About this file

This Statement of Work (SOW) details a door replacement project for Building 558, Room 216 at Wright-Patterson Air Force Base. The project involves removing an existing STC55 door with an obsolete X-07 lock and installing a new STC55-rated door system with an X-10 lock, cam lift hinges, and associated hardware. Key requirements include maintaining SIPRNet access, meeting ICD 705 standards, and completing a post-installation sound test by the 88th Security Forces.

The project has a 100-day performance period from contract award, with an eight-week lead time for door and frame production. Installation representatives must be U.S. citizens and will be under escort, with strict compliance to WL Security Operating Instructions. The location is Wright-Patterson Air Force Base, Area B, and the project aims to replace a legacy door that risks disrupting critical operations due to an unreliable lock system. The government will conduct both sound and visual inspections to ensure compliance with all technical and security requirements.

Statement of Work

Date: July 29, 2025

Project: Building 558 Room 216 SIPR Door Replacement

Introduction/Background:

The Mobility Directorate, located in Building 558, has mission-essential requirements to maintain SIPRNet access for vetted personnel. This secure room is used daily and functions as a central hub for the transfer of SECRET-level information to both internal and external stakeholders. To reduce costs, the Directorate previously modified the door to accommodate an X-07 lock. However, the X-07 model is no longer in production and has become increasingly unreliable. If the lock fails, the Directorate will lose access to six SIPRNet terminals within the room, potentially impacting critical operations until repairs can be made.

Scope:

The government provides funding for the replacement of a vault door only when it meets mission-essential security requirements and is part of a validated project scope. There aren’t any National Security concerns related to this project. This typically includes the door, frame, lock with key override, Cam lift hinges, and necessary installation to meet current security standards. However, the government does not provide funding for non-essential aesthetic upgrades, custom modifications not required by regulation, or enhancements beyond the scope of approved security needs. Any such requests would need separate justification and approval.

Applicable Documents:

We will require full specifications for the door, seals, lock, and all associated components, this includes any documentation that accompanies the purchase.

Requirements/Tasks:

Project Requirement: Replacement of Legacy Door and X-07 Lock This project entails the removal of the existing legacy STC55 door and frame equipped with an X-07 lock, and the installation of a new STC55-rated door and frame system. The new assembly must accommodate a modern X-10 lock with key override functionality and meet all the required sound attenuation performance levels for the designated room. The door will also include cam lift hinges and other necessary hardware.

Remove existing STC55 door, frame, and associated hardware.

Modify and frame the current opening to accommodate the new STC55 door and frame assembly.

Install new STC55 door and frame, complete with perimeter seals and door bottom for acoustic and security compliance.

Install a heavy-duty LCN 4040XP door closer.

Install heavy-weight cam lift hinges.

Install an LKM10K X-10 lock with key override.

Include an internal raceway within the door for compatibility with existing access control systems.

Provide and install a new door threshold.

Complete drywall finishing and paint surrounding the new frame as required.

Paint the newly installed door and frame to match the existing space.

Clean up all construction debris and remove the old door and hardware from the premises. Door will be disposed of oƯ base.

Lead Time:

The lead time for the new door and frame is approximately eight (8) weeks from approval of shop drawings.

Deliverables:

The door installation must comply with ICD 705 standards. This includes proper caulking, sound batting, and all necessary acoustic treatments within the door frame. The installation must also include an X-10 lock with key bypass functionality. Additionally, a post-installation sound test will be conducted by the 88th Security Forces (88SF). The project will be considered complete and eligible for final sign-oƯ only upon receiving an approved sound level. If the installation fails to meet the required sound criteria, the vendor will be obligated to return to the job site and implement any necessary structural modifications until a successful sound test is achieved.

Performance Standards/Acceptance Criteria:

We will require full specifications for the door, seals, lock, and all associated components, this includes any documentation that accompanies the purchase. While the final sound test will confirm whether the installation meets the required standards, the Government will also conduct a visual and physical inspection to ensure the door is functioning correctly and has been installed in accordance with all applicable requirements.

Period of Performance:

To be completed no later than 100 days after the contract award.

Place of Performance:

Wright-Patterson Aire Force Base, Area B 2590 Loop Road West, Wright-Patterson Air Force Base, Ohio 45433 Government-Furnished Property/Information (if applicable):

None Security and Safety Requirements (if applicable):

All installation representatives must be U.S. citizens and will be required to remain under escort for the duration of the installation. Additionally, all personnel must comply with the WL Security Operating Instruction (SOI) throughout the project, in regard to wireless devices. Lastly, please provide a formal construction timeline detailing each phase—from the removal of the existing door through completion of the sound testing. This schedule is critical for coordinating internal planning and minimizing disruption to operations.
