7. MAINTENANCE PLAN
FOREWORD
The Embassy of the United States in Rome needs to award a contract for the renovation of several bathrooms located at different building inside the U.S. Embassy Via Sallustiana 49, Rome.
GENERAL
The contractor shall supply all the installation materials and equipment, skilled and unskilled labor, technical supervision, as well as logistic and administrative support. The contractor shall also supply all accessory services such as transportation, leasing, equipment and tools, disposal of debris, cleaning the work area and anything else necessary to complete the project in compliance with the present specifications
The COR may schedule some of the operations to be performed after-hours or during the weekend.
These activities shall be performed at no extra cost for the Embassy.
Maximum attention is required for the safety of personnel at work on the site. The workers shall operate in compliance with standard codes. In view of the fact that the work site consists of crucial technical installations, temporary safety protection measures towards third parties and workers shall be installed with care and attention, especially for the hours when site is closed.
The Contractor shall be responsible for submitting, for approval by the COR, samples of materials and supplies to be used.
It shall be Contractor's responsibility to verify all the quantities and dimensions.
DEFINITIONS
A glossary of terms and relative equivalents used in the drawing up of the tender documents are indicated hereunder:
Client, Administration, Project Supervisor, COR, CO: all these denominations identify the technical administrative staff, predisposed to handle the contract on behalf of the embassy of the United States of America.
Contracting Company, Contractor: all these denominations identify the subject that undertakes to carry out the work described in the contract.
Contract, Purchase Order (P.O.), Work Order: these terms identify the contract document with which the project is awarded. The Client at his indisputable judgment shall make the formal selection of the different types of documents.
PARKING
No parking is allowed inside Embassy grounds. The Contractor's vehicles shall be allowed to enter only for loading and unloading materials.
Loading and unloading operations shall be carried out using only one vehicle at a time.
Consequently, during the accomplishment of the project the Contractor shall ensure that its vehicles are parked at its own expense outside the Government property.
SAFETY STANDARDS
The Contractor shall comply with all the applicable health and safety obligations provided by Legislative Decree No. 81/2008 (Consolidated Law on Occupational Health and Safety). The main objective is to eliminate or, where not possible, to reduce to the minimum any exposure of workers to risks arising from work-related activities. To this end, the Contractor is required, when applicable, to submit the Risk Assessment Document (Documento di Valutazione dei Rischi – DVR) or the Operational Safety Plan (Piano Operativo di Sicurezza – POS), to provide adequate and documented training to workers, to supply appropriate individual and collective protective equipment (PPE and CPE), and to fully comply with all the other obligations set forth under Legislative Decree 81/2008.
1.1 Submission of the Operational Safety Plan (POS)
Within 10 calendar days after receiving the Notice to Proceed, the awarded Contractor must submit a detailed Operational Safety Plan (POS). The POS must clearly identify the following key professional figures:
1.2 Site Technical Director (Direttore Tecnico di Cantiere):
The individual responsible for managing the construction site on behalf of the Contractor. This role may be fulfilled by either an internal employee or an external professional formally appointed by the company. This figure is not to be confused with the Construction Supervisor (Direttore dei Lavori), who is appointed by the Client and is responsible for verifying that the works are carried out in compliance with thedesign and technical specifications.
1.3 Supervisor (Preposto):
An individual who, by the nature of their duties, supervises the work of others (e.g., site manager, workshop head, department chief). The Supervisor must be adequately trained to fulfill the responsibilities assigned under Art. 19, paragraph 1, letter g) and in accordance with the objectives of Art. 37 of Legislative Decree 81/2008. The Supervisor shall ensure, continuously and effectively, that: 1. Workers comply with safety instructions and the provisions of the safety plan;
2. Personal protective equipment (PPE) is used as required;
3. Any deficiencies in procedures, tools, PPE, or persistent non-compliance are promptly reported to the employer or manager.
1.4 Project Manager Site Presence and Reporting
The Project Manager shall be present on site on a daily basis for the entire duration of the works.
Prior to each site visit, the Project Manager shall notify the Contracting Officer's Representative (COR) of his/her presence. At the end of each working day, the Project Manager shall submit to the COR a written daily inspection report in English, documenting the activities carried out, the number and roles of personnel on site, the status of materials and equipment deliveries, any issues or non-conformities identified, and any actions taken or planned to address them. The daily inspection report shall be submitted in a format approved by the COR and shall constitute an official record of the progress of the works. Failure to maintain the required site presence or to submit the daily inspection report may be considered a material breach of contract obligations.
The contractor has to send the list of personnel who will work on site. The workers have to be regularly registered and if there is a subcontractor this has to present the documents requested too.
