About this file

This document is the Salient Characteristics for the 26K HelMAS (Helicopter Modular Approach Shoring) system, which is a set of adjustable metal ramps used to facilitate the rapid loading and unloading of military assets onto aircraft such as the C-130, C-17, and C-5. The key requirements include: compatibility with various helicopter models, a maximum pressure of 50 psi on the aircraft cargo floor, ramps rated for up to 26,000 lbs per single axle, and a minimum friction coefficient of 0.80 dry and 0.63 wet. The optional center ramp assemblies are rated for up to 13,000 lbs per single axle. All components must be certified, welded by AWS-certified welders, and compliant with relevant USDA/APHIS regulations.

The related federal contract opportunity is a Sources Sought notice for the 26K 4-Leg HelMAS Kit, issued by the 502d Contracting Squadron at JBSA Lackland AFB. It seeks to identify qualified contractors to provide the HelMAS system, with an anticipated award as a Firm Fixed Price contract. The NAICS code is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and the submission deadline is July 25, 2024.

26K HelMAS Salient Characteristics

1) The 26K HelMAS system shall be capable of loading any helicopter that requires approach shoring, but does NOT require the TLG assembly, to include CH-47s, LUH-72s, and MH-6s. It shall be also be capable of loading equipment with small caster wheels.

2) The system shall be compatible with C-130, C17 & C5 aircraft.

3) When under a full load, no pressures on aircraft cargo floor or cargo ramp will exceed 50 psi.

4) Each left/right ramp component assemblies shall be rated at 26,000 lbs. maximum single axle, 36" wide, no thicker than 4”, two carry handles on each side.

5) The optional center ramp assemblies, when required for a Tail Landing Gear (TLG) or Nose

Landing Gear (NLG) shall be rated at 13,000 lbs. maximum single axle (6,500 lbs. per single tire), 24” wide, no thicker than 4”, two carry handles on each side. *

6) HelMAS assembly will have pooched plate surface, providing the minimum friction coefficient of:

Dry: 80 and Wet: 63

Per Pendulum Test Value (PTV) with Four S (96) hard rubber slider

7) HelMAS assembly will have a minimum total length of 244 inches.

8) All components that come in contact with the aircraft cargo floor or cargo door have smooth belting bonded securely to the base (e.g. Ramp Pads, and Stands).

9) All components must be certified by ATTLA # 2012.02.06.02 Rev 1.

10) All components must NOT subject to DoD Manual 4140.65-M, and are to be compliant with the

International Standards for Phytosanitary Measures (ISPM), United States Department of

Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Plant Protection and Quarantine

(PPQ) program, and the International Plant Protection Convention (IPPC).

11) Rated capacity shall be no more than 50% of breaking strength (2 to 1 safety factor)

12) Each HelMAS, and sub-component, will be fabricated by a welder certified by the American

Welding Society (AWS).
