About this file
This attachment describes the county-owned tractor specifications and minimum equipment standards for a solid waste hauling and transportation services contract with Seminole County, Florida. The county is soliciting bids for transportation services for recyclable materials, municipal solid waste, and yard waste originating from the Seminole County Central Transfer Station. The contract will establish transportation services on an on-demand basis to provide the county operational flexibility in directing materials to designated processing and disposal facilities. Bidders may respond under Schedule A, where the county provides both tractor and trailer equipment, or Schedule B, where contractors supply all equipment. The county's reference tractor is a 2027 Western Star 49X model equipped with a 505 HP Detroit DD15 engine, Allison 4500 RDS automatic transmission with PTO capability, and rated for 90,000 pounds gross combination weight.
Schedule B vendors must submit equipment specification sheets demonstrating that contractor-supplied tractors meet or exceed minimum performance standards, including a 90,000-pound GCW rating, minimum 400 HP EPA 2010-compliant engine, automatic or manual transmission in good working order, PTO and hydraulic wet line kit for moving floor trailer operation, SAE J560 7-way electrical connector, gladhand air couplings, fifth wheel compatible with standard 2-inch kingpin, ABS braking system, current FDOT registration and operating authority, and electronic logging device (ELD) compliance with FMCSA regulations. Contractor-supplied trailers must be minimum 40-foot transfer trailers with 90 or more cubic yards capacity, tarped configuration, with certified scales weight tickets provided for each load. All equipment must pass annual FDOT/FMCSA safety inspections with current documentation maintained in the vehicle cab, and all drivers must possess a Class A Commercial Driver's License (CDL).
