Block9: Development and Presentation of Classroom Instruction. Instructional materials development and course presentation by the Contractor shall support the Space Test curriculum. Instruction and curriculum development for Test Foundations or Systems branch curricula may also support Space Test objectives. All curricula and materials developed by the Contractor under this contract shall become the property of the USAF Test Pilot School. Space Test Fundamentals (STF) Curriculum Description. The current STF curriculum includes Introduction to Test Fundamentals, Introduction to Systems Testing, Space Science Applications, Space Organization and Contractor Field Trip, Advanced Space Test and Evaluation, and a Capstone Exercise. Curriculum instruction is done according to the appropriate curriculum syllabi. Training will include test processes applicable to both developmental and operational space test; and include classroom, laboratory, and open-air events. Oral and/or written reports will be included in each module. Fieldtrips are taken to organizations engaged in developing, testing, and producing aerospace vehicles and equipment. In-class instruction is performed for basic knowledge instruction, briefs in preparation for hands-on events, ground test events, and simulator lab events. Flight instruction in gliders and/or light general aviation aircraft may be required. The USAF TPS STF Course Director manages and oversees curriculum execution for the STF program. The Contractor shall provide classroom instruction and examination in areas where qualified and necessary to support the TPS curriculum in accordance with (IAW) an approved Space Test Syllabus, USAF TPS Course Training Standards (CTS) and USAF TPS Operating Instruction (OI) 99-107, Academic Standards.

Item 10a:

Access to classified COMSEC requires a final U.S. Government clearance at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the GCA. Non-accountable COMSEC information though not tracked in the COMSEC material control system, may still require a level of control within a document control system. Refer to NSA/CSS Manual 3-16, Control of Communication Security Material,” and the Committee on National Security Systems Instruction (CNSSI) 4001, “Controlled Cryptographic Items,” for guidance. If access to COMSEC information is required at a Government facility, contractor personnel will follow the security requirements of the host government activity

Item 11c: The contractor requires access to classified source data up to and including SECRET data in support of the work effort. Any extracts or use of such data requires the contractors to apply derivative classifications and markings consistent with the source documents. Use of “Multiple Sources” on the “Classified By” line necessitates compliance with the NISPOM, paragraph 4-208, and must attach a bibliography.

On Edwards:

The contractor must comply with any OPSEC requirement/clauses indicated in the contract. On Edwards AFB, follow the Edwards OPSEC Program guidelines as established by 412 TW/IPAO (OPSEC) and guidance set forth in DoD Directive 5205.02E, DoD Operations security (OPSEC) Program and AFI 10-701, Operations Security, as supplemented. Protect Critical Information (CI) and other sensitive unclassified information and activities, which could compromise the mission or operations or degrade the planning and execution of military operations performed by the contractor in support of the mission. These OPSEC requirements pertain to performance on government installations only.

The contractor (as Prime)/subcontractor and its employees will fully participate in the AF host activity OPSEC Program (Unit OPSEC Plan/Critical Information and Indicators List). The host military unit or contractor security representative will provide contractor employees with an initial briefing on the host unit Critical Information and Indicators List (CIIL) and the installation Critical Information and Indicators List (CIIL). Critical information (CI) will be safeguarded in a manner akin to contractor proprietary information; regardless if in paper format or digital format (encrypted).

Compliance with NISPOM, other DOD and AF Instructions, DCIDs, ICDs publications, including future revisions and publications as applicable, is required.

For SAR programs follow OPSEC requirements of the Program Security Officer (PSO).

Off Edwards contracts:

OPSEC requirements apply. Critical Information and Indicators List (CIILs) will be provided to contractor under separate cover and updated as required.” Sensitive unclassified/classified work must be protected not only by physical security and information security, but also by exercising the "need-to-know" policy, releasing operational information to only those personnel having a need-to-know. Prime contractors may not impose OPSEC requirements on their subcontractors unless the GCS approves the OPSEC requirements.

“Contractor is to submit requests through the Contracting Officer for OPSEC Program Manager review and public release authorization. The Contracting Officer will provide contractor with written approval/disapproval. Information requiring AF or DoD–level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690.” MAJCOM/DRUs will send information requiring AF or DoD-level review directly to SAF/PAX.

If COMSEC, SCI, NON-SCI, NATO, Foreign Government Information, and OPSEC is marked on the 254 add as required.

Access to COMSEC, SCI, NON-SCI, NATO, Foreign Government Information, and OPSEC on DD Form 254 for subcontractors is not authorized without prior coordinating of the PCO.

For SIPRNET access:

Access to SIPRNET is authorized, contractor must complete required training IAW AFI 16-1404 Chapter 6, before being granted access.
