About this file
An evaluation report and related federal contract opportunity outline the need to assess, remove, replace, and recommission defective controllers, switches, and devices on the poultry ventilation system at a USDA Agricultural Research Service facility. The evaluation report details specific issues found with controllers, switches, relays, and fan speed controllers across nine rooms and two corridors requiring replacement of parts. It also identifies the need to replace light traps and shutters on exhaust fans, add time clock controls to cooling pumps, test and repair corridor preheaters, and lubricate a vent machine. The related federal contract opportunity solicits proposals to complete the work by the specified response date of February 10th, 2022, and holds a mandatory site visit for interested parties. The work is to be conducted for the USDA Agricultural Research Service Northeast Area according to the statement of work.

EVALUATION REPORT
Room 105:
Control System Status:
ST1.3 controller: 18” fan runs on high speed only (Triac damaged), replace back board of controller
Heater seems to be connected to a thermostat in the room, so it could not be tested with the room controller, re-connect room heater to Stage Hand relay and ST1.3 controller
TC1-CD fan speed controller does not have a front cover, replace TC1-CD controller
Stage Hand relay for cool cell pump receptacle not connected, replace Stage Hand relay card and reconnect
Stage Hand box missing one Stage Hand relay card (a spare relay) leaving a hole in the front cover of the box, re-place
Stage Hand relay card to close off hole, this spare relay card might be needed if the relay card for the heater is defec ve
Parts Needed: 1—TW1275 controller back board, 1—TC1-CD controller, 2—FC4120 relay circuit board
Preheat & Cooling Corridor for Rooms 101 ‐ 105:
AeroSentry Photohelic Control Status:
Neon indicator lights on AeroSentry not working, but controller does work for open and close func ons, replace neon indicator lights
Parts Needed (Apex Ag-Tek parts): 1— EP-2152QA5 green neon light, 2—EP-2150QA3 amber neon light
Aerotech BA4503-30 Vent Machine:
The vent machine was tested and found to be working in both open and close direc ons, the close limit stop was set to provide a 1/2” wide minimum opening for the corridor, provide lubrica on of the ball-screw and corner pulleys in the vent machine as needed (vent machine operates several sec ons of 30” tall Aerotech air intake vents for the corri-dor)
Cool Cell Systems (on outside of corridor wall):
Each cool cell pump is operated by a 120V receptacle on the outside of the corridor which is controlled by the last cooling stage of the room controller for each room. In order to prevent the cooling pumps from running during the night me hours, a 24hr me clock control should be added. This will require adding one 24hr me clock for each room (suitable item: Interma c T100 series Electromechanical Time Switch, model T101 or similar). The me clock can be installed next to the Stage Hand box for each room. The SPST relay in the me clock must be wired in series with the Stage Hand relay that controls the cool cell pump receptacle. The me clock can be powered by the same 120V circuit that feeds the Stage Hand relays. Set me clock to allow the cool cell pumps to run between the hours of 10am and 9pm. (Pump only runs if the cooling stage for the room is on.)
Corridor Preheaters:
Test all preheaters in the corridor and their respec ve thermostat. Perform any maintenance and repairs as necessary. Each room has a preheater mounted in the corridor which is controlled by a thermostat also in the corridor.
Room 135 (129):
Control System Status:
ST1.6 controller: 18” fan runs and speed varies
All Stage Hand switches and relays tested okay
TC1-CD fan speed controller display is dark and appears to not work, replace TC1-CD controller
Parts Needed: 1—TC1-CD controller
Room 136 (130):
Control System Status:
ST1.6 controller: 18” fan runs and speed varies
All Stage Hand switches and relays tested okay
TC1-CD fan speed controller appears to be okay, but the fans did not run, perhaps because switches at each fan were turned off, must verify that the controller will run the 14” circula on fans
Parts Needed: None (unless other items are found)
Room 137 (131):
Control System Status:
ST1.6 controller: 18” fan runs and speed varies
All Stage Hand switches and relays tested okay
TC1-CD fan speed controller appears to be okay, but the fans did not run, perhaps because switches at each fan were turned off, must verify that the controller will run the 14” circula on fans
Parts Needed: None (unless other items are found)
Room 138 (132):
Control System Status:
ST1.6 controller: 18” fan runs and speed varies
All Stage Hand switches and relays tested as okay except relay for cool cell pump does not have 120V power con-nected to the input to the relay, replace Stage Hand relay circuit board and reconnect 120V input power (if ex-is ng relay circuit board is s ll good then keep one as a spare)
Heater seems to be connectd to a thermostat in the room. Replace Stage Hand relay and reconnect heater to it.
Toggle switch for Stage 1 fan is damaged, replace toggle switch
TC1-CD fan speed controller appears to be okay, but the fans did not run, perhaps because switches at each fan were turned off, must verify that the controller will run the 14” circula on fans

Room 139 (133):
Control System Status:
ST1.3 controller: 18” fan runs and speed varies
Cooling Stage on the ST1.3 controller does not func on properly to turn on the cooling pump receptacle at the ap-propriate temperature se ng, replace at least the front cover of the ST1.3 controller and possibly the complete con-troller (complete unit included in parts list).
All Stage Hand switches and relays tested okay
TC1-CD fan speed controller is working properly
Parts Needed: 1—ST5121 controller (ST1.3)
