This is a Technical Specifications document issued by the State of California Department of General Services, Procurement Division for a Statewide frozen vegetables contract. The specification establishes requirements for fourteen frozen vegetable product types, including green beans, broccoli, carrots, cauliflower, corn, vegetable mix, onions, peas, peppers, spinach, turnip greens, and zucchini. All products must be U.S. Grade B or better and must be produced, processed, and packaged in accordance with 21 CFR 110 (Current Good Manufacturing Practice) and comply with the Federal Food, Drug, and Cosmetic Act. The contract term is two years with two optional one-year extensions available. The specification requires that all products undergo mandatory inspection and certification by the USDA Agricultural Marketing Service (AMS) Fruit and Vegetable Programs, Processed Products Branch prior to delivery. Inspection certificates must be issued no more than three months before delivery, and products stored longer than twelve months require re-inspection at the supplier's expense. All frozen products must be maintained at 0 degrees Fahrenheit or below and must have a minimum 120-day shelf life from the date of acceptance. Packaging weight per case cannot exceed 60 pounds, and each shipping container must include labeling with product name, brand name, net weight, unit count, shelf-life date, and manufacturer lot/batch number. The State reserves the right to conduct acceptance testing at delivery, with the supplier bearing all inspection and testing costs if the product fails to meet specification requirements.
