Performance Work Statement
For
99 SFS
Virtual Reality Training System Lease
3 June 2024
Introduction: This Performance Work Statement (PWS) defines the requirements for the contractor to construct and deliver a virtual reality training system. The contractor shall ensure the system is equipped with all pertinent features identified in the body of this PWS.
Scope: Contractor shall provide all necessary operator training, equipment and accessories required to lease a fully functional Virtual Reality Training System.
Equipment:
Fixed screen that will fit a wall that is approximately 19’ wide and 8’ tall.
Two (2) M4A1 replica rifles with magazine(s).
Two (2) MHS 18 replica pistols with magazine(s).
Two (2) X26P simulation cartridges that fit live taser handles.
Weapons produce recoil to enhance realism.
Be able to program real-world scenarios related to operational area (i.e., build scenario utilizing real-world view of NAFB Base Exchange).
Return-fire-simulator/device to provide feedback to trainees to enhance realism.
Preferably device is a belt so individuals can wear in conjunction with Individual Combat Equipment (ICE).
Equipment must be able to fit in a room that is approximately 19’x 19’ x 8’ (see attached photographs of room).
Equipment must be able to be used in naturally bright/lit room (see attached photographs of room).
Allow trainees to practice shooting fundamentals via target shooting scenarios.
Equipment NOT wanted:
Virtual Reality Headset/Goggles
Equipment that must be mounted to weapons for operation.
Equipment that requires scenarios to be carried by moving throughout the building.
Weapon equipment that requires modification of duty weapon(s)
Installation, Inspection and Training:
Initial setup, testing and training for all instructors.
Explain and demonstrate all aspects of the system to ensure instructors can fully perform all functions the system offers.
Provide system updates any time manufacturer updates occur.
Provide user refresher training every twelve months or when there is a system update that changes operating system.
Maintenance and Support:
Provide system updates any time manufacturer updates occur.
Provide telephone support as needed.
Provide user refresher training every twelve months or when there is a system update that changes operating system.
Provide all necessary training/updates to ensure system is operating optimally.
Contractor shall coordinate with 99 SFS/S3T to schedule Appointments.
Location: 8355 Bergstrom Ave, Nellis AFB, NV 89191 (Bldg. 10234)
Period of Performance: One (1) 12-month option with three (3) additional 12-month options
Base Access: Contractors should coordinate base access with the 99 SFS/S3T a minimum of two-weeks prior to needing base access. For access, contractors must possess:
1). A valid, REAL ID compliant ID or 2). Two (2) forms of identification
Working Hours: Standard working hours are from 8:00 A.M to 4:30 P.M. Monday through Friday excluding all ACC family days and Federal Holidays.
