STATEMENT OF WORK

BOULDER RECREATION SITE INVASIVE REED REMOVAL

Tonto National Forest – Mesa Ranger District

Scope of Work:

The Boulder Recreation Site at Canyon Lake is very popular and receives high visitation year-round. It exceeds capacity on most weekends during the summer months with kayaking, swimming, picnicking and shoreline fishing. In the past several years the invasive giant reed (Arundo donax) has taken over the shoreline of the site greatly reducing visitor experience because the vegetation blocks the view of LaBarge Cove and severely limits space to launch non-motorized watercraft, space to fish and decreases overall aesthetic viewsheds of the water. The site has become unusable for most intended uses of the site as the reeds continues to take over the shoreline. As a result, there is a need to remove the reeds and bring the recreation site back to a more desirable condition for recreation opportunity.

Note: There is another unwanted mass of the same invasive reeds currently growing on the beach in the Acacia Recreation Site, located adjacent to the Boulder site that is also identified in this narrative.

Although the mass of reed is much smaller in scale (approximately 60’ along shoreline), we would like its removal to also be part of this scope of work.

Location:

Tonto National Forest, Mesa Ranger District. Boulder Recreation Site and Acacia Recreation Site. From the junction of the West Apache Trail (main street) and North Apache Trail (State Highway 88) in Apache Junction, take State Highway 88 (North Apache Trail) northeast 15 miles out onto the Tonto National Forest and look for the first recreation site on your right (south side of Highway 88) called Boulder Recreation Site. This is the site directly behind the Canyon Lake Marina in LaBarge Cove.

Acacia Recreation Site is located along the same route to Canyon Lake, except it is located as the first recreation site on your left and its beach is on Canyon Lake. The entrance of Acacia and Boulder Recreation Sites is 0.3 miles from one another.

Requirements:

Remove all reed vegetation along shoreline located adjacent to the Boulder (900 linear feet total) and Acacia (60 linear feet total) picnic areas (see map for specific locations); relocate rip rap boulders from the shoreline found in the middle section of the Boulder recreation site to the keyhole section of the shoreline at Boulder recreation site. Any trees restricting access will be trimmed by contractor and/or removed as needed for equipment to access the shoreline and the tree material will be moved and piled at the Tortilla Administrative Site located approximately 2 miles to the east on the Apache Trail. Access strategies and tree removal will be discussed with COR prior to removal of trees. If there is a need to trim or remove any trees for equipment access, that will be negotiated and agreed upon before work starts on a case-by-case basis. If shoreline needs to be altered for equipment access it must be restored to its original shape the desired 1:1 slope as much as possible. Reeds must be removed 3 feet below grade. Reed waste material must be hauled and dumped at the Tortilla Administrative Site shown on the map about 2 miles away.

Deliverables:

Removal of reeds 3’ below grade along approximately 1000 feet total of shoreline.

Hauling of waste material to Tortilla Administrative Site 2 miles away.

Boulder Reed Removal Project 2022

Removal or trimming of trees to allow for equipment to operate as approved by the Forest Service.

Tree debris will be delivered to disposal site at Tortilla Administrative Site.

Contractor Furnished:

Heavy excavating equipment for removal of reeds (trees as needed) and relocation of rip rap boulders and dump truck for transportation of waste materials to the Tortilla Administrative Site.
