About this file
This is an Evaluation Plan and Scoring Rubric for RFP-24-001 from the California Arts Council for Native American & Indigenous Artists Consulting Services. The evaluation process consists of four phases: Administrative (pass/fail), Technical (420 maximum points), Cost (60 maximum points), and Interview (30 maximum points) for a total maximum of 510 points. The top three bidders will be invited to structured interviews, with details to be posted on Cal eProcure once finalists are determined.
The technical evaluation criteria examine how candidates meet RFP requirements (25 points), project quality (60 points), past work quality (15 points), alignment of values (20 points), resource allocation (15 points), and proposal accuracy/presentation (5 points). The cost points are calculated using a formula: [Lowest Cost/Bidder's Cost] x Maximum Points. The plan includes provisions for Small Business Preference and DVBE Incentive Points in the final scoring. Bidders must submit numerous required attachments and business documents, including certifications for small businesses/DVBEs, insurance documentation, and tax status verification. The proposal package is limited to 10 pages excluding the Cost Worksheet.