The Site Supervisor shall be able to speak and understand English at a good working level and shall be fluent in Italian.
All personnel shall be able to understand italian without difficulty.
DESCRIPTION OF WORK
All work shall comply with applicable local building codes and fire codes. All existing critical systems shall remain operational or be provided with a documented temporary solution during construction.
Any planned downtime must be agreed in writing with building management in advance.
All demolished materials shall be removed from site and disposed of lawfully. Materials containing adhesives, waterproofing compounds, or electrical cables may require special certificates of waste disposal manifests.
Safety Measures for Construction Works The Safety Measures for this project includes, but is not limited to:
• Temporary Shoring System: Supply, installation, daily inspection, and removal of a temporary shoring system using EN 1065-certified telescopic steel props, complete with load-distribution base plates.
• Working Platforms: Supply, assembly, and dismantling of adjustable metal sawhorses with work surfaces and/or modular mobile scaffolding towers (rolling scaffolds) certified to EN 1004.
• Personal Protective Equipment (PPE): Provision of all required PPE devices in compliance with applicable regulations.
• Site Perimeter Fencing: Installation and maintenance of construction site perimeter fencing and, where applicable, material storage area fencing.
• Protection of Existing Elements: Protection of any existing fixtures, fittings, systems, or devices of any kind located within or adjacent to the work area.
• Regulatory Compliance: All additional measures, labor, materials, and incidental work necessary to ensure full compliance with Italian Legislative Decree No. 81/2008 (Testo Unico sulla Salute e Sicurezza sul Lavoro) and its subsequent amendments and integrations, for the entire duration of the Works.
2. BCC Bathrooms Renovation
The Boncompagni Community Center (BCC) serves as a multifunctional hub hosting a wide range of activities, including meetings, private events, and summer camps for children, and various community programs. Its shared use with the Study Center further increases the daily occupancy and overall traffic within the facility.
Due to age and prolonged use, the existing restroom facilities are currently in poor condition. The primary goal of this project is the complete renovation of the first-floor restrooms, which will support the numerous activities taking place within the building.
The proposed design includes the creation of a new ADA-compliant restroom to ensure accessibility for individuals with disabilities, as well as a dedicated janitorial/storage room to improve maintenance operations and staff efficiency.
The Scope of Work (SOW) also includes the demolition of an existing restroom block located at the end of the corridor, resulting in an unused room that may be repurposed in future phases.
This Scope of Work (SOW) describes all labor, materials, and coordination required for the renovation of the bathroom facilities at the Boncompagni Community Center (BCC).
The project encompasses the following primary work areas:
Renovation of two (2) existing bathroom blocks — Women's Bathroom and Men's Bathroom.
Creation of one (1) new ADA-compliant accessible bathroom.
Creation of a new Charforce Room (janitorial storage) within the existing Men's Bathroom footprint.
Conversion of existing end-of-corridor bathroom into an office with internal storage room.
Associated corridor works fire door relocation, fire alarm adjustments, ceiling plenum infrastructure extension (about 6 meters).
Full replacement of plumbing, electrical, HVAC, and mechanical ventilation systems in all affected areas.
All work shall comply with applicable local building codes, fire codes, and ADA Standards for Accessible Design (2010 ADA Standards).
All existing critical systems (LAN network, fire alarm, HVAC) shall remain operational or be provided with a documented temporary solution during construction. Any planned downtime must be agreed in writing with building management in advance.
The relocation, connection, and testing of all alarm and notification systems (fire alarm, sprinklers emergency systems, etc.) are included in this scope of work.
2.1 Demolition, Preparation Base and Reconstruction
Proceed with the demolition and removal of the existing floor tiles with demolition of the screed up to cm 10 of entire area involved by the project.
Remove all tiles from bathrooms walls including underneath plaster.
To accommodate the HVAC hydronic box installation, the existing false ceiling shall be retained and shall not be demolished; provide only a localized opening, sized for the hydronic box and with reinforced blocking and trim around its perimeter, while preserving the original elevations. A new lower perimeter cornice (dropped cove soffit) shall be added below the existing false ceiling as specified in the Ceilings section.
Remove all the doors with hinges and frames. Entry doors included.
Remove all existing bathroom fixtures, including cabinets.
Remove the existing plumbing piping for feeding and drainage lines in all its parts (pipes, drains, fittings).
Removal of the light fixtures and grilles.
Disconnect and permanently cap the gas pipe stub-out from the lower level that currently terminates within the women's restroom. Ensure proper capping and sealing in compliance with local gas codes.
Creation of the base screed for the floor with cement mortar (ex. Dosage of 300kg/mc) with a thickness of 8/10 cm.
