Statement of Need: 26K 4-Leg HelMAS Kit for the C-5 FTU

For Acquisition for Commercial Items

I. Agency Identification – 733rd Training Reserve Squadron, United States Air Force.

II. Need Identification – 26K HelMAS (Helicopter Modular Approach Shoring) is adjustable metal ramps for loading cargo on aircraft. All components are at least 36” wide and comply with concentrated load aircraft limitations, they are needed to facilitate rapid loading/unloading of military assets for Agile Combat Employment scenarios during future conflicts and real-world missions. It would decrease aircraft ground times and increase crew survivability in a combat environment.

The 26K HelMAS system shall be capable of loading any helicopter that requires approach shoring, but does NOT require the TLG assembly, to include CH-47s, LUH-72s, and MH-6s. It shall also be capable of loading equipment with small caster wheels. (full description attached below).

V. REFERENCES

Work under this contract shall comply with the International Standards for Phytosanitary Measures (ISPM), United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) program, and the International Plant Protection Convention (IPPC). All components must NOT subject to DoD Manual 4140.65-M. All work accomplished by the Contractor shall comply with these criteria unless a written waiver is obtained from the Air Force when conditions warrant such consideration. The Contractor shall thoroughly review these specifications and follow them accordingly

VI. Work Hours and Federal Holidays

Work hours shall be 7:30 a.m. to 4:30 p.m., Monday through Friday, exclusive of Federal holidays. The following legal holidays are observed:

New Year’s Day, January 1st Dr Martin Luther King, Jr. Day, 3rd Monday in January President’s Day, 3rd Monday in February Memorial Day, Last Monday in May Juneteenth, June 10th Independence Day, July 4th Labor Day, 1st Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11th Thanksgiving Day, 4th Thursday in November Christmas Day, December 25th

*Note: When any of the above holidays falls on a Saturday, the preceding Friday will be observed as the legal holiday; holidays falling on a Sunday will be observed on the following Monday. *

VII. Target Date of Delivery/Installation – Required delivery of the products is on Monday, 30th September 2024. The contractor shall provide notice to the Government Official at least 15 duty days prior to delivery date to ensure they are able to obtain access to the base.

VIII. Final Inspection The Contractor shall conduct a final inspection with base personnel. The inspection shall concentrate on the items identified at the pre-final inspection and recorded as pre-final inspection items (punch-list). A final inspection shall not be performed until the pre-final inspection items (punch-list) have been resolved.

IX. Contract Administration / Point of Contact Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract
