1Att 1 Price WorkbookDO1 TabAllThe CLIN structure in the Pricing Workbook differs from Attachment 6 DO 1 CLINs Nominal Fielding Schedule. If you do a side by side comparison the CLIN descriptions vary greatly, and Attachment 6 includes CLINs 8 and 9 which are not listed in Attachment 1 Price Workbook. Will the Government please resolve this inconsistency issue?CLINs are updated on Attachment 1 - Cost/Price Workbook to coincide with Attachment 6 - CLIN Structure/Nominal Fielding Schedule.
2Att 1 Price WorkbookDO1 TabCLIN 0007CLIN 0007 Options for Interim Contractor Support (ICS) includes supporting CLINS 0007AA through 0007AF and all are 12 month periods. Will the Government please specify the period of performance for each supporting CLIN?These CLINs are planned be successive. CLIN 0007AA will go from the date it is exercised for one year. Then CLIN 0007AB will go for one year assuming it is exercised, and so on.
3Att 1 Price WorkbookLabor Description TabRows 3-6Labor category Project Management and Program Management seem to be interchangeable since the numbering sequence continues from 1 to 5. But level 3 is missing. Will the Government please clarify if this is the intent?Minor updates are included on the Labor Categories tab of the Price Workbook. The Government is requesting rates for Level 1 Project Manager, and Levels 3-5 Program Manager.
4SolicitationSection LL.2.2, pg. 35The anticipated award is stated as 3QFY20. The time period specified is April - June 2020. For planning purposes in our pricing and the IMS will the Government specify a specific date to be used? For proposal purposes, please use 30 JUN 20.
5SolicitationSection BCLIN 0001 - 0008Will the Government please specify the Period of Performance for each CLIN?The period of performance for the CLINs on the base IDIQ will be from date of award until five years later. For the first Delivery Order, a nominal schedule is provided, but each offeror will need to propose its own solution.
6SolicitationSection LL.4.4, L.4.5The Volume title for both the Past Performance and Price are the same (i.e., IV). In addition to this there are two L.4.5 sections where the latter section should be L.4.6. Please correct.Paragraph numbering has been corrected.
7SolicitationSection LL.4.4.7The Past Performance Volume requires a questionnaire to be sent to our customers for each citation submitted. Will the Government please provide the Questionnaire form to be sent to our customers and mailed directly to the POC stipulated in Section L?Document will be provided as Attachment 11.
8SolicitationSection BCLIN 0001 - 0008CLINs 0001 - 0007 line up with the Attachment 1 Price Workbook, DO 1 Tab. Will all other delivery orders be issued against CLIN 0008 in Section B of the IDIQ?CLINs 0008 will not be priced at this time. It will be used when future delivery orders are defined.
9Att 1 Price WorkbookDO1 Tab and TEP TabAttachment 8 is the WTCS DO 2 Sample Statement of Work. In the Solicitation, Section M.5.1.1(b) references the Sample Delivery Order 2 SOW. In the Attachment 1 Price Workbook, it includes Tab SD01 and under the TEP Tab, it states Sample Delivery Order 01. Should the Attachment 1 Price Workbook reference sample DO 2 instead of sample DO 1?There is a single Sample Delivery Order. Reference to Sample Delivery Order 2 SOW will be editted to reflect this.
10Att 1 Price WorkbookDO1 TabIn the Solicitation, Section L.4.5.9, states the offeror shall provide labor categories and labor rates for the Sample Delivery Order. Section M.5.5.1 states the Government will compute a Total Evaluated Price (TEP). In Attachment 1 Price Workbook, Tab SD01, Column C is for hours. Based on the two references from the solicitation, the Government will complete the Column C hours under Tab SD01 to determine the TEP. Is that correct? The offeror will input both the hourly price and the number of hours required for the labor categories for the Sample Delivery Order.
11Att 1 Price WorkbookLabor Rates/Indirects TabDue to the proprietary nature of rate data, should subcontractors be instructed to submit their rates and supporting backup details directly to the Government and/or should subcontractor sanitized (fully burdened) rates and labor categories be included within the prime contractor's Price Workbook?Subcontractors may submit their rates directly to the Government.
12Att 2 Base SOW3.2.83.2.8.2Section 3.2.8.2 requires a DoD Secret facility clearance and that technical employees possess a Secret security clearance. Request a copy of the applicable DD254?DD 254 will be provided as Attachment 10.
13Att 3 SRDSystem Categorization3.11.2.2Can the Government explain why the System Categorization is Secret? What data is considered classified, where is its source and where does the Government believe it resides within WTCS?Once the WTCS Classrooms in the WSOCs are networked together, the classification turns to secret. The purpose of the networking the WSOCs is for WSOC teams to be able to perform group exercises between WSOCS. The exercises will simulate the functionality of operational systems that may use a sanitized or a real operational database of communication hiearchies and actual operational scenarios.
14Att 3 SRDKey Management2.11.2.4.4.dThe SRD states "d. PKI private keys shall be issued and encoded at the factory as well as in the field, by Administrator." Can the Government elaborate on what private keys they believe are being installed at the factory? Are these Machine accounts or is the Government referring to User Private keys? The Government is referring to User Private keys.
15Att 3 SRDKey Management3.11.2.4.1The SRD states "Token or Access Card: Acess control for WTCS V2 shall be rolebased, with a few identities…The identities shall be encoded in a token or access card." Looking through D01 and D02, there is no specifc reference to implementing the Tokens or Access Cards. Was this meant to be handled in future delivery orders, or is it assumed to be included with D02 and the security implementation? This is planned to be included in a future Delivery Order.
16SolicitationSection LL.3.4, pg. 40This section states "With the exception of Dollar Values required in the Small Business Participation
volume (Volume III), pricing information shall not be included in any volume other than Volume V, Price." Volume VI Admin, Section L.4.5.1.e (page 51) calls for the Small Business Subcontracting Plan. This plan will contain pricing information to be fully compliant. Will the Government please amend the statement above to include Volume VI as well?Yes.
17SolicitationSection LL.4.5.2Section 2 - Solicitation Documents requires original signature for the SF 33 and all certifications. Will the Government accept a digitally signed SF 33? OR must it be a pen and ink signature?SF 33 signed digitally or by hand is acceptable.
18SolicitationSection LL.4.5.5For quoting purposes, a company may be directed to use Forward Pricing Rate Proposal (FPRP) rates. Section L.4.5.5 mentions FPRA and FPRR rates are preferred. It is assumed that a FPRP may be used if those are standard quoting rates for a company. Please confirm.Forward Pricing Rate Proposal rates may be used, but will require supporting documentation specified in L.4.5.5.
19SolicitationSection BAll CLINsIn general the CLIN structure between the IDIQ Solicitation Section B, Attachment 1 Cost/Price Workbook and Attachment 6 DO 01 CLINs Fielding Schedule are different and it is unclear how to interpret a pricing response.

