Attachment 2 – Deliverables Summary

This document is a deliverables schedule for a federal contract supporting IRS tax filing software services. The contractor must deliver 8,500 perpetual software licenses (one per site) via Internet and CD/DVD within a 1-year performance period (November to November), with optional additional licenses available in increments of 1-500. Core deliverables include distribution and shipping of software media within 2 business days domestically and 4 business days internationally; printed and web-based user guides upon license delivery; a final desktop software version including all tax year updates by June; disaster recovery and business continuity plans (draft at contract award, finalized within 30 days); and disaster recovery test results annually within two weeks of test completion. System monitoring and notification deliverables require email and telephone notification of system downtime and restoration within 15 minutes of discovery or resolution.

The contractor must provide comprehensive reporting and support deliverables throughout the contract term, including 16 weekly management reports (January-April 30), 8 monthly reports (May-December), and ad hoc reports upon request. Additional recurring deliverables include monthly helpdesk support metrics, help desk call logs delivered every two weeks (26 annually), deployment metrics reports, and weekly undeliverable address reports. Training deliverables include online and in-person training sessions beginning May of the initial contract year, webinar recordings provided within 7 days, a practice environment for mock tax returns, training materials in English and Spanish on CD/DVD or Internet, and a finalized training plan at contract award. Web-based training updates reflecting software and tax law changes must be delivered within 60 days of implementation. Finally, the program office requires access to software and user guides at contract award for transition activities, with an optional Certificate of Data Destruction deliverable at phase-out.