Provide for a slope of at least 1% for the installation of a drain in the bathrooms.
Provide for waterproofing to be installed under bathrooms
Reconstruction and refinish plaster on all walls and ceiling where tiles have been removed — all areas involved in the project. Apply primer + rough coat + finish coat, ready for tile or paint
Construction of the new rough and refinishing plaster either to prepare the surface for painting process or for tiles installation.
Contractor shall field verify all dimensions prior to demolition to ensure correct MEP installation heights and clearances.
2.2 Women’s Bathroom
The Women's Bathroom shall be fully renovated. All existing fixtures, partitions, tile, and finishes shall be removed. The following new scope shall be provided, installed, and connected:
Remove all existing fixtures (showers, WC, lavatories, cabinets, etc.) and cap all associated supply and drain lines.
Create a partition to create singular wc stall in front of the entrance.
Entry Door
Install new laminated access door with frame, lock, handle and hinges. Size 80,00 x 210,00 cm.
Included an air transfer grille on the bottom of the door, with specific size to allow the right air changed (max air speed on the grille = 2m/s). All samples and colors shall be submitted to the C.O.R.
Vanity, Fixtures & Accessories
Furnish, install, and connect one (1) wall-mounted monolithic sink in Laminam, Dekton or equivalent/superior material, 83" long x 16" deep (210 x 40 cm), with all mounting hardware, with LED stripes underneath and wall anchors.
Furnish, install, and connect three (3) touchless (photocell-activated) faucets to hot and cold water supply, including transformers and all associated wiring.
Furnish, install, and connect three (3) hand-held bidet sprayers (cold water) with wall-mounted holder. One (1) per WC stall.
Furnish and install one (1) fold-out children's step stool, recessed under the vanity.
Mirrors Furnish and install one mirror, 83" x 31" (210 x 80 cm), above vanity zone.
Furnish and install, one (1) oval mirror, 71" x 31" (180 x 80 cm). Exact position to be confirmed with C.O.R. prior to installation.
WC Stalls
Supply and install floor-to-ceiling WC partitions (max 10 cm by the floor and by the hard ceiling) with 30 mm thick melamine-coated chipboard panels, with doors in the same finishes, flush-mounted and therefore always aligned on the external side of the cubicle regardless of the door opening direction.
All profiles in anodized aluminum. Ceiling connections made with aluminum profiles.
Rubber seals to ensure silent closing.
On the hinge side, the gap should be sealed with a grooved rubber profile.
Including hinges and one spring hinge ensures automatic door closing or opening.
With Locks and hardware, integrated free/occupied indicator.
Material, walls and doors color should be submitted to the C.O.R.
Composition 1 (left side from the entrance) 1 front wall, length 2060 mm 2 doors, width 700 mm, height 2100 mm, with upper fixed cut on site panels 1 partition wall, length 1600 mm between the stalls 2 aluminum coat hooks/door stops 2 HPL shelves (1 per each stall) Composition 2 1 front wall, length 1000 mm 1 door, width 700 mm, height 2100 mm, with upper fixed panel 1 aluminum coat hook/door stop 1 HPL shelf LED installed to the bottom and to the top included All samples shall be submitted to the C.O.R.
Furnish and install three (3) one-piece floor mounted WC fixtures with exposed (external) flush tank.
In each WC stall, furnish and install one (1) toilet paper holder.
Floor & Wall Tile
Supply and install ceramic stoneware tiles 120x120cm 48"x48" floor tile R10 grip on mortar bed:
C2TE adhesive, grout, SS edge trims, grout color TBD with C.O.R.
Supply and install ceramic stoneware tiles 120x120cm 48"×48" wall tile, max height cm240.
Adhesive, grout, edge profiles. Grout color TBD with C.O.R.
Prior to tile installation, reconstruct and refinish the wall plaster substrate on all walls where existing tiles have been removed. Apply bonding primer, rough scratch coat, and finish coat. Final surface shall be flat and dry (moisture content < 5%) and inspected by COR before tile adhesive or paint application begins.
Painting
Refinishing and painting the walls with transpiring and washable water-based paint for interior surfaces, based on vinyl copolymers in emulsion, selected pigments and high coverage mineral fillers. The color will be submitted to C.O.R.
2.3 ADA-Compliant Bathroom (New Construction)
A new ADA-compliant accessible bathroom shall be created within the area currently occupied by a service closet / LAN cable niche. Preparatory infrastructure work is required before construction can begin.
Preparatory Works: LAN & Electrical Relocation Relocate the existing LAN cable bundle from its current niche/box in the corridor wall. Method:
saw-cut corridor floor and reroute all cables within the corridor wall, terminating in a new surface-accessible, labeled junction box. The new junction box will be recessed in the wall by the corridor..
