About this file

This is a Question and Answer (Q&A) amendment document for RFQ 1305M326Q0346, a small business set-aside landscaping maintenance contract.

The requirement involves grounds maintenance services for 1.23 acres total mowable acreage, with routine mowing and landscape maintenance occurring approximately once per week from May 1 through October 15, up to 24 visits per season, under a firm-fixed-price contract. The scope includes sprinkler head repairs and above-ground drip line repairs without limitation, while buried irrigation line repairs will be handled as separate work. Fuel costs must be included in the unit price and are not separately reimbursable. This is an incumbent contract continuation; the previous contract number was 1333MH21PNWWR0047 with a total value of $29,335.00 for a base plus four option years. Quoters must submit two completed experience projects for commercial or government landscaping maintenance contracts to satisfy technical capability requirements; subcontractor experience is acceptable if the subcontractor performs a major or critical portion of the physical work and is accompanied by required documentation including licenses, certifications, and subcontractor project references. Prime contractors may utilize subcontractors to perform 100 percent of physical on-site work while retaining contract management and administration responsibilities. All key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting award, and any post-award substitution requires prior written Contracting Officer approval.

Amendment 0001 Q & A RFQ 1305M326Q0346

Your Question Government Response

Grounds Area and Site Information – Please provide the approximate mowable acreage, treatment acreage, and, if available, a site map identifying the grounds and landscaped areas included in the requirement, including the areas around weather equipment outside the fence.

1.23 acres total mowable. See attached map, red & yellow areas. The non-irrigated areas to the east of the upper -air building and drainage ditch, highlighted in yellow, only need to be mowed when the grass is over 10", typically only once or twice a year.

Routine Service Frequency – Please clarify the anticipated mowing and routine landscape-maintenance frequency during the growing season, including the estimated number of service visits per year. When a service is waived or an additional routine visit is requested, will the monthly firm-fixed price remain unchanged?

Mowing/landscaping will be approx. once per week, 1 May through 15 October, up to 24 visits per season. The price will not change if a service is waived, as service visits are charged and paid when executed. Additional visits beyond 24 per season must be approved by the Contracting officer.

Irrigation Repairs – Please clarify whether sprinkler-head and irrigation-line repairs are intended to be included without limitation in the firm-fixed price. If not, please identify what level of routine repair should be included and whether larger repairs will be handled as separately authorized additional work.

Sprinkler head, to include connection to the irrigation line, and above-ground drip line repairs, are included without limitation in the firm-fixed price. Buried irrigation line repairs will be handled as separate work.

Additional-Work Hourly Rate – The SOW requires an hourly rate for approved work outside the stated scope, but the pricing schedule does not include a separate CLIN for this rate. Please clarify where the hourly rate should be presented and whether it will be included in the total evaluated price.

This is for your informational purposes. Since this is a Firm-Fixed-Price contract, we do not need you to price out the hourly rate.

Incumbent Contract Information – Please provide the incumbent contractor’s name, contract number, and current or prior contract value, if available.

Contract #1333MH21PNWWR0047 Base plus four (4) option years Total contract value: $29,335.00

1. Under Section XII, Factor 1 (Technical Capability), the solicitation states that the quoter must submit two (2) completed experience projects for commercial or government landscaping maintenance contracts. Will the Government accept the completed experience projects of a proposed subcontractor to satisfy this requirement, provided that a signed formal teaming agreement or subcontractor commitment letter is submitted with our quotation?

A Quoter may submit project experience completed by a proposed subcontractor to satisfy the technical capability requirement, provided the subcontractor will perform a major or critical portion of the physical work.

If proposing to rely on a subcontractor's experience, the quote must:

1. Clearly identify the subcontractor and detail their specific role, scope of work, and level of effort in performance.

2. Provide the subcontractor's project references meeting the criteria in Factor 1.

3. Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.

Incorporation into Award: Please be advised that all key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award. The Contractor shall be legally bound to utilize the specific subcontractor(s) proposed. Any post-award substitution of a named subcontractor requires prior written approval from the Contracting Officer and must be replaced with a entity of equal or greater qualification.

1. Is there an incumbent contract or is this a first iteration contract?

2. If there is an incumbent contract, what is the contract number and total contract value?

Contract #1333MH21PNWWR0047 Base plus four (4) option years Total contract value: $29,335.00

3. For fuel lawn mowers and weed eaters, is fuel reimbursable by the government or are offerors anticipated to include fuel in the unit price?

Fuel for the equipment is not reimbursable and should be included in the unit price.

2. This solicitation is set aside 100% for Small Business. Will the Government permit a Prime Contractor to utilize a subcontractor to perform 100% of the physical, on-site groundskeeping and landscaping work, while the Prime Contractor retains 100% of the contract management, administration, and invoicing responsibilities in accordance with FAR 52.219-14?

Yes, subcontractors are acceptable.
