About this file
This is a Determination & Findings (D&F) document for a sole-source, brand-name restricted procurement issued by the U.S. Air Force's 6th Contracting Squadron at MacDill Air Force Base, Florida, dated July 30, 2026.
The 6th Contracting Squadron, on behalf of the 6th Logistics Readiness Squadron, intends to award a new firm-fixed-price contract for the procurement of one Waterous CPK-5 Two-Stage Fire Pump to replace an existing unserviceable pump on a crash firetruck. The acquisition is justified under RFO 12.102(a), which authorizes restriction of competition to a single brand name. The justification is based on the finding that the Waterous CPK-5 is a highly specialized two-stage fire pump required for seamless integration with the existing drivetrain, plumbing, and control panel infrastructure of the current apparatus. According to the document, procuring a brand-name-or-equal alternative would necessitate significant retrofitting, resulting in unacceptable delays in mission readiness and excessive out-of-pocket costs to the Government. The specific estimated cost is redacted in the document. The Contracting Officer, Ramon A. Jimenez, approved the determination, serving as both the preparation authority and approval authority in accordance with DAF Approval Authorities Matrix PM 26-C-11.

4. Findings:
The 6th Contracting Squadron on behalf of the 6th Logistics Readiness Squadron intends to award a new, firm-fixed-price contract for the procurement of one (1) Waterous CPK-5 Two-Stage Fire Pump. This acquisition will replace an existing, unserviceable pump on the crash firetruck.
The Waterous CPK-5 is a highly specialized two-stage fire pump required to ensure seamless integration with the existing drivetrain, plumbing, and control panel infrastructure of the current apparatus without requiring extensive structural or engineering modifications. Procuring a brand-name-or-equal alternative would mandate significant retrofitting, resulting in unacceptable delays in mission readiness and excessive out-of-pocket costs to the Government.
