About this file

This document provides instructions for contractors performing work at Little Rock Air Force Base regarding utility clearance requests. Contractors must submit an AF Form 103 to the base's Requirements and Optimization section at least 30 days prior to starting work to request utility clearance. The form initiates the process of having base utility shops locate and mark underground utilities within five working days. Contractors are responsible for verifying marked utilities by potholing or hand digging, notifying the R&O section once located, and submitting photos for record keeping. Any damaged utilities must be immediately reported. Clearance requests are valid for 30 days and may be extended for an additional 30 days if marks are maintained and photos provided. The related federal contract opportunity is a solicitation for an indefinite-delivery/indefinite-quantity multiple award contract for maintenance and repair projects at Little Rock AFB, such as demolition, concrete work, electrical, asphalt, landscaping, and utilities. Task orders will specify individual project requirements.
