About this file

This Technical Specifications document outlines the minimum requirements for cheese products procured by the State of California, Department of General Services, Procurement Division, for use across state institutions under Invitation for Bid 8910-TS-0308653. The specification covers eight cheese varieties in multiple formats: American Cheese (Pasteurized Processed, Sliced), Swiss Cheese (Pasteurized Process, Sliced), Cheddar Cheese (40 lb. blocks and shredded), Low Sodium Cheddar Cheese (40 lb. blocks and shredded), Monterey Jack Cheese (40 lb. blocks and shredded), Mozzarella Cheese (Low-Moisture Part-Skim, 5 lb. blocks and shredded), String Cheese (1 ounce sticks, 16 per package), and Parmesan Cheese (grated, 5-pound units). The resulting statewide contract will be mandatory for all State of California departments for an initial term of two years with two optional one-year extension periods. No specific response dates, bidder's conferences, or award dates are identified in this specifications document.

All cheese products must comply with Federal and State regulations, including 21 CFR 110 for Good Manufacturing Practices, the Federal Food, Drug, and Cosmetic Act, and FDA guidelines limiting trans-fat to less than 0.5 grams per serving. Cheese must be produced using non-animal derived rennet and meet specific standards of identity outlined in the Code of Federal Regulations, with precise moisture and fat content requirements varying by cheese type. Plants outside California must be USDA-approved with an official plant number, while California-based facilities must be licensed and inspected by the California Department of Food and Agriculture. Products must be packaged in commercially acceptable containers not exceeding 50 pounds per case, include complete nutrition facts and ingredient labeling with final assembly dates and lot numbers, and maintain a minimum shelf life equal to the delivery cycle plus 15 additional calendar days. The State reserves the right to inspect products upon delivery and may require third-party laboratory testing at the supplier's expense if products fail to meet specifications.