Attachment 6 includes SLINs for each site. The Govt removed the SLINs in Attachment 1, Tab DO 01. Will the Govt award CLINs 0001 – 0006 under DO 01 with a unit of issue of one LOT? If so, recommend the unit of issue for Attachment 1 and Section B in the solicitation be changed to 1 LOT.

Under Q&A No. 3, the Govt states the ICS SLINs are to be successive for one year increments. Attachment 1, Tab DO 01, CLIN 0007 requests a monthly unit price and does not include SLINs as shown in Q&A No. 3 and Attachment 6. Since ICS will be in place for all 5 years of the IDIQ, should Attachment 1, Tab DO 01 price CLIN 0007 for 1 year since Section L.2.4 states DO 01 is a 12 month period. Or, is the Govt requesting that Attachment 1, Tab DO 01 include 5 – one year periods (base and 4 options) for ICS, and that DO 01 will have a 5 year period for CLIN 0007 only?

The solicitation Section B states date of award thru 5 years for all CLINs. This is in conflict with Section L.2.4 in which DO 01 is a 12 month period for CLINs 0001 – 0006.

Request that the Government please resolve these clarifications and inconsistencies between all three documents to avoid misinterpretation in pricing.

Attachment 1 Cost/Price Workbook has been updated to reflect all SLINs for Delivery Order 1.

Attachment 1, Cost/Price Workbook, ICS SLINs are updated to reflect successive options for one-year increments in Delivery Order 1. After award, these may be exercised yearly at the Government's descretion.

The CLINs on the base IDIQ will be active for the life of the base contract, five years. The Government may require further work on those CLINs later in the life of the contract. The timeline for CLINs on each delivery order will be defined at the delivery order level.