Work shall be coordinated with building IT management; all circuits shall be tested and confirmed operational before the niche is permanently closed.
Relocate existing electrical transformer from the current niche to the corridor ceiling plenum.
Scope includes all required structural blocking, mounting hardware, and safety supports. The work includes extending the walkway in the false ceiling to accommodate the transformer (about 6 meter).
New Construction
Create new perimeter Concrete Mansory Unit (CMU) walls to define the ADA bathroom enclosure with transit grille.
Remove and set aside for future reinstallation existing corridor drinking fountain and cap all associated supply and drain lines.
Restore wall and floor finishes at removal location.
Fixtures & Accessories
Supply and install all bathroom fixtures and furniture for people with reduced mobility (ADA), as per Bill of Quantities (sink: it should be 85,00 cm above the floor, faucet with lever, tilted mirror, towels holder, toilet, toilet paper holder, hooks for bags and coats). All samples should be submitted to the C.O.R.
Supply and install ADA-compliant grab bars as follows: one (1) side grab bar and one (1) rear grab bar at the WC, stainless steel 1.5" (38 mm) diameter, slip-resistant, per ADA Standards Section 604; plus one (1) side grab bar at the sink area, same specification, per ADA Standards Section
606. Wall blocking shall be provided at all grab bar locations prior to tiling
Furnish and install one (1) inspectable built-in drain with pneumatic push-button and provide all connection parts release in the ADA Bathroom. The drain shall be accessible and cleanable without tools, connected to the waste system with all required fittings and waterproofing collar. Sample to be submitted to COR Furnish and install one (1) ADA-compliant WC at the code-required seat height, with required lateral clear floor space per ADA Standards Section 604.
Furnish and install one (1) ADA-compliant pneumatic flush valve.
Furnish and install one (1) ADA-compliant lavatory with shelf with knee clearance below and rim height at 34" AFF, per ADA Standards Section 606.
Furnish and install one (1) lever-handle faucet with insulated P-trap cover and soft anti-scald drain cover.
Furnish and install one (1) hand-held bidet sprayer, ADA compliant.
Furnish and install one (1) ADA-compliant backlit LED mirror at required mounting height.
Furnish and install ADA-compliant grab bars at WC: one (1) side grab bar and one (1) rear grab bar, stainless steel 1.5" diameter, slip-resistant. Wall blocking shall be provided at all grab bar locations prior to tiling.
Furnish and install one (1) additional ADA-compliant grab bar at the sink area, stainless steel 1.5" (38 mm) diameter, slip-resistant finish, at ADA-compliant mounting height per ADA Standards Section 606. Wall blocking shall be provided at this location prior to tiling.
Furnish and install one (1) ADA-compliant paper towel / napkin dispenser.
Furnish and install two (2) wall-mounted coat hooks at ADA-compliant mounting height.
Recreate plain false ceiling where demolition damaged it.
Entry Door
Furnish and install one (1) new outswing entry door with integrated ventilation louver, 36" x 84" (90 x 210 cm). Maximum door opening force: 5 lbf per ADA Standards Section 404.2.9. Lever hardware required.
Floor & Wall Tile
Supply and install ceramic stoneware tiles 120x120cm 48"x48" floor tile R10 grip, on mortar bed:
C2TE adhesive, grout, SS edge trims, grout color TBD with C.O.R.

2.4 Men's Bathroom
The Men's Bathroom shall be fully renovated. All existing fixtures, partitions, and finishes shall be removed. The Charforce Room shall be carved out of the existing urinal zone prior to renovation of the remaining WC area.
Remove all existing fixtures (showers, WC, lavatories, cabinets, etc.) and cap all associated supply and drain lines.
Entry Door
Install new laminated access door with frame, lock, handle and hinges. Size 80,00 x 210,00 cm.
Included an air transfer grille on the bottom of the door, with specific size to allow the right air changed (max air speed on the grille = 2m/s). All samples and colors shall be submitted to the C.O.R.
Vanity, Fixtures & Accessories
Furnish, install, and connect one (1) wall-mounted monolithic sink in Laminam, Dekton or equivalent/superior material, 83" long x 16" deep (210 x 40 cm), with LED stripes underneath, all drain strainers, P-traps, and mounting hardware.
Furnish, install, and connect three (3) touchless (photocell-activated) faucets to hot and cold-water supply, including transformers and wiring.
Furnish, install, and connect three (3) hand-held bidet sprayers (cold water) with wall-mounted holder, one (1) per WC stall.
Furnish and install one (1) wall-hung urinal with integral flush tank, including all supply and drain connections.
