Statement of Work Summary: Landscape Maintenance

This is a Statement of Work for landscape maintenance services at the National Weather Service UNR Weather Forecast Office located at 300 E. Signal Drive, Rapid City, South Dakota 57701. The contractor shall provide all personnel, tools, equipment, materials, and supervision for grounds care within the facility boundaries, including property inside and outside the fence perimeter and around weather equipment.

The scope of work encompasses routine mowing of all grassy areas, string trimming around buildings and stationary objects, raking and debris removal as needed or upon request from the Meteorologist in Charge (MIC), broom or blower cleaning of parking areas and sidewalks, edging along sidewalks, and weed removal from shrubbery and mulch-covered areas. Clippings may remain on the lawn provided no visible clumps exist 24 hours after mowing; otherwise, the contractor must collect and remove them. Additional requirements include spring and fall pruning and trimming of all shrubbery, seasonal fertilization and pest/weed control applications (spring pre-emergent and broadleaf/crabgrass control, summer insect and grub control, fall broadleaf weed control and micronutrients), and spring activation and repair of the sprinkler system by mid-May, coordinated with the MIC to avoid unnecessary utility charges. Local WFO maintenance staff handle winterization. Additional work outside the SOW may be requested by the MIC only with advance written approval or contract modification, compensated at an hourly rate. The contractor shall bill monthly in arrears, maintain a local representative if remotely located, ensure all debris is cleaned before departure, maintain safety by preventing trip hazards, follow all Federal, State, and Local regulations, remediate any chemical spills caused by contractor actions, and sign the security log upon arrival. The MIC, David Hintz (605-341-9271), serves as the government's local point of contact with authority to inspect work quality and notify the contractor of any sub-standard items before departure.
