STATEMENT OF WORK (SOW)
RELOCATE C -140 A/C FOR STATIC DISPLAY JBA MD
14 June 23
C-1 GENERAL
1.1 SCOPE OF WORK. The contractor shall provide all necessary personnel, materials, cranes and other items deemed necessary to perform the disassembly, packaging, transportation, and reassembly of one (1) each VC-140 aircraft Joint Base
Andrews, MD. from building 1245 to B1914 off of Menoher Dr. JBA MD. as defined in this Statement of Work. At the delivery destination, the aircraft will be placed near B1914 JBA (west side of base) on the newly constructed pedestals.
The approximate distance from existing A/C to the new location is ¼ mile. The contractor shall prepare the A/C to be able to travel on a normal street (a total of
23’). The contractor shall provide safety measures for the transport of the plane to its new location 1914 Menoher Drive JBA MD.
• Disassemble VC-140 from current pedestal outside of B1245
• Transport, Reassemble, and Install on new existing pylons between buildings
B1417/B1419
• Perform daily cleanup of construction site.
• Provide protection of existing government facility, grounds, and equipment during construction.
• Provide protection for personnel working in the area.
• Provide protection for communications equipment during work activities.
• Contractor shall remove all construction debris from the work site daily and/or as needed.
• Provide all equipment rental, with operators, to complete all required work.
• Repair any damage to site after A/C has been placed.
1.2 CONDITION OF EQUIPMENT. The contractor will be responsible for identifying and documenting any major structural or cosmetic defects before disassembly of the specified VC-140 aircraft. Additionally, the contractor will be responsible for reassembly of the specified VC-140 A/C in a structurally sound condition and in the same reasonable cosmetic condition as identified before disassembly. Disassembly should only be to the extent necessary to transport the aircraft (wings, vertical stabilizer, horizontal stabilizers, engine augmenter section, ventral fins, etc., and minor items as required). Structural items not intended for removal (i.e. riveted or otherwise permanently installed) should not be removed. To facilitate proper disassembly/reassembly of the aircraft, the contractor should be familiar with moving a
VC-140 aircraft in accordance with USAF Technical Order (T.O. 1F-16A-3 series).
1.3 CURRENT STATUS OF AIRCRAFT. The specified VC-140 has been part of a static display at Joint Base Andrews, MD for approximately 25 years. It does not have a full engine; only the augmenter section is installed in the aircraft. The tires have been removed and the A/C sits on pedestals and the A/C has been purged.
C-2 CONTRACTOR FURNISHED ITEMS
2.1 TRANSPORTATION REQUIREMENTS. The contractor will be responsible for selecting an Interstate Commerce Commission (ICC) regulated carrier for transportation of the VC-140 aircraft. In regards to the selected carrier, all of the following are the responsibility of the contractor:
a. Pickup inspections
b. Delivery inspections
c. Payment of all transportation costs
d. Obtaining an acceptable amount of cargo liability insurance
2.2 PERMITS/LICENSES. Any required permits and/or licenses will be the sole responsibility of the contractor to obtain prior to the work order start date.
2.3 REMOVAL/CLEANUP OF DEBRIS. The contractor will be responsible for removal of debris/waste caused by the disassembly/reassembly of the aircraft at each location. Additionally, the contractor will also be responsible for any damage to base assets (roadways, utility lines/poles, seeded areas, etc.). Any damaged items will be restored to their previous condition.
C-3 TIMEFRAME
3.1 DELIVERY TIMELINE. The contractor will be responsible for submitting a detailed timeline of events, within 10 days after award of the contract, for approval prior to starting any work to ensure that pickup/delivery locations have been approved and prepped by shipping/receiving organizations. The contractor shall notify the POC listed in paragraph 4.2 at least 15 days prior to disassembly/transportation of the aircraft to allow preparation of the site. At this time, the contractor will also provide required information for all workers to both the 89 AW and 316 CES POCs so appropriate security checks can be accomplished. These checks must be accomplished and approved before workers will be allowed access. At least 10 days prior to the contractor’s arrival at
Joint Base Andrews, MD the contractor will contact the POC listed in paragraph 4.1 to allow the 89 AW /or 316 CES time to relocate the VC-140 to a suitable location (near
1914) to allow for ease of access and work. At this time, the contractor will coordinate the move date with the POC. The disassembly/transportation of the aircraft will not be able to begin until the foundation has been completed (estimated completion 14 July 23).
3.2 HOURS OF OPERATION (PICKUP POINT). The contractor shall perform all required services, inspections, maintenance, and/or equipment disassemble and reassemble, during a normal work week, Monday-Friday 0700-1700. The contractor will contact the POC listed in paragraph 4.1 prior to any on-installation activities.
3.3 HOURS OF OPERATION (DELIVERY POINT). The contractor shall perform all required services, inspections, maintenance, and/or equipment delivery during the normal military work week, Monday-Friday 0700-1700. The contractor will contact the POC listed in paragraph 4.2 prior to any on-installation activities.