Mirror
Furnish and install, a mirror, 83" x 31" (210 x 80 cm), above vanity zone.
WC Stalls
Supply and install floor-to-ceiling WC partitions (max 10 cm by the floor and by the hard ceiling) with 30 mm thick melamine-coated chipboard panels, with doors in the same finishes, flush-mounted and therefore always aligned on the external side of the cubicle regardless of the door opening direction.
All profiles in anodized aluminum. Ceiling connections made with aluminum profiles.
Rubber seals to ensure silent closing.
On the hinge side, the gap should be sealed with a grooved rubber profile.
Including hinges and one spring hinge ensures automatic door closing or opening.
With Locks and hardware, integrated free/occupied indicator.

2.5 Charforce Room
A new Charforce Room shall be created within the area currently occupied by the urinal zone in the Men's Bathroom. The room must provide clear passage for a 37" wide (95 cm) cleaning cart.
Construct new moisture-resistant partition wall separating the Charforce Room from the adjacent WC zone.
Open wall in corridor to create entry: provide header or lintel as required by structural conditions.
Furnish and install one (1) pocket sliding door, 40" clear opening (100 cm), with integrated ventilation louver, accessible from the corridor side.
Furnish, install, and connect one (1) mop/service sink and faucet with sanitary lever with hot and cold water supply and drain connection.
Furnish and install two (2) shelving units for cleaning supplies.
Furnish and install one (1) recessed LED spotlight with wall-mounted on/off switch.
Furnish and install floor drain with channel and waterproof membrane sleeve.

2.6 Corridor Works and former Bathroom
Demolish and relocate existing corridor wall and fire door to accommodate new Men's Bathroom entry and Charforce Room entry. Provide partial wall rebuild and finishes to match existing corridor.
Remove existing fire alarm devices (horn/strobe/detectors) in the affected corridor zone. Relocate fire alarm horn/strobe to the new code-compliant position on the far side of the room opposite the Charforce Room. Work includes all re-wiring, re-connection to the fire alarm panel, testing, commissioning, and updated as-built documentation.
Remove existing corridor drinking fountain and cap all supply and drain lines Extend MEP cable tray / walkable platform in ceiling plenum by approximately 20 linear feet (6 meters) toward the event hall entrance, to support new and relocated infrastructure.
Modify the end segment of the corridor wall that interfaces with the event hall to incorporate a 45-degree beveled cut. Seek COR concurrence before proceeding.

2.7 Plumbing — Full System Replacement
Supply and install new plumbing system made by multilayers pipe to feed flushing mechanism and drainage systems in grey PVC and diameter no less than 40 mm for faucets and no less than
90 mm for water closet, new water distribution manifold pre-assembled in boxes with individual shut-off valves.
Replace all domestic hot water, cold water supply piping, and all drain/waste piping in all affected areas.
Furnish and install two (2) water distribution manifolds:
– Women's zone manifold: serving Women's Bathroom, ADA Bathroom, and event hall sink.
– Men's zone manifold: serving Men's Bathroom and Charforce Room.
Furnish and install two (2) 40-liters electric water heaters, recessed in the false ceiling (one per zone), including all mounting hardware, blocking, and safety supports. Provide an accessible inspection/cleanout panel for each unit. Provide dedicated switch.
Furnish and install two (2) accessible inspection and cleanout access panels in the suspended ceiling, one per hot water zone (Women's zone and Men's zone). Panel type, size, and finish to be coordinated with the ceiling system and submitted to COR for approval.
Remove and properly dispose of all existing water heaters.
Furnish and install one (1) floor drain with channel and waterproof membrane sleeve in each bathroom area and the Charforce Room (4 drains total), properly sized and positioned to allow complete floor washdown.
All new piping shall be pressure-tested before walls are closed. Test results shall be documented and provided to the Owner.
2.8 Electrical — Full System Replacement
Modify existing electrical system to feed electrical features. Feeding lines must be hook-up under a 10 mA GFI breaker (16 Amps. 10 mA GFI breaker is part of the furniture to be supplied). All samples should be submitted to the C.O.R.
For each bathroom (Women's, ADA/Charforce, Men's), supply and install within the new dedicated electrical panel one (1) 6A magnetothermal-differential circuit breaker, one (1) energy meter (kWh counter), and one (1) weekly programmable time switch. The time switch shall allow independent programming of operating hours per day of the week for general lighting and/or ventilation circuits, as directed by the COR.
Install new lighting system recessed into the new false ceiling panel and connect the exhaust fan it shall turn off after at least 5 minutes from the lights shut off Sample should be submitted to the C.O.R.
