About this file

This is a Proposer Qualifications document for the State Controller's Office (SCO) soliciting Photographer and Videographer Services in Northern California (RFP Number EEOS90825). The document outlines detailed minimum and desirable qualifications for potential proposers, requiring firms to demonstrate at least three years of experience photographing or videoing government, public sector, and/or corporate executives. Proposers must own reliable videography and photography equipment, have professional video and photo editing experience, provide up to two key staff members, and be capable of traveling throughout Northern California.

The qualification requirements are structured to evaluate proposers across multiple dimensions, including their ability to manage full video production processes, use editing software, handle file conversions, ensure web compliance through captioning and scripting, and provide consulting services on best practices and recommended tools. The document uses a point-based scoring system for desirable qualifications, with ratings of 1, 5, or 10 points for various technical and professional capabilities. Proposers are required to provide detailed project histories, equipment lists, reference contacts, and potentially a portfolio link to substantiate their qualifications for the contract opportunity.
