About this file

This is a Technical Specifications document prepared by the California Department of Parks and Recreation (DPR) District Facilities Management for a precast restroom building to be installed at Jug Handle State Natural Reserve in Mendocino, California under solicitation S26802008. The project requires the provision, delivery, and installation of one double vault concrete precast restroom building measuring 11'11" by 14'4" with specifications including 36-inch fiberglass doors, a marine package for corrosion resistance, full accessibility compliance with UFAS, ADA, and California Title 24 requirements, vandal-resistant components, 4-inch thick steel-reinforced concrete walls, and 5-inch thick steel-reinforced concrete roof and floors. The building features a polyethylene-lined vault system with capacity to hold approximately 1,000 gallons, barnwood texture walls, cedar shake texture roof, white plastic toilet risers, ADA grab bars, and stainless steel toilet paper holders. The structure is engineered to withstand extreme weather conditions and zone-4 seismic loads. Installation involves setting the precast vaults and building with floor elevation not exceeding 2 percent in any direction, requiring crane assistance to unload and position the building approximately 90 feet from the asphalt parking lot unloading area. A State Representative will meet the vendor onsite on the day of installation to verify the finished floor height. Prospective bidders must submit questions or raise any discrepancies by 4:00 PM on September 4, 2026, with answers to be provided by September 7, 2026 through an addendum if necessary.

The solicitation offers a five percent small business preference to properly certified small businesses that submit completed GSPD 05-105 and DPR87 forms with their bid proposals. The Disabled Veteran Enterprise Program (DVBE) participation requirements have been waived for this bid, though the DVBE incentive remains available. Prospective bidders are instructed to download all bid forms, statements of work, specifications, and any addenda from the Event Package portal and should direct all questions to Kristi.Jones@parks.ca.gov. Additional details regarding small business preferences and DVBE incentives are available in the Bid Instruction booklet sections 21 and 21A respectively.
