POULTRY RESEARCH FACILITY VENTILATION CONTROL, ASSESS, REMOVE AND REPLACE DEFECTIVE CONTROLLERS, SWITCHES AND DEVICES INCLUDING ALL ASSOCIATED PROGRAMMING AT BLDG. B229

STATEMENT OF WORK
PROJECT NUMBER: xxx PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. B229, Beltsville, Maryland 20705 REQUIREMENTS: Contractor shall have knowledge of all aspects pertaining to the Statement of Work. Assess, remove and replace defective controllers, switches, devices on the Poultry Ventilation System in B229. Contractor shall supply all necessary equipment, tools and manpower to include all accessories and incidentals necessary to complete this job to government requirements which include but not limited to control programming and any electrical wiring necessary. Refer to the attached Evaluation report for details.
The facility under this contract may contain asbestos materials. The contractor(s) is/are warned not to disturb any asbestos material during the performance of this work. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.
Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Office, Building 426A, BARC-East, Beltsville, Maryland. Vehicle permits and identification badges shall be returned to the Government PRIOR to the final payment being issued.
NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-504-9427 at least 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all federal, state, and local regulations as well as all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Department of the Environment, the Maryland Highway Specifications, and the Maryland Department of the Environment Regulations concerning Clean Water Act. In the event of conflict, the most stringent regulation shall prevail.
Scope of Work: Provide turn-key, evaluation, removal, replacement and upgrades of defective controllers, switches, devices and other system accessories/specialties on the Poultry Ventilation System in B229 as indicated in the attached Evaluation Report. Contractor shall provide all needed control system programming to meet the specified Sequence of Operations (SOO) for the entire System which shall also include but not limited to providing alarm notification, local and O&M display of notification/s. Contractor shall also restore any damage to walls, floors, and chases to their original condition and cleanup the job site.
The following work shall be performed:
A. Mobilization
· Mobilize all necessary personnel, specialized tools and equipment, approved materials, dumpsters, safety items, etc., to commence work after Notice to Proceed (NTP) award of the contract and approval of submittals from the Contracting Officer Representative (COR).
· Dumpster/disposal locations shall be coordinated for final approval with the COR of that location.
· Contractor shall submit a construction schedule to the COR. Contractor shall coordinate with Using Activity through the COR for the construction schedule within 14 calendar days after issuance of the NTP and prior to beginning construction. Construction schedule shall include the sequence of room work as coordinated and communicated with UNITED STATES DEPARTMENT OF AGRICULTURE (USDA).
· Hours of service shall be Monday – Friday between 9:30 a.m. – 5:00 p.m. Contractor shall not work on government holidays or weekends. Any work performed other than normal working hours shall be approved by the CO in advance.
· Poultry shall be removed by USDA Poultry personnel prior to work in rooms. Rooms shall be cleaned so that work can be performed safely using standard PPE. This movement of poultry shall be phased so poultry can be shifted from room to room. Room phasing shall be coordinated with USDA Poultry personnel five calendar days prior to commencement of work.
· Contractor shall request, through the COR, an outage to any utility a minimum of five days in advance. See general requirements and government special conditions.
B. Demolition
· The Contractor shall phase, plan, coordinate and execute this work with the COR. The area of work shall be as defined in Attachment #1.
· The Contractor shall refer but not limited to the Evaluation Report at a minimum for the items to be removed. Contractor shall notify the COR for all and/or all additional items that were evaluated to be removed.
· The existing wiring and conduit shall be re-used for the new controls or devices only if determined functional. Contractor shall notify COR of this assessment prior to commencement of work.
· The COR shall approve all demolition work prior to commencement. Only clean undamaged functional device/s can be reused; otherwise the contractor shall supply and install new replacement device/s. The material shall match or better the existing in size, function, and quality.
· The Contractor shall only remove additional items upon approval by the CO. All removed items shall be disposed in the manner specified.
· The Contractor shall control the dust from entering the adjacent building work spaces, remove and discard all debris off site at approved dumpster or disposal area.
C. Installation
· The Contractor shall phase, plan, coordinate and execute this work with the COR and in the same manner as the Demolition. The area of work shall be as defined and highlighted in Attachment #1.
· The contractor shall evaluate, supply and install all required controllers, sensors, switches, control knobs, light traps, shutters and all other associated required components to complete the installation of a correctly functioning control system. Refer to Attachments #2 and #3 for the list of materials.
· The SOO as outlined in Attachment #4 and Attachment #5 shall be approved by USDA Poultry personnel prior to work. Adjustment/s and/or inputs shall be coordinated with USDA Poultry personnel. stringent. The SOO are specific to the controller type/size.
