Description:
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes only solicitation; quotations are being requested, and a written solicitation will not be issued. and is being issued using simplified acquisition procedures.
2. This Request for Quotation (RFQ), solicitation FA469025Q0033 is in accordance with (IAW) FAR Parts 12 and 13 as well as provisions and clauses in Federal Acquisition Circular (FAC) 2025-03, effective as of 17 January 2025, Defense Federal Acquisition Regulation Public Notice, effective 01 January 2025 and Department of the Air Force Federal Acquisition Circular, effective 16 October 2024.

c. The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
The contractor shall deliver all line items to the delivery address above.
6. Interchanges: The government intends to award a firm-fixed price contract without interchanges with respective offerors. However, the Government may conduct interchanges with one, some, none or all vendors at its discretion.
7. FAR 52.212-1, Instructions to Offerors--Commercial Services (Sep 2023) applies to this RFQ. The following instructions are to be followed:
a. Provide pricing utilizing CLIN breakout under section 3 of this combined synopsis/ solicitation, and include salient physical, functional, and/or performance characteristics to include any and all catalog cuts for the equipment requested.
b. Quote must be valid for 60 calendar days at a minimum.
c. Quote must include Freight on Board (FOB) Destination as shipping method.
d. Quote must contain the company’s SAM Unique Entity Identifier (UEI) Number and/or Commercial and Government Entity (CAGE) code.
e. Quote must contain expiration date, proposed delivery date, and any discount terms.

8. FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Price
ii. Acceptability IAW Attachment 1 – Salient Characteristics List
Rating Description Acceptable Offer clearly meets the minimum requirements of the solicitation & specifications provided.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
c. Basis for Award / Evaluation Procedures
i. The Government will evaluate quotes starting from the lowest priced offer until at least two proposals are found “acceptable.” The award will then be made to the lowest priced, acceptable offeror.
ii. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regard to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.

As prescribed in 52.107(a), insert the following provision:

As prescribed in 4.2105(c), insert the following provision:

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

OMBUDSMAN (JUL 2023)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for AFGSC (Air Force Global Strike Command) acquisitions please contact the Director of Contracts, Air Force Installation Contracting Center, Operating Location - Global Strike (AFICC/KG OL-GSC) via the following e-mail workflow address:

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

10. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award. The quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered UEI, CAGE code, and Tax ID and small business status.

Submittal of multiple quotes will be treated as separate offers. A Response to this RFQ must be received via e-mail no later than 13:00 P.M. Mountain Daylight Time (MDT) on 03 June 2025. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressee email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of offers. It is the vendor’s responsibility to request and receive confirmation of quote receipt.
