About this file
This document contains questions and answers related to a request for information (RFI) for wheeled mobility repair services. The RFI seeks information to establish requirements for a national contract to provide repair, rental, and replacement services for over 132,000 mobility devices annually for veterans across the United States and its territories. Services would be performed on-site for veterans at locations such as their homes or VA medical centers. The contract would have a base period of one year with four optional one-year extensions and require the ability to service all states and territories. The Department of Veterans Affairs Veterans Health Administration is the contracting agency.

RFI Q&A
| Question # | RFI 36C79122Q0033 Section/Paragraph Number | Questions (black) & Answers (red font) |
| 1 | 1. Is the contracting company required to have repair and rental facilities available in all 53 states and territories listed to provide the required service? The Contractor must be able to provide the repair service and rental in the United States and its territories. Ownership of rental facilities at each states and territories are not mandatory as long as they can provide the rental when requested. | |
| 2 | 2. Is the service provided at the contractor’s site or at the veteran centers in each state? Service will be provided at the Veteran's location at the time of request for each state and its territories. It can be home, VA Medical Center etc. Contractor needs to communicate where the location of the service at the time of the call of the Veterans. | |
| 3 | Is there more stats on the 132,000 annual repair requirements such as geographical concentrations, types of equipment repaired or replaced? Geographical concentrations are within United States and its territories (See Attachment 2). Types of equipment repaired or replaced are included in the solicitation, Attachment 3 – Master Equipment Models. | |
| 4 | What would the timeline be for the eventual RFP and rollout? | |
| a. We believe we can achieve all the objectives set out in the RFP (single source contact centre, reporting, customer service centre, and customer satisfaction). However, the volume is larger than what we know the industry could handle for an immediate contract that starts this year. | ||
| The implementation/rollout is added in the solicitation (See Attachment – 9). | ||
| 5 | Multi year contract – it was noted in the RFP that this contract would only be annual with additional option years. Due to the requirement to build up the infrastructure needed for this RFP, there will be a large investment requirement which means that a multi-year contract (at least 5 years+) would be needed to be able to support this contract, will this be taken into consideration for the final RFP? | |
| This has been approved for base and 4 option years period. The only difference between Multi-Year contract and Multiple-Year Contract (Government requirement) is that Muti-Year Contract buy more than a year's supply of a material without the need to establish or exercise an option for each purchase year after the initial one. | ||
| 6 | 1. How willing would the VA be to working with a company like ours in the private sector to establish all the requirements needed for the repair process? | |
| a. From initial intake of repair needs, to process/authorization to work on a claim, to quality control and reporting needs. | ||
| The Government does not see any issues working with the private sector as long as it meets the term and condition of the solicitation. | ||
| 7 | Proposal for trial period | |
| We recognize the complexity of this RFP due to many variable parts and processes that are not fully articulated. We would like to offer a trial period for 1 location in the US to provide for a discovery process and learn more about VA’s nation wide requirements. Our company has warehouses in popular destinations such as Orlando and would like to propose an offer to provide our current services to help VA establish a baseline of requirements as there are many real-life scenarios that the RFP request does not consider given our past experience. | ||
| The implementation of the rollout can be found in the solicitation, Attachment 9. This is a competitive solicitation and in order to do the implementation, the offeror must get the contract award. | ||
| 8 | Request for a meeting | |
| We believe a response through email would not be sufficient to address the many questions/concerns we have in the draft contract, and would like to propose a meeting with you to get a better understanding of what is being requested. | ||
| Due to the Government's needs, request for meeting can't be provided; however, you can provide your questions/concerns by submitting them before or on November 4, 2022 at 3:30PM MT. | ||
| 9 | I wanted to follow up to get a sense of what the process from RFI to RFP looks like, and determine if there are any additional info your team would be looking for in this respect. | |
| RFP is now posted in contract opportunities under 36C79123R0001. |
