About this file

This Statement of Work details the requirements for the U.S. Coast Guard's Waterways Commerce Cutter (WCC) Program's Cutter Boats - Aids to Navigation - Small (CB-ATON-S). The document outlines specifications for cutter boats that will enhance the capabilities of River Buoy Tender (WLR), Inland Construction Tender (WLIC), and Inland Buoy Tender (WLI) vessels in conducting aids to navigation operations, search and rescue operations, and personnel transfers.

The contract includes a five-year base ordering period from 08/01/2025 to 07/31/2030 with an optional two-year period through 07/31/2032. Key requirements include design and prototype production, boat production, delivery, spares, and training. The contractor must install specific standardized systems including Scalable Integrated Navigation System-2 (SINS-2) and Automatic Identification System-2 (AIS-2) from FLIR Maritime U.S. Incorporated. The work involves multiple review stages including Preliminary Design Review (PDR), Critical Design Review (CDR), and Production Readiness Review (PRR), with prototype testing and operator evaluation required before full production begins. Delivery locations include Birdon America, Inc. in Bayou La Batre, AL, with potential additional CONUS locations charged at a per-mile rate.

2 Background

2.1 The Coast Guard established the Waterways Commerce Cutter (WCC) Program to replace the capability provided by the Inland Tender Fleet. The fleet provides the Coast Guard with the capability necessary to execute and support statutory and federally mandated missions in Inland Waterways and Western Rivers (IW&WR) of the United States which fall into three main categories: (1) construction and maintenance of fixed aids; (2) positioning and maintenance of floating Federal Aids to Navigation; and (3) repositioning, replacement, or removal of river buoys based on changes in water level and river conditions.

2.2 The River Buoy Tender (WLR), Inland Construction Tender (WLIC), and Inland Buoy Tender (WLI) cutter variants will require cutter boats to enhance the cutters’ ability to conduct aids to navigation (ATON) operations, search and rescue (SAR)/self-rescue operations, and personnel transfers. The boats will be deployed from the cutters to provide for autonomous operations and mission execution in areas where it is either physically impossible or dangerous for the cutter to navigate.
