About this file

This is a self-certification form for Indian Owned Economic Enterprise representation required by the United States Department of the Interior for federal contract solicitations.

The form implements clause 1452.280-4 and requires offerors to certify whether they meet the definition of "Indian Owned Economic Enterprise" as defined in 1480.201 under the authority of 25 USC 47 (the Buy-Indian Act). Offerors must make this representation at three critical junctures: when submitting an offer in response to a solicitation, at the time of contract award, and throughout the entire contract performance period. The contractor bears responsibility for maintaining eligibility throughout the contract term and must provide immediate written notification to the Contracting Officer if eligibility status changes at any point. The form includes checkboxes for offerors to indicate whether they do or do not meet the Indian economic enterprise definition. Submission of false or misleading information in an offer for an award set-aside under the Buy-Indian Act constitutes a violation subject to penalties under 18 U.S.C. 1001, while false claims during contract performance are subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287. The certification requires business name, SAM UEI number, certifying signature, and printed name of the authorized representative.