· Contractor shall refer to Attachments #6 thru #9 for additional information relative to the project.
· Manual operation of systems shall be provided by USDA Poultry personnel during performance of work.
· Contractor shall be responsible for the standard functional performance testing and documentation at project close-out of the Poultry Ventilation System. Documentation shall show but not limited to control system architecture, all installed equipment, inputs/outputs, control sequences, commissioning report and control system equipment cut sheets.
· Contractor shall secure an independent third party responsible for the commissioning of the functioning Poultry Ventilation System.
· Contractor shall provide individual ½-inch conduit from room controller to ½-inch main conduit to Siemens panel. Refer to Attachment #6 for layout.
· DEVICES/MATERIAL/EQUIPMENT: Refer to Attachments #2 and #3 for the list of materials. The Evaporative Cooling pumps shall be tested and evaluated for re-use. Defective and/or inoperable pumps shall be removed and replaced with new unit. In addition, a time clock shall be provided in each wing to control their respective cooler pumps to their scheduled operation. Cooler pumps shall be interlocked to the installed time clocks.
· PROGRAMMING: The contractor shall provide all needed control system programming to meet the specified SOO outlined in the attachments.
· ALARM MANAGEMENT: Contractor shall provide the necessary materials and programming to address the alarm notification from the room controller/s to the existing Siemens panel. This work shall be coordinated by the contractor with USDA and Siemens. Siemens contractor shall provide all the necessary materials and programming to display the alarm notification on both the panel and to the Operations Maintenance monitor display.
· QUALITY ASSURANCE: The materials, accessories and devices shall comply with manufacturer’s specifications.
· The installation of all work shall be in accordance with the manufacturer’s specifications, International Building Code current regulation, International Plumbing Code current regulation, BARC Special Conditions and Industry Professional Standards. Note to the contractor that BARC Special Conditions and International Codes Supersede Industry Professional Standards.
· CLEAN-UP & FINAL PUNCH LIST: The contractor shall clean the site of any loose debris and schedule a final walk thru with COR and CO. Upon completion of all punch list items, the parking passes and badges remitted to the COR. The Contractor and the COR will instruct the CO that the contract has been to the completed in its entirety. Contractor shall provide the equipment, accessories cut sheets, warranties, preventive maintenance (PM) schedule, etc. in electronic format e.g. PDF.
· Contractor shall provide the equipment training to Beltsville Agricultural Research Center (BARC) Operations Maintenance Unit (OMU) and Repair and Renovation Unit (RRU).
· The contractor shall provide at least a two-year warranty on the Work/Labor. The contractor shall indicate the years of the warranty upon submission of proposal.
· The contractor shall field verify all field conditions, measurements, quantities and safety constraints prior to bidding and forward any discrepancies or concerns to the COR. Otherwise it’s our intent that all is inclusive of everything regardless of quantity, measurement or level of protection required to accomplish scope of work.
· The contractor shall review the enclosed Attachments to determine quantities, sizes, the limits of the work and other relevant information to completion of the work.
General:
A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.
B. Field Verification: The contractor is responsible for field verification of all measurements, quantities and field conditions prior to commencing work.
C. Staging: All equipment, supplies and materials for this contract shall be stored in a staging area at the contractor’s risk and that which was designated by and/or coordinated with the COR. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.
D. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts. The Contractor shall not begin actual work until the construction project schedule has been approved by the CO. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.
E. Contract Inspector’s Daily Report: Contractor shall submit to the CO a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day. The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.
F. Progress Meetings: Progress meeting (deemed formal by the contractor, the COR, or the CO) shall have the minutes of said meeting prepared by the contractor (and a copy provided to the CO). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the CO) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.
G. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer.
As part of the BARC COVID Safety Plan the Agricultural Research Services (ARS) Wellness Questions and a Pre-Bid Site Visit Requirements list frames the requirements. Please refer to the attachments for these documents.
In addition to mentioned requirements, the Contractor shall address:
1. Use of face covers for vaccinated vs non-vaccinated employees. If the Contractor wants to require the Face Covers, that is fine. But the new CDC Guidelines and updated USDA policy allows for any fully vaccinated by CDC definition employee, visitor or contractor to accesses Federal property without a face mask or socially distance. This is on an honor system – non-vaccinated persons must follow all COVID requirements no exceptions.
2. Wellness questions – all Contractor employees will complete the daily wellness questions. The Contractor shall retain and immediately notify ARS of a “yes” response and restrict access to the employee until ARS clears the employee for access.
H. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.
I. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB. Contractor shall provide to the CO a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.
J. Contractor and sub-contractors shall notify in writing the CO at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the CO written weekly documented safety inspection results.
K. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.
L. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work.
M. Scheduling: The total contract period shall be 60 calendar days from the point of contract award. A period of 5 calendar days shall be allotted for the submittal, 15 calendar days for review and re-submit process. A period of 30 days shall be allotted for ordering materials after submittal approval. The work on-site shall be limited to 15 calendar days. The final inspection shall be scheduled a maximum of 60 calendar days from point of contract award, leaving 5 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval.
N. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry five calendar days from the point of contract award. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the CO. Provide 6 copies of each material submittal. All Aquatherm materials shall list name of each product to be used identified by manufacturer and product number.
O. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures or interruption in utilities.
P. Complete Work: It is the intent of this project to contract for a complete, functioning plumbing system, finished in all respects, accomplished by plumbers skilled in the trades involved and performed in the highest standards of workmanship.
Q. Manufacturer Warranty: Manufacturer shall warrant pipe and fittings for one (1) year to be free of defects in materials or workmanship. Warranty shall cover labor and material costs of repairing and/or replacing defective materials and repairing any incidental damage caused by failure of the piping system do to defects in materials or workmanship. Warranty shall be in effect only upon submission by the contractor to the manufacturer valid pressure/leak test documentation indicating that the system was tested and passed the manufacturer’s pressure/leak test.
R. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design and workmanship. The material shall be as specified in the manufactures specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COR PRIOR TO FINAL INVOICING.
S. It shall be the Contractor’s responsibility to segregate the three identified waste streams (aluminum, plastic and toner cartridges) and transport them to the two designated centralized collection points. Collection point number one will be located behind Building 003 and collection point number two will be located behind Building 200. The contracted recycler is scheduled to deliver collection containers to both centralized collection points within the next week. Once the collection containers have been delivered Contractor shall be notified and begin placing the identified waste streams into the collection containers.
T. BioPreferred Materials: The Contractor must comply with Sections 9002 of the Farm Security and Rural Investment Act of 2002; the Food Conservation and Energy Act of 2008; and the Agricultural Act of 2014; and the Federal Acquisition Regulation to provide biobased products. The Contractor shall also comply with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts contained in Section I. The Contractor shall also comply with the provision at FAR 52.223-1, Biobased Product Certification contained in Section K.
The Contractor shall utilize products and material made from biobased materials (e.g., biobased insulating foam, biobased interior paints and coatings, and biobased wood and concrete sealers). All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).
The following is a list of products that may be used in this minor construction contract for which biobased products are available and the designated biobased content. The list is not all inclusive. It is desirable that vendors can supply the greatest number of biobased products listed meeting the health and environmental specifications.
Composite Panels – Acoustical – 37 percent; Interior Panels – 55 percent; Plastic Lumber – 23 percent; Structural Interior Panels – 89 percent; Structural Wall Panels – 94 percent and Countertops and Solid Surface -_ 89 percent
Concrete and Asphalt Cleaners – 70 percent
Concrete and Asphalt Release Fluids – 87 percent

Floor Coverings (Non-Carpet) – 91 percent
General Purpose Cleaners - 54 percent
Hand Soaps and Cleaners – 64 percent
Industrial Cleaners – 41 percent
Insulating Foam – 7 percent
Paint- Interior Paints and Coatings, Latex – 20 percent and Oil-based – 67 percent
Paint Removers – 41 percent
Wastewater Systems Coatings – 47 percent

Wood and Concrete Stains – 39 percent
Biobased products that are designated for preferential procurement under USDA’s BioPreferred Program must meet the required minimum biobased content as stated in USDA’s Final Rules available at www.biopreferred.gov. The Contractor shall provide data for their biobased products such as biobased content. In addition to the biobased products designated by the USDA BioPreferred Program, the Contractor is encouraged to use other commercially available biobased products such as biobased products certified with a label.
Within thirty (30) days of contract award, the Contractor shall provide a complete list of USDA designated biobased products that it intends to use or supply during performance of this contract, including products used or supplied by subcontractors. For each product, the Contractor shall identify the product and brand/manufacturer. For each designated product, the Contractor shall also identify the biobased content. The Contractor shall provide detail on how the Contractor intends to keep abreast of the development and increasing availability of designated and non-designated biobased products and how any new or improved products will be incorporated on an ongoing basis into contract performance. The list shall be approved by the COR in writing. The Contractor shall not commence work until this list is approved by the COR in writing.
Reporting is required by Sections 9002 of the Food Conservation and Energy Act of 2008 and the Agricultural Act of 2014. The Contractor shall provide quantities, product types and dollar value of any USDA-designated biobased product purchased by the Contractor. This important data shall be submitted to the COR for the current quarter and current contract year.
