About this file
This is a Technical Specifications document for thermal system piping components required to support a Multimegawatt (MMW) Electrolysis project at the National Laboratory of the Rockies (NLR). The procurement is for piping, fittings, valves, and pipe connections designed to cool Proton Exchange Membrane (PEM) electrolyzer stacks using a 50/50 propylene glycol/water process fluid. The cooling system is critical for temperature control and must minimize downtime for repair and maintenance.
All components must meet stringent technical requirements including: compatibility with the specified process fluid; maximum allowable working pressure exceeding 150 psi; maximum allowable working temperature exceeding 200°F; minimum allowable working temperature below -22°F; outdoor rating; Victaulic Original Groove System (OGS) end connections; Iron Pipe Size (IPS) category; and EPDM seals/seats. Unless specifically noted, all components must be Victaulic brand and designed to applicable ASME pressure codes. The specifications document includes a detailed bill of materials containing 48 line items across various component types, including butterfly valves, strainers, reducers, elbows, tees, flanged adapters, couplers, and schedule 40 carbon steel piping in sizes ranging from 4 to 10 inches. The contractor must include all delivery costs and freight to NLR Flatirons Campus in Arvada, Colorado. Delivery is required by end of December 2026, with notification requested if specific items cannot meet this lead time as longer delivery periods may be negotiable.

Technical Specifications
"Thermal System Piping”
July 14, 2026
BACKGROUND
This purchase is to acquire piping, fittings, valves, and pipe connections for the thermal systems which cool the Proton Exchange Membrane (PEM) electrolyzer stacks being tested as part of the Multimegawatt (MMW) Electrolysis project. The process fluids will be 50/50 propylene glycol/water. This cooling system is required for successful execution of the MMW electrolysis project.
OBJECTIVE
The purpose of this procurement is to purchase the equipment needed to connect National Laboratory of the Rockies (NLR) large dry coolers to the PEM electrolyzer balance of plant. The cooling system is critical for temperature control of the experiment requiring a reliable system that minimizes down time for repair and maintenance.
SPECIFICATIONS:
REQUIRED CAPABILITIES
• Materials of construction shall be compatible with the process fluid of 50/50 propylene glycol/water
• Maximum allowable working pressure (MAWP) shall be > 150 psi (10.3 bar) for all components
• Maximum allowable working temperature (MAWT) shall be > 200°F (93°C) for all components
• Minimum allowable working temperature shall be < -22°F (-30°C) for all components
• All components shall be outdoor rated
• All components, unless specifically noted, shall have end connections meeting the Victaulic
Original Groove System (OGS) Specifications and meet the requirements (e.g., pipe size and squareness) of the Victaulic Field Installation Handbook o Victaulic Original Groove System (OGS) Specifications document for reference:
https://assets.victaulic.com/assets/uploads/literature/25.01.pdf o Victaulic Field Installation Handbook document for reference:
https://assets.victaulic.com/assets/uploads/literature/I-100.pdf The maximum allowable tolerance from square-cut pipe ends is 1/16 inch/1.6 mm for 4 – 24-inch/DN100 – DN600 sizes. This is measured from the true square line (from page 4 of the Field Installation Handbook)
• All components, unless specifically noted, shall be of the Iron Pipe Size (IPS) category
• All components shall have Ethylene Propylene Diene Monomer (EPDM) seals/seats in alignment with the table below
• All components, unless specifically noted, shall be Victaulic brand https://assets.victaulic.com/assets/uploads/literature/25.01.pdf https://assets.victaulic.com/assets/uploads/literature/I-100.pdf
• Pressure-containing portions of the equipment (see table below) shall be designed to the applicable sections of ASME pressure codes.
• Include delivery costs and freight to NLR Flatirons Campus: 19001 W 119th Ave, Arvada, CO 80007
