1 FOREWORDS

The United States Tri-Mission in Rome needs to award a contract for the replacement of a FE/BR door at the USUN building, located within the U.S. Tri-Mission compound in Via Boncompangi 2, Rome.

2 GENERAL

• The contractor shall supply all the installation materials and equipment, skilled and unskilled labor, technical supervision, as well as logistic and administrative support. The contractor shall also supply all accessory services such as:

transportation, moving furniture, provide equipment and tools, disposal of debris, daily cleaning the work area and nearby premises, and anything else necessary to complete the project in compliance with the present specifications

• Maximum attention is required to ensure the safety of personnel working on-site.

Workers must operate in compliance with both local and U.S. safety codes. Since the work site is located within a residential complex, temporary safety protection measures for both third parties and workers must be installed with care, attention, and in full compliance with safety standards. Construction sites and staging areas must be secured and made inaccessible to unauthorized personnel, especially during non-working hours when the site is closed.

• The Contractor shall be responsible for submitting samples of materials and supplies to be used for approval by the COR.

• The Contractor shall verify all quantities and dimensions before placing orders for furniture and materials.

• Work execution special care:

o Provide protection for existing materials adjacent to the work area or along travel paths to prevent damage to materials, surfaces, and finishes. Such protection shall be freestanding whenever possible and of sufficient size and thickness to withstand impacts from falling debris, rolling objects (e.g., equipment, machinery, handcarts), material movement, and sparks from flame cutting. Provide all necessary devices, lifts, scaffolding, and anchors required for the proper installation of protective measures.

o Provide protection to shield objects from dust and construction activities.

Elevators must be adequately protected using rigid materials to prevent surface abrasion and impact damage, supplemented by soft cushioning to prevent surface wear.

o Protection shall prevent damage to all existing building elements and finishes, including but not limited to walls, floors, ceilings, moldings, decorative reliefs, stairs, handrails, and other architectural features and

o Maintain all protective devices in sound condition until the completion of the work. Repair or replace protective devices as necessary to ensure their effectiveness.

3 SAFETY STANDARDS

The contractor must fulfill all the safety legal requirements according to the D.Lgs.

81/2008 Testo Unico sulla Salute e Sicurezza nei Luoghi di Lavoro. The objective is to avoid or in any case to reduce to the minimum the workers’ exposure to risks associated with work activities. Therefore the contractor is expected to deliver the Risk Assessment Document (Documento Valutazione Rischi, DVR) or the Operational Safety Plan (Piano Operativo di Sicurezza, POS) when required, to provide trainings to the laborers, to supply individual and collective protective equipment and to comply with all the other requirements disciplined by the D.Lgs. 81/08.

In the solicitation process set up by the Contracting Officer (RUP), to verify the professional technical suitability, the Embassy asks the offerors a statement on the average annual workforce and on collective bargaining agreement (Contratto di lavoro) applied to employees, the details of the workers' complaints made to INPS, INAIL and Casse Edili.

In the case of private works, no permission from construction and the amount of the work less than € 100,000, the verification of the suitability of the company is simplified and is considered satisfied through the presentation by the company of the certificate of registration in the Chamber of Commerce, Industry e Handicraft and the Single Document of Regularity Contribution (DURC), accompanied by self-certification in order to meet the other requirements set out in Annex XVII of the Local Consolidated Law on Finance.

After the tender closure, the company entitled to the work must submit a detailed Operational Safety Plan (Piano Operativo di Sicurezza) at least 15 days before starting the operations and communicate the names of all the workers that will be employed. In case subcontractors are foreseen, the contractor must inform the COR immediately and submit subcontractor information and documentation for COR approval.

The contractor has to send the list of personnel who will work on site. The workers have to be regularly registered and if there is a subcontractor this has to present the documents requested too. All workers have to understand and speak Italian.

The safety plan submitted must clearly identify the professional figures as follows:

"DIRETTORE TECNICO DI CANTIERE" The construction site technical director is the person who manages for the contractor the construction site. This role can be played by both an employee of the company and by an external professional, with a specific and formal assignment. The figure of the technical director of the construction site must not be confused with that of the construction manager, who is instead appointed by the client and checks that the works are carried out in accordance with the provisions of project and related specifications.

"PREPOSTO" an individual who is identified for the functions he/she performs and is therefore comparable to what with other terms is indicated as site manager, workshop manager, department head, office manager, etc. He/she must also be trained to be able to perform the functions attributed to him, as indicated in art. 19 letter g) of paragraph 1 and according to the objectives set by art. 37 of D.Lgs. 81/08. The PREPOSTO, insures continuously and effectively that the workers:

1) follow the safety regulations imparted and outlined in the safety plan.

2) use the required personal protective equipment (PPE).

3) promptly report to the employer or manager any deficiencies in the procedures, tools, personal protective equipment, and persistent protocols disregards.

4 DESCRIPTION OF WORK

The contractor shall replace the existing FE/BR door installed as external access to the USUN building basement. The scope of work includes:

• Prepare construction site and protect existing premises.

• Removal and disposal of the existing FE/BR door

• Supply and installation of a new EMT conduit and pull boxes to the sic room.

Both conduit and pull boxes shall be marked yellow and blue.

• Supply and installation of the new FE/BR door. At no time shall the building be left with no FE/BR door. Therefore, the replacement shall happen within the very same day. In case this is not possible the contractor shall preventively build a temporary hardline wall.

• Minor masonry and painting activities necessary to replace the door are included.

• Prepare and shop drawings for COR approval before placing the order

• Air fright shipment of the new door.

• Daily professional cleaning of the premises

Existing door details:

• Norshield Project 500385-B01-D01 door.

• F/D” 41” x 85-1/2”

New door details:

• SHW Package: SHW-1A

• DOS1123 (HV) RHR,

• Color: to match existing paint door

• Delete: sub frame and ballistic trim (utilize existing)

• Add: Item #12 Maxum Deadbolt and Kick plate on the secure side,

• Add: Backer rod, black caulking, horseshoe shims, M12 bolts and washers

• Match: frame bolt locations to existing 2”x6” tube sub frame
