About this file
The file is a Technical Evaluation Worksheet for the SURTASS-E RFP (Solicitation Number N3220525R6003) issued by the Department of the Navy Military Sealift Command. The worksheet outlines seven specific technical requirements for a vessel to be used in acoustic monitoring operations, including certification of underwater noise requirements, deck load support capabilities, towing endurance, deck configuration specifications, government personnel accommodation, and stern area dimensions.
Key technical requirements include: (1) American Bureau of Shipping noise certification or equivalent documentation, (2) deck capable of supporting a 78,000 lbs winch towing load, (3) ability to tow a long-line acoustic system for 60 continuous days at 4-6 knots, (4) a detailed conceptual drawing showing a 10-van system placement on deck, (5) provision of 30 staterooms for government personnel (including 6 individual and additional shared rooms), (6) a stern area of 36 ft x 31.7 ft for over-boarding, and (7) additional deck space of at least 3,456 sq ft. The solicitation is for a fixed-price time charter with a one-year base period and potential additional option periods, requiring a US-flagged or reflaggable vessel capable of worldwide operations, including near-Arctic and Antarctic regions.

Tech Offer WS
| TECHNICAL OFFER WORKSHEET | ||
| Part X Technical Proposal | ||
| Requirement | Requirement Description | Offeror |
Page # / Box # 5(c)1 Offeror shall provide certification that it meets the American Bureau of Shipping (ABS) Guide for the Classification Notation – Underwater Noise (UWN) Requirements for Research Vessels subsection 3/5 radiated noise requirement while towing at 5 knots or Offeror shall provide another form of documentation (e.g. a vessel noise analysis) to prove that the vessel is capable of meeting the American Bureau of Shipping (ABS) Guide for the Classification Notation – Underwater Noise (UWN) Requirements for Research Vessels subsection 3/5 radiated noise requirement while towing at 5 knots. If the offeror submits something other than ABS certification documentation, the Offeror must warrant that it will provide the ABS certification prior to delivery of the vessel.
| 5(c)2 | Offeror shall warrant that the vessel's deck can support a winch towing load of 78,000 lbs (346,961 Newtons)? |
| 5(c)3 | Offeror shall warrant that the vessel is able to tow a long line acoustic system at 4000nm @ 4-6 knots, 24 hours daily for 60 days continuously during normal towing operations. |
| 5(c)4 | Offeror shall provide a conceptual drawing of how the 10-van system as shown in Diagrams 1a through Diagram 4 would fit on the deck(s). If the proposed deck configuration provided deviates from the diagrams as far as location, at a minimum the deck configuration must adhere to the following guidelines: |
a. Over-boarding chute and handling platform; The chute and handling platform shall be located immediately adjacent to the transom of the vessel. No deviation in the location is authorized. This chute handling platform will be installed in the deck footprint identified in paragraph 3.d. and 3.g.
b. The winch and On Board Repair Parts (OBRP) Module Stowage Reels, and supporting integration framing foundations; The winch and OBRP Module Stowage Reels vans positioning can vary from being located immediately forward of the handling platform, to a location where the aft most section of the winch frame is no greater than twelve (12) feet (3.66 m).forward of the over-boarding platform. The relative position, port and starboard, of the winch and handling platform cannot be changed. The winch and van position may only be adjusted forward and aft.
| c. | Portable Accommodation Module (PAM) and supporting integration framing foundations (forward 6 or 9 vans).; PAMs for the mission system shall be installed in a two or three row configuration as illustrated by SURTASS-E Van Configuration Drawing (SES-D-00169) illustrated in Diagrams 1b through 1f. The installation of 6 or 9 units is at the discretion of the government. These vans represent the primary manned vans. The PAM structure and supports may be located immediately forward of, and adjacent to, the OBRP modules van or moved forward on the deck not to exceed 50 feet from the axial center of the winch. The PAM section is not required to be aligned linearly with the areas in section 3.a.1 or 3.a.2. However, the section orientation cannot be changed from that shown where the long axis of the PAM units is forward/aft relative to the ship’s centerline. The secondary intent is to allow the PAM section to be located further forward to minimize the amount of open deck that personnel must transit during heavy seas. | |
| 5(c)5 | Offeror shall provide a notional drawing identifying the staterooms for government accommodations. The vessel must have an adequate number of staterooms in its skin for mission support members, excluding ship’s crew, that would support berthing for 30 SURTASS-E government personnel. |
There shall be six (6) staterooms for individual occupancy, and an additional count of double to quad staterooms that would accommodate a total of 24 personnel additionally for an overall total of 30 persons. The drawing must illustrate the number of bunks per room for government use, and the number of rooms that share a bathroom.
| 5(c)6 | Offeror shall warrant that the vessel has a stern area allowing the installation of a stern/over boarding section of 36 ft x 31.7 ft (10.97m x 9.7m) immediately forward of transom? |
| 5(c)7 | Offeror shall warrant that the vessel, exclusive of the stern/over boarding section (as mentioned in #6 above) have deck from the stern/over boarding section, no smaller than 3,456 sq ft (321.1 sq m). |
