any California condors are known to be in the vicinity of the project area.
If any condors approach a maintenance site, work will be temporarily suspended until the bird(s) have left the area.
Trash and microtrash associated with the project will be removed on a daily basis during project implementation.
If California condors are present within 0.5 mile of a work area, the Forest Service biologist will coordinate with the Service to determine if additional protective measures are needed to ensure condor safety and continuing use of its habitat in the project area.
If California condors are documented nesting within 1.5 miles of a work area or roosting within 0.5 mile of a work site, maintenance activities will cease and remain suspended until the Service and the Forest Service complete the appropriate level of consultation.
All populations of federally listed, Pacific Southwest Region sensitive plant species, and local concern plant species should be flagged, avoided, and subject to treatment buffers (typically 10 feet), in which heavy equipment should be prohibited and other treatment activities may be limited
Guidance will be provided to equipment operators and contracting officer’s representatives highlighting the need to avoid further widening and deepening of Forest Road 29S15. Additionally, guidance will be given to equipment operators to thoroughly water wash any equipment used in road maintenance of Forest Road 29S15 to reduce the risk of introducing non-native plants and plant seed.
To avoid effects to southwestern pond turtle, project activities will not occur within 0.25 mile of known southwestern pond turtle occurrences or suitable aquatic habitat (streams or ponds below 5,000 feet in elevation) from May 15 to July 15. Pre-implementation breeding season surveys for southwestern pond turtle nesting activity are required for project sites in the aforementioned areas if work would occur from May 15 to July 15. The limited operating period may be lifted by a wildlife biologist if surveys indicate the site is unoccupied, or if a wildlife biologist determines that the project would not affect southwestern pond turtles.
To avoid effects to western spadefoot, project activities on the south zone of the Los Padres National Forest will not occur within 500 feet of known occurrences or suitable aquatic habitat (temporary ponds and pools in grasslands, mixed chaparral, and foothill hardwood habitats below 4,500 feet in elevation) from January 1 to June 1. Pre-implementation surveys are required for project sites within 500 feet of suitable aquatic habitat or known occurrences if work would occur from January through May. The limited operating period may be lifted by a wildlife biologist if surveys indicate the site is unoccupied, or if a wildlife biologist determines that the project would not affect western spadefoots.
Camping is not permitted in US Forest Service campgrounds. Contractor will not be permitted to camp elsewhere on US Forest Service land.
