About this file

This administrative requirements attachment specifies operational procedures for a buccal kits procurement by the State of California Department of General Services on behalf of the Department of Justice. The vendor must maintain a minimum inventory of 5,000 manual kits and 5,000 Live Scan kits at all times to ensure supply chain continuity. Orders will be submitted by the Department via email to a vendor-designated address, specifying shipping destination, contact person, kit type, and quantity; the vendor will not accept orders directly from client agencies. Kits will be shipped via FedEx using the Department's account directly to collecting agencies throughout California, including Sheriff's Offices, Police Departments, Parole offices, District Attorney Offices, and California Highway Patrol offices, as well as other agencies mandated to collect DNA samples.

Payment will be made monthly in arrears through invoices that detail the date shipped, quantity of cases, kit type, receiving agency, and manufactured quantities. Vendors may elect to request progress payments at a rate of 90 percent upon kit manufacturing with 10 percent retained until final delivery and satisfactory acceptance of products; vendors are responsible for withholding the retention amount prior to invoice submission. A faithful performance bond acceptable to the Department is required in an amount not less than one-half of the total purchase order value. Any amendments involving time, money, or scope changes require approved justification through the Department of General Services Procurement Division's Dispute Resolution Unit.