Supply and install light switches in each room entrance, including cover plates, mechanisms, and all necessary components for complete installation Supply and install two (2) duplex electrical power outlets per bathroom (4 total: 1 UNEL outlet+10/16A outlet), complete with wiring, (Women's, ADA, Men's = 6 total). Outlets located near water points shall be protected by a dedicated 10 mA GFI breaker.
Provide, install, and connect to the electrical system one emergency light in each room affected by the work.
Lighting Supply and install strip LED lights all around the wall of the partitions. By the top and by the bottom, IP65.
Supply and install LED strip lights below the sinks. All LED lights in the bathroom should be activated simultaneously by the switch
Each WC stall in all bathrooms shall have independent lighting and exhaust fan. Contractor shall furnish and install: One (1) recessed LED IP65 spotlight per WC stall.
Furnish and install one (1) recessed LED spotlight in the Charforce Room, controlled by a dedicated wall-mounted switch.
Supply, install and connect an Emergency exit light in each room.
Provide, install and connect recessed IP65- LED spotlights within the suspended ceiling:
• Women’s bathroom eight (8)
• ADA’s Bathroom two (2)
• Men’s Bathroom eight (8)
• Charforce room one (1)
The scope shall include dedicated switching control, all necessary wiring, electrical connections, supports, fixings, testing, commissioning, and all associated works required to deliver a fully functional lighting installation in accordance with project requirements and applicable electrical standards.
Ceiling Indirect LED Cove Lighting System — All Bathrooms
Furnish and install an indirect LED cove lighting system in Women's and Men's bathroom, consisting of: – Warm white LED strip, 2700K–3000K, high-density (minimum 120 LEDs/lf, CRI > 90), double run in dedicated cove channel: one strip facing up (ceiling wash) and one strip facing down (partition base glow). – Anodized aluminum LED channel profile with opal diffuser lens, recessed into cove. –LED drivers, 24V DC, IP44 class, TRIAC or 0-10V, one driver per bathroom, mounted in cove void above soffit. – Dedicated wiring from LED drivers to existing electrical panel, including one dedicated circuit breaker per bathroom. Color temperature, and final strip positions to be confirmed with COR. All samples to be submitted prior to installation.
2.9 HVAC Replacement
Replace existing HVAC equipment serving all affected areas with two (2) new 4-ways ceiling cassette hydronic units (One for women's bathroom to serve ADA bathrooms too and one for Man's bathroom to serve Charforce room also), MOBAS RT system (or approved equivalent). Connect new units to the existing building hydronic loop. The connection to the existing system is within this scope.
Relocate the fan coil cabinet currently located in the existing women's restroom to the new room at the end of the corridor. This work includes preparation for fan coil pipe risers and condensate drain drop with two (2) electrical conduits.
2.10 Mechanical Ventilation and New Exhaust System
Supply and install one (1) new built-in axial centrifugal fan in self-extinguishing resin, 250m3/h Existing shaft routes shall be reused where possible, replace all the aluminum vent pipes necessary for ducting, the intake grilles (one in each bathroom and one in the charforce room) recessed in the false ceiling panels and connect this to the new air outlet grille, and provide to connect it to the electrical system and air exhaust system, including timer. All samples should be submitted to the C.O.R.
Each stall exhaust fan shall be activated simultaneously with the stall light.
2.11 General Finishes
Mortar Bed & Waterproofing Install new mortar bed in all area involved by the project with a minimum 1.5% slope engineered toward each floor drain.
Apply liquid waterproof membrane with primer under all tile floors. Room at the end of corridor excluded.
Install brushed stainless steel edge profiles and transition trims at all floor-to-wall joints, material change lines, corners, and drain surrounds in all bathroom wet areas. Profiles shall be flush with finished tile surface and rated for continuous wet exposure.
Ceilings
In Women's and Men's bathroom, construct a two-level suspended ceiling system as follows:
Level 1 — Perimeter Dropped Cove Soffit: Construct perimeter cove soffit using galvanized steel framing system (UD+CD 60/27 track and stud). Clad with moisture-resistant gypsum board: vertical outer fascia approximately 25 cm drop, horizontal soffit face approximately 35 cm wide. All faces to be taped, mudded, skim-coated, and primed. The cove void shall house the indirect LED lighting system (see Section 7 — Electrical). Apply waterproof, mold-inhibiting paint (minimum 2 coats, pure white RAL 9010) to all cove surfaces. Apply mold-resistant silicone sealant at all cove-to-wall and cove-to-ceiling-plane joints.
