Description of Need Defense Finance and Accounting Service (DFAS) Cleveland, OH

Utility Terrain Vehicle

1.0 INTRODUCTION: The purpose of this procurement is to provide Defense Finance and Accounting Service, Cleveland OH with one (1) Utility Terrain Vehicle (UTV). The UTV will support the DFAS facility office in daily inspections, grounds maintenance (refuse removal, lawn care, or snow removal) and transportation of supplies at the Bratenahl location. Bratenahl is a restricted/controlled site that encompasses 35 acres, where perimeter grounds pose a degree of a challenge due to its expansive footprint and topography. The vehicle will be utilized by DFAS- CL personnel in DFAS-CL Operations.

2.0 SCOPE OF WORK: The Contractor shall provide DFAS-CL one (1) UTV. The UTV shall be fully assembled, including all accessories, and delivered to 555 East 88th Street, Building 10, Bratenahl Ohio 44108.

3.0 GENERAL REQUIREMENTS: The UTV shall contain the following minimum required specifications:

Engine Engine requiring water cooling Fuel Injection with at least 40hp output Oil and Water Temperature sensors Emission-compliant with state of Ohio

Transmission Continuously Variable Transmission 4X4 or AWD capability Hi/Lo Range capability Park Mode (E-brake or other mechanism to put vehicle in Park Mode) 4-wheel disc brakes

Driveline Protection for CV/Drive shaft (some type of plate to protect underside)

Suspension Independent Front and Rear Suspension Coilovers Power assisted rack and pinion (electric or hydraulic) Adjustable steering wheel

Cabin Features Cup holders Bench Seats (splitable) - with seat belts Glove box and other storage compartments Cabin heating and defrosting

Tires 8 ply usable in all terrains

Outside Features Snowplow blade at least 6' in length Winch mechanism Sand/salt spreader equipped Powered ability to release content in cargo box Windshield washer and wiper

Wheels Steel or Aluminum Wheels with protective coating

Electronic Headlights (hi and lo beam) Taillights High-capacity stator Cold weather-resistant battery

Instrument cluster Turn signal indication Seat belt indication Hi-Lo beam indication Oil Pressure warning light Speed, RPM, voltage, engine hours, tach, fuel gauge, time display, 4 Hi-Lo mode indication, odometer, maintenance reminder, gear mode indication

Storage Features Storage box with stay (hydraulic) Locking latch Accessory system 2-inch receiver hitch Skid plating for all-chassis protection Roll cage or other form of rollover protection

4.0 PERIOD OF PERFORMANCE: Delivery shall be 30 days upon receipt of order.

5.0 DELIVERY: The UTV shall be fully assembled, including all accessories, and delivered to 555 East 88th Street, Building 10, Bratenahl, Ohio 44108. Delivery shall occur during the hours of operation of 0600 to 1530.

5.0 CONTRACTING OFFICER REPRESENTATIVE (COR): The COR will act as the on-site technical point of the contract for the Government. He/she will initiate repair and replacement request and monitor performance of goods. The COR’s authority is limited to technical issues, and he/she is not authorized to make contractual decisions. The authority to resolve monetary issues and contractual interpretation is the responsibility of the Contracting Officer.
