About this file
This justification document supports a sole source brand name procurement for certain construction materials and installation services for the VA Electronic Health Records Modernization Infrastructure Upgrades Design Build project at the VA Northern California Health Care System McClellan Campus. Key details include:
-
The project scope includes upgrading approximately 19 telecommunications rooms and one data center to VA EHRM IT standards. Required products are uninterruptible power supply systems, remote monitoring software, and associated licenses from APC and StruxureWare.
-
Justification is made under the authority that these products are the only ones that will ensure compatibility with existing standardized systems and prevent increased duplication of costs, interface problems, and impacts to operations. Market research found no equally qualified alternatives.
-
The overall project procurement will be competitively awarded as a set-aside to a Service-Disabled Veteran-Owned Small Business, with an anticipated value between $10-20 million. Pricing for the sole source items is deemed fair and reasonable based on competition for the overall project.

The specific impact for not using the brand name item is listed below:
a. Uninterruptable Power Supply (UPS) and Remote Monitoring
i. APC UPS Systems and StruxureWare software
ii. Impact: An incompatible system may require installation of new and remote workstations as well as new software and programming. Additionally, installation of components that match the existing infrastructure minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems, impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have two different equipment monitoring systems at the McClellan VA Campus.
