About this file
This Single Source Justification document details a security camera system procurement for the 99th Contracting Squadron at Nellis Air Force Base. The acquisition involves specific Avigilon equipment, including five line items: multi-sensor cameras, outdoor IR dome cameras, a Network Video Recorder (NVR) with 200TB usable storage, and a UPS battery backup. The total procurement is for 6 cameras, 1 NVR, and 1 UPS system, with a focus on maintaining compatibility with the existing Avigilon infrastructure.
The document justifies the single-source procurement by explaining that introducing alternative brands would create system redundancy, increase complexity, and risk vulnerabilities. Market research was conducted to explore alternative providers, but switching brands would require a complete system overhaul. The contracting activity plans to prioritize open standards and modular designs in future procurements to foster competition. The Contracting Officer, Avery Irwin (GS-11, DAF), determined on 27-Aug-2025 that only a single source is reasonably available under FAR 13.106-1(b)(1) guidelines.

Section C: Justification for Soliciting from a Single Source or Brand Name
The current security system is fully built on Avigilon equipment, and maintaining its integrity requires continued use of compatible components. Introducing a different brand would create redundancy, increase complexity, and risk vulnerabilities. It would also disrupt existing integrations and require a costly system-wide replacement. Therefore, only Avigilon-branded or fully interoperable products will be considered.
Section D: Efforts to Obtain Competition
Prior to pursuing single-source acquisition market research was conducted to identify potential alternative providers of security camera systems. This included a review of industry publications, online databases and vendor websites. While several vendors offer security camera systems, none provide a solution that seamlessly integrates with our existing Avigilon infrastructure and NVR server software. The research concluded that switching to another brand would require a complete system overhaul, resulting in significantly higher costs and operational disruptions.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To foster competition and reduce reliance on proprietary systems, the requiring activity will prioritize the adoption of open standards and modular designs in future security system procurements. This will allow for greater flexibility in selecting
