About this file
This is a Questions and Answers document for solicitation 70Z02325R93270001 for the U.S. Coast Guard's Cutter Boat - Aids to Navigation - Small (CB-ATON-S) procurement.
Key clarifications include: proposal due dates have been extended to March 4, 2025, with questions due by January 24, 2025; the Coast Guard will not accept composite hulls or multihull designs, requiring aluminum hull construction only; detailed specifications for a basic tool kit were added in Section 670.4; 5000-series tread plate without ASTM B928-15 certification is not acceptable due to aluminum sensitization concerns; and an Economic Price Adjustment clause has been added for aluminum pricing. The document contains spaces for up to 28 questions, though only 6 questions and responses are currently populated.

Q&Rs
| Question No. | Reference | Questions | Responses |
| 1 | SF-1449 | Will the Government consider a two (2) week extension to this soliciation response? Due to the holiday, many vendors are closed or working at reduced capacity during the last two weeks of December. This, coupled with the two additional solicitations that are overlapping, makes it extremely challenging to provide the Government with a quality proposal response. | 1. Questions and clarifications have also been extended for one (1) week to January 24, 2025; and |
2. Proposals due dates have been extended for two (2) weeks to March 4, 2025.
2 100.1.1.2 "100.1.1.2 The hull structure material shall be aluminum."
| Will the CB-ATON-S accept proposals for composite hulls (e.g. fiberglass)? | No, the USCG will not accept proposals for composite hulls. | |||
| 3 | 100.1.1.2 | Will the CB-ATON-S accept proposals for a catamaran hull, or two parallel hulls? | No, the USCG will not accept proposals for multihull designs. | |
| 4 | Table 600.1 Item 10 | This table refereces Section 670.4 however, there is not a section 670.4 in the specification. Please clarify the contents fo the Tool Kit. | Section 670.4 was added to the spcification to clarify the requirements and contents of the basic tool kit: |
670.4 Tools and Tool Stowage
670.4.1 The CB-ATON-S shall be provided with a tool kit for completing basic underway maintenance and voyage repairs.
670.4.1.1 Combination wrenches, sockets (w/ appropriate drivers), screwdrivers, and pliers of the sizes and types needed to conduct minor underway repairs shall be provided.
670.4.1.2 The tool kit shall also be provided with an adjustable strap wrench (for replacing spin-on fuel filters), a rechargeable flashlight, cable ties and one roll of duct tape.
| 5 | Att 2 Spec Sections 131.1.7, 078.1, and 078.2 | Per our aluminum vendor’s subject matter expert, tread plate cannot be certified under ASTM B928-15, because it is considered “decorative”. However, 5000-series tread plate is likely to meet the requirements of ASTM B928-15 because the chemical composition is matches the base alloy, typically 5052 or 5086. | ||
| Is 5000 series tread plate, 5052 or 5086 alloy without certification under ASTM B928-15 acceptable as permanent deck plate structure for CB-ATON-S? | The use of 5000-series tread plate (such as 5052 or 5086) without certification under ASTM B928-15 is NOT acceptable due to the potential for aluminum sensitization. From a welding metallurgy perspective, 5052 and 5086 are dissimilar from one another and are classified as M22 and M25 base metal designation, respectively, per American Welding Society (AWS). | |||
| 6 | Contract Clauses | Will the USCG consider Economic Price Adjustment for aluminum? | Yes. Addendum to 52.212-4 has been updated to implement an Economic Price Adjustment clause for the weight of aluminum in the CB-ATON S | |
