Statement of Work Repair East Side Water Tank, FY24 B8076

OPP# 1143939

Project shall include the furnishing of all materials, labor, and equipment necessary to perform an Interior and Exterior Inspection of the existing above ground water storage tank (building 8076) at Barksdale AFB, Louisiana. Perform work in accordance with Statement of Work (SOW).

Code Compliance:

Where applicable, all work performed under this contract shall meet all federal, state, and local codes and standards including but not limited to Unified Facility Criteria (UFC), American Water Works Association (AWWA), Occupational Safety and Health Act of 1970, Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), National Electric Code (NEC), International Plumbing Code (IPC), International Mechanical Code (IMC), etc.

Actual existing water storage tank configuration, sizes, locations, existing conditions are to be field verified by the contractor prior to bid. Any discrepancies discovered shall be provided to the Contracting Officer prior to bid.

Tank Information: (see FIGURE 1 for existing Water Storage Tank Shop Drawing)

• Tank is located on the East side of Base just southwest of 7650 Range Road, Barksdale AFB, La

71110 at (32.511250, -93.600820)

• 250,000-Gallon Tank – full & in Use as a domestic water tank

• Built in 1997 by Pittsburg Tank & Tower Co, Inc, Henderson, KY, Contract# 3953

• 30-FT shell height, 40-FT inside diameter, ¼-inch plate walls/floor, 3/16-inch plate sloped roof

• Height to HWL – 29.0-FT

• Last known Tank Inspection was performed in 2004 per tag on tank.

Tank Inspection Company Required Qualifications:

1. Company shall submit the following qualifications with bid proposal for evaluation.

a. Company shall have a minimum of (5) years experience performing domestic water tank interior and exterior inspections to meet requirements of API 653 Tank Inspection, AWWA, NFPA, and OSHA including remote operated vehicle (ROV) inspection and tank cathodic protection.

b. Demonstrate capabilities to perform inspection inside tank with a remote operated vehicle inspection robot, perform mil thickness coating test, cross hatch test and ultrasonic test of tank shell.

c. Minimum of (2) interior ROV tank inspection projects completed within the past (2) years of similar scope.

Primary Requirements:

1. Inspect tank to it’s entirely interior and exterior to include but not limited to the Cathodic protection system, floor, roof, welds, seams, foundation, anchors, safety systems, hatches, shell, manway, ladders, roof manway with vent, telemetry nozzle, level indicator system, center column, overflow pipe & flap valve, roof railing, conduit, etc.

A. Inspection shall be accomplished by a qualified contractor (5-years minimal experience) to check for deficiencies and meet tank inspection requirements of domestic water tank

API 653 Tank Inspection, AWWA, NFPA, OSHA and other applicable compliance listed within SOW.

B. The following test shall be included as part of the inspection:

a. Mil thickness test (coating thickness)

b. Cross hatch Test (paint adhesion)

c. Ultrasonic Test of tank shell

C. Any emergency inspection findings shall be submitted to the Contracting Officer immediately.

D. Inspection shall be accomplished without draining the tank. Tank is to remain full throughout entire inspection and is currently in use as a domestic water tank.

E. Interior inspection shall be accomplished by using an approved Remotely Operated Vehicle (ROV) Inspection Robot through existing 24”x24” roof hatch by following codes and standards.

F. All personnel working on the tank shall be trained in OSHA regulations utilizing fall protection equipment.

G. Upon completion, Inspecting Company shall remove existing and install a new plastic Inspection label on the tank to match the existing.

H. Submit Inspection report to shall include: (Required Deliverables: 2-CD’s, 1-thumb drive, 2-hard copies) A. List of all findings and conditions B. Report of existing tank, coatings, and systems C. Photographs D. Video of inspection E. Corrective recommendations F. Budget Cost Estimate detailed in materials, labor and equipment for each item of work

Utility Outage Requirements:

1. Inspection shall be accomplished without draining the tank. Tank is to remain full throughout entire inspection and is currently in use.

General Requirements:

1. All equipment, supplies and materials provided / installed shall be new and not refurbished.

2. Contractor shall obtain a 2 CES Digging Permit (AF Form 103) prior to beginning work, if applicable.

3. Demolition Materials: All demolition materials under this contract become property of the

Contractor and must be removed completely from the Base unless indicated otherwise within.

4. Acceptance of completed work will be based on its conformance to the contract.

Nonconforming work will be rejected. The United States Air Force is not obligated to accept nonconforming work at a reduced price. The contractor shall start correction of rejected work within 10 calendar days after receipt of the rejection notice.

5. It will be the Contractor’s responsibility to visit the site and become familiar with the facility and include all work and equipment required in the bid. Contractor shall maintain a clean site and fully restored site upon completion with minimal evidence of prior construction.

6. The contractor will be responsible for and incur all labor and material costs required to repair any damages to government facilities that occurred during and as result of demolition operations under this contract. This damage will be identified as separate from the condition of the facilities as identified during the initial inspection. The damage will be identified, but not limited, to the following items.

a. Government gas, water, waste, communications and electric transmission and distribution systems.

b. Adjacent occupant personal property.

c. Existing trees.

d. Roadways and Parking Areas

7. The contractor will begin work not earlier than 7:30 am each workday. Work will not be performed later than 6:00 pm.

8. Inspections will be conducted by the Contracting Officer and /or Contracting Officer’s Representative and the contractor’s manager.

9. All discrepancies, if any, shall be properly annotated and submitted to contracting.