Level 2 — Upper Center Ceiling Plane (HVAC Cassette Zone): The existing false ceiling shall be retained and shall serve as the upper center ceiling plane; no full demolition or rebuild of this plane is required. New galvanized steel framing and moisture-resistant gypsum board work shall be limited to the localized HVAC cassette openings, with reinforced blocking at each opening. All disturbed and new surfaces to be taped, mudded, skim-coated, and primed. Apply waterproof, mold-inhibiting paint (minimum 2 coats, pure white RAL 9010).
The center ceiling plane and all recessed exhaust/supply grilles shall be flush-mounted in brushed stainless steel, set flush with the finished ceiling surface.
The false ceiling panels shall comply with the following minimum technical requirements:

Sealants & Paint All paint products shall be submitted to the Contracting Officer's Representative (COR) for approval prior to procurement and application, and shall comply with the performance requirements and guidelines specified in the Scope of Work.
Apply continuous perimeter sealant (mold-resistant silicone) at all floor-to-wall joints, fixture bases, and floor drain surrounds in all bathroom areas.

2.12 Office & Storage Conversion — End-of-Corridor Bathroom
The existing bathroom at the far end of the corridor shall be converted into an vacant space with an internal storage room.
Remove all existing fixtures (showers, WC, lavatories, cabinets, etc.) and cap all associated supply and drain lines.
Remove all existing tile, flooring, and wall finishes.
Remove all decommissioned plumbing and electrical systems.
Repair the portions of the false ceiling damaged during demolition works.
Prior to tile installation, install a new leveling mortar bed and apply bonding primer to the existing structural slab. Substrate requirements before tile adhesive application: moisture content < 5%, compressive strength ≥ 25 N/mm², flatness within 3 mm over 2 m. All high spots and voids to be ground or filled accordingly.
Construct new interior partition wall to create an enclosed storage room within the space.
Install new mortar bed and substrate for floor finish.
Supply and installation of resilient flooring finish, including all necessary substrate preparation works to receive the new floor finish. The item shall include cleaning of the existing substrate, preparation of the existing substrate including localized repairs as required, application of primer where necessary, provision and application of self-levelling compound to achieve a smooth, level and uniform surface suitable for the installation of the new flooring finish, supply and application of manufacturer-approved adhesive, installation of resilient flooring, cutting, fitting, trimming, joints, perimeter finishing, transitions to adjacent floor finishes, and all accessories necessary for a complete installation in accordance with the manufacturer's specifications and project requirements. Paint all walls and ceiling with white interior paint.
Replace the damaged panels in the drop ceiling and replace the worn-out LED lights in the grid fixtures.

A construction schedule shall be submitted before starting and updated weekly.
3. MSB Bathrooms Renovation The Mel Sembler Building accommodates multiple office spaces, generating a high level of restroom usage throughout the day.
The purpose of this project is the renovation of the restroom facilities located adjacent to the twin elevator lobby, within the area identified as the “GSO Side.”
Currently, the corridor includes two separate restroom blocks — one designated for men and one for women — together with a small storage room (Housing). In order to improve circulation and accessibility to the restroom areas, the project proposes incorporating a portion of the existing storage space into the restroom layout, creating a more functional and comfortable entrance configuration for one of the two restroom blocks.
Additionally, the design includes the construction of a new partition wall behind the existing central door in order to permanently close its access while preserving the door itself in place, due to its historical significance.
3.1 Scope summary
The scope of work includes the complete demolition and removal of all existing finishes, sanitary fixtures, partitions, and MEP systems in both bathrooms, in preparation for the full renovation of the spaces.
Each bathroom will be equipped with three WC stalls featuring full-height floor-to-ceiling partitions, ensuring both privacy and a clean contemporary aesthetic.
In addition, two lavatories will be installed in each bathroom.
A shared 40-liter electric water heater will serve both restroom areas.
The intervention further includes the complete replacement and upgrading of all plumbing, electrical and mechanical ventilation systems, as well as the installation of new finishes throughout both bathrooms.
The relocation, connection, and testing of all alarm and notification systems (fire alarm, sprinklers, emergency systems, etc.) are included in this scope of work.
The existing storage room shall be incorporated into the Men's Bathroom footprint.
3.2 Demolition
The following preparatory works shall be executed in both bathrooms before any new installation begins:
Remove all existing fixtures (WC, lavatories, accessories, lighting, cabinets) and cap all associated supply and drain lines.
Demolish existing partition walls Demolish and remove all existing floor tiles with demolition of the screed to a depth of 10 cm over the full project area.
Remove all existing wall tiles including the underlying plaster layer.
Remove all existing doors and frames. Historical entry doors excluded.
Remove all existing plumbing piping for supply and drainage (pipes, drains, fittings) including unused lines.
Remove all existing light fixtures.
Remove and dispose of the existing radiators.
