I. Agency and Contracting Activity.

Justification for Other than Full and Open Competition 81st Contracting Squadron/PKA/AETC Keesler AFB Biloxi, MS

II. Nature and/or description of the action being approved.

This action will be accomplished by requiring the Mass Notification System (MNS) - Monaco - The Monaco MNS system is currently used base wide. The system must communicate with existing equipment located at Keesler Fire Dept and at Keesler Electric shop. Monaco is the only system that can communicate with the existing MNS. If another system was used here then all 100 plus bldg's at Keesler AFB would need to be changed to the new system being installed in Dolan Hall.

III. Description of supplies/services required to meet agency needs (including the estimated value).

The Monaco (MNS) is required to interface with the Fire Alarm system to enable the Fire Alarm system to report/ communicate any information gathered about the status of the Fire Alarm system at Dolan Hall back to Keesler Electric Shop and the Keesler Fire Department. The Monaco system itself will cost approximately $20,000. This includes the antenna needed to transmit the information back to the Electrical Shop and the Fire Department.

IV. Statutory authority permitting other than full and open competition.

The statutory authority permitting the other than full and open competition for this acquisition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1 and required by FAR 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above (applicability of authority).

There is no other manufacturer that can communicate with the Electrical Shop and the Fire Department while supporting all 100 plus bldg's at KAFB.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

The original contract was synopsized in accordance with FAR 5.201. The solicitation was posted on the Government Wide Point of Entry.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The offereors' final proposed price to remove and replace the fire alarm system at Dolan Hall will be evaluated against the criteria of reasonableness of the proposed total evaluated price. Assuming adequate competition, price will be evaluated for reasonableness in accordance with FAR 15.404-1 (b)(2)(i).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted in accordance with FAR part 10.

A search was conducted on the Small Business Administration (SBA) website (http://dsbs.sba.gov). Results displayed over 100 profiles registered under NAICS 238210 “Electrical Contractors and Other Wiring Installation Contractors” within the state of Mississippi. 26 of these businesses are SDVOSB, 19 are 8(a) certified, 33 are WOSB, and 9 are Hub Zone Certified. The corresponding PSC is N059 “Installation of Equipment - Electrical and Electronic Equipment Components.

Contractors in this industry may provide both parts and labor when performing work. The work performed may include new work, additions, alterations, maintenance, and repairs. In 2021, 81 CONS awarded a contract to replace the fire alarm systems in Cody Hall 4214 and Thomson Hall 4213 (FA301021C0018). This requirement was set aside for Service-Disabled Veteran Owned small businesses. Seven proposals were received. We recommend that this requirement follow the same acquisition approach. From the market research performed, it is hereby determined that there is a reasonable expectation of two or more eligible and responsible SDVOSB firms are capable of fulfilling this requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Because the Monaco MNS system is the only system that can communicate with the existing MNS, this agency has no actions which can be taken in order to remove or overcome barriers to competition for this requirement.
