About this file

This Justification and Approval (J&A) document is for the Department of the Air Force's HVAC Chiller Standardization initiative. The Air Force seeks to limit HVAC chiller brand manufacturers on its installations to reduce overall total cost of ownership, with an estimated contract value of $437.5M covering chiller purchases from October 2024 through September 2029. The procurement will cover 1,654 chiller units, focusing on standardizing manufacturers across 87 installations to improve cybersecurity, maintenance efficiency, and inventory management.

Key benefits include reducing training costs, enhancing cybersecurity, improving mission effectiveness, and supporting small businesses. Twelve bases will be at least 80% standardized, with eight-seven installations having standardized HVAC chiller brands. The top manufacturers selected include Trane (57.5%), Carrier (28.7%), Daikin (3.4%), and others representing 77% of total DAF HVAC chiller inventory. The Air Force conducted market research, including a 2018 Category Intelligence Report and a recent Sources Sought notice, to validate the standardization strategy and ensure minimal negative industry impact.