For all demolition works, the following phases must be strictly observed in order to ensure the safety of the construction site and the overall structure:
Phase 1: Installation of temporary shoring prior to any demolition activity, to prevent damage to the overhead floor slab;
Phase 2: Demolition of the existing partition walls;
Phase 3: Construction of the new partition wall.
Demolish and remove the existing partition wall separating the Women's Bathroom from the Men's Bathroom in its current position, including all finishes, plaster, tile backing, and any MEP elements within the wall. Remove all debris from site.
Demolish and remove the full existing partition wall between the Men's Bathroom and the adjacent storage room, including all finishes, plaster, tile backing, and base. If load-bearing elements are found, provide temporary shoring and notify COR immediately before proceeding. Remove all debris from site.
Remove all existing storage room contents, shelving, and fixtures.
Remove existing storage room floor finish and screed to 10 cm depth.
Remove existing storage room wall finishes (plaster, paint) and ceiling.
Remove all existing ceiling-mounted lighting fixtures, exhaust grilles, and any MEP elements fixed to or running within the ceiling void.
Remove all debris from site.
Remove all existing plumbing and electrical installations within the storage room.
3.3 Reconstruction and base preparation
Install new cement mortar base screed (dosage 300 kg/m³, thickness 8–10 cm) over the full floor area.
Engineer screed slopes of at least 1% toward each floor drain position.
Apply liquid waterproofing membrane under the floor where the drain will be installed.
Reconstruct and refinish wall plaster on all walls: bonding primer, rough scratch coat, finish coat.
Surface moisture content < 5% before tile or paint application. COR to inspect before proceeding.
Scrape floor to screed level; substrate must be dry, loadbearing, cohesive and free from grease and contamination.
Create an internal partition wall between the two restrooms subject to renovation, constructed using hollow/cellular masonry blocks with the following dimensions: Height: 25 cm, Width: 25 cm, Length: 25 cm. The wall shall be built using hollow clay blocks or autoclaved aerated concrete (AAC) blocks, laid in staggered horizontal courses, with bastard cement mortar dosed at 350 kg of Portland cement 32.5 R per cubic meter of screened sand (type M5 or M10 per UNI EN 998- 2), with the addition of natural hydraulic lime in a 1:1:6 ratio (cement : lime : sand), suitable for ensuring adequate workability, adhesion, and mechanical strength for use in humid environments such as restrooms. Mortar joint thickness shall be approximately 10 mm minimum, both horizontally and vertically. The new wall shall be bonded and tied into the existing perimeter masonry by means of vertical chases cut into the existing walls for toothed block insertion. The wall shall extend from the floor to the roof slab, with the upper head joint sealed using expansive cement mortar or high-density polyurethane foam, to ensure continuity and the absence of acoustic bridges.
Included in this line item is the supply and installation of smooth finish plaster on both faces of the wall, up to the level of the ceramic tile cladding, comprising the following layers:
• Scratch coat (first layer): cement and coarse sand mortar, applied by spray or by hand, approximately 5 mm thick, serving as a bonding layer;
• Brown coat (second layer): bastard cement-lime-sand mortar, applied and leveled with a straightedge and float to a thickness of approximately 10–12 mm;
• Finish coat: white finish plaster, applied with a fine float and finished with a steel trowel to achieve a smooth surface ready for subsequent ceramic tile installation or painting.
The lime putty finish coat shall be applied exclusively to the portion of the wall above the ceramic tile installation level. The lower portion, intended to receive ceramic tiles, shall receive only the scratch coat and brown coat, leaving the surface rough and suitable for tile adhesive bonding.
Provide all required backing supports, steel reinforcements, fixing brackets and coordination with plumbing and electrical systems.
Finishing surfaces shall be taped, jointed, sanded and prepared ready for paint finish.
Construct a new infill wall below the existing window(s) as required to accommodate the installation of the concealed WC flushing cistern. The wall assembly shall be designed and constructed to provide adequate support for the selected WC system and all associated fixtures.
The monobloc WC, including the integrated flushing cistern, shall have an overall height not exceeding 830 mm and shall be positioned and coordinated to ensure the full and unobstructed opening of the existing window. and infilling of a small opening/void on the perimeter wall of the Women's Bathroom. All works shall include any necessary framing, backing, finishes, and adjustments required for a complete installation.
Modify the existing window, including all necessary adjustments, to ensure full operability and unobstructed opening within the new WC stall configuration.
Supply and install a shelf below the window at Men's bathroom.
Contractor shall provide all accessories, perimeter trims, sealants, anchors, cutting and patching, temporary protections, transportation, lifting, waste disposal, final cleaning and any incidental works required for a complete and fully functional installation in accordance with project specifications and applicable codes.
