CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

1 3/15/22 3/28/22 Referencing Page 52 of 66 section 4.15 (f) which states that a joint venture may be considered eligible as an SDVOSB if the joint venture is listed in VIP…, and Page 8 of 66 section 2.2 which states that Offerors must be verified by the CVE and visible in the VIP database at the time of PH-1 submission, and at the time of PH-2 submission:

Please confirm the VA will consider a Joint Venture (JV) eligible for award, where the JV is fully compliant under the All Small Mentor Protégé Program, and only the Protégé is listed in VIP and is certified/in good standing with CVE.

If submitted as a JV, the JV must be verified in CVE as an SDVOSB. If not a JV, then the prime firm must be verified in CVE as an SDVOSB.

Per the Instructions to Offerors, “Offerors must be verified by CVE and visible in the Vendor Information Pages (VIP) database at the time of Phase I Offer Submission, Phase II Offer Submission, and Award. Failure to be BOTH visible and verified in Phase I, Phase II, and at time of award will result in the offeror’s proposal being deemed unacceptable and ineligible for award.”

To summarize these responses:

If the JV is the firm submitting, the JV must be CVE verified under our NAICS and visible in VIP for Phase I, Phase II, and award. If the firm submitting is not a JV, then the Prime firm submitting must be CVE verified under our NAICS and visible in VIP for Phase I, Phase II, and award.
