About this file
This document is a Bid Specification from the State of California's Department of General Services (DGS) for a Portable Electrical Vehicle Supply Equipment (EVSE) DC Charger, identified by Bid Specification #6115-BS-0250731 and BU 8940 Event ID 0000035225. The specification outlines detailed technical requirements for commercial grade Direct Current Fast Chargers (DCFC) that are portable and self-contained, designed to be used and moved within facilities, garages, and emergency off-site locations. The chargers must be capable of connecting to a building's power supply without requiring cellular or wifi connectivity, and must meet specific standards including trailer/semitrailer configurations or skid-mounted designs.
The technical requirements specify extensive details for two primary EVSE types: trailer/semitrailer and skid-mounted units. Key specifications include power output ranges (low: 30-150 kW, medium: 150-250 kW, high: ≥250 kW), battery storage capacities (≥100 kWh for trailers, ≥200 kWh for skid units), input electricity supply (maximum 500 Volt AC), and comprehensive safety features. The chargers must comply with multiple industry standards and regulations, including UL 2202, UL 9540, NFPA 70, NFPA 855, and California Fire Code. Additional requirements cover physical specifications, charging cable characteristics, connector types (CCS1 or NACS), and mandatory safety certifications through a Nationally Recognized Testing Laboratory (NRTL).
