1. GENERALITY'

1.1. Subject of the scope of work

The subject of this contract pertains to the following works:

• Construction of Access to Underground Space: This involves the installation of a steel staircase to provide access to the underground space located outside the Generator of the Mel Sembler Building.

• Installation of Safety Railing: A railing will be installed to prevent contact with the generator muffler, ensuring safety during operation.

For a comprehensive identification of the work, please refer to the technical conditions indicated in this SOW and the accompanying drawings. A complete maintenance booklet for each individual component must be delivered to ensure proper upkeep and longevity of the installations.

1.2. General requirements of the sow

All works described in the descriptive and graphic documents must be carried out in strict compliance with current laws, rules, and regulations, and executed in a workmanlike manner. The Contractor is responsible for obtaining all necessary access permits or temporary occupation permits for the external area from the competent authorities.

• Disposal of Non-Reusable Materials: All non-reusable removal materials will be transported to public landfills or designated locations by the Client at the Contractor's expense. Suitable transport documentation must be provided, and delivery to authorized landfills must be ensured.

• Site Inspections and Surveys: The Contractor must include all costs related to site inspections and surveys deemed necessary during the construction site or temporary site inspection in the lump-sum prices referred to in this contract.

Prior to the start of work, the Contractor must provide the Client with:

• Construction Site and Assembly Project: A detailed project plan, complete in every detail, within 30 calendar days from the date of the Notice to Proceed.

• Detailed Work Schedule: A comprehensive schedule outlining the timeline and sequence of the work.

Upon delivery of the works, the Contractor will organize and set up the site within the area dedicated to the works, being responsible for the custody of means and materials. All charges related to demolitions, removals, and preparation of temporary works are included and compensated in the lump-sum prices.

1.3. Offer and all-inclusive prices

The works referred to in this deed are "lump sum contract." By accepting this contract, the Contractor declares that it has taken into account all particular and general situations inherent in the contract and has evaluated all obligations and charges indicated or referred to, including new prices if present.

The Contractor agrees to carry out the works according to the conditions and methods established or referred to in this Deed. The Contractor acknowledges that the consideration for the contract is inclusive of all works and furniture required for the perfect execution of the contract in its entirety and functionality, including charges of all kinds.

2. DESCRIPTION OF THE WORKS

The project aims to provide access to the underground external room for necessary maintenance and cleaning.

The area is currently filled with debris, dust, and leaves that often clog the rainwater pit. Additionally, a railing will be installed to protect the generator muffler, which reaches high temperatures during use.

Current state

The area is in poor condition due to the lack of comfortable access, leading to the accumulation of debris, dust, and leaves. The generator muffler requires a fence to prevent anyone from approaching while the generator is operating.

New steel staircase and fence

The new staircase will be made of hot-dip galvanized steel with the following specifications:

• Tread Dimensions: 85 cm long, 25/26 cm wide, and 3 cm high.

• Riser Height: No more than 20 cm, with at least 16/17 steps.

• Metal Railing: The steel staircase will be equipped with a metal railing, as per the drawings.

The installation includes:

• Breaking the wall to fit the upper ends of the ladder.

• Anchors at the base for the four steel pillars on the landing and the final part of the staircase.

• Installation of a cantilever area supported by two steel profiles welded to the existing beam.

Works foreseen in the project;

The works shall include:

• Site Preparation: Clearing and preparing the site for construction activities.

• Removal of Pedestrian Grating: Dismantling and removing existing pedestrian grating.

• Removal of "Travertine" Slab: Removing the travertine slab around the existing grating.

• Removal of Existing Dissuasers: Dismantling and removing existing dissuaders.

• Installation of Railings: Installing railings with a color similar to the existing fence, including two gates as planned.

• Installation of New Steel Staircase: Constructing and installing the new steel staircase.

• New Screed with Needed Slope: Laying a new screed with the necessary slope for proper drainage.

• Twofold Waterproofing (4+4mm): Applying a twofold waterproofing layer to ensure durability and protection against water ingress.

• Primer and Painting: Applying primer and two layers of paint on the three reinforced concrete (RC) walls.

• Installation of External LED Lights: Installing two external LED lights (IP65) plus an emergency light, including a switch (IP65).

• Installation of New Travertine Slab: Installing a new travertine slab with a thickness of 3 cm.

• Pedestrian Paint for Waterproof Layer: Applying pedestrian paint for the waterproof layer (color to be chosen by COR).

These detailed specifications and additional requirements ensure the correct execution of the works, providing a clear and comprehensive guide for the Contractor.

INTERFERENCES IN GENERAL

During demolition and/or removal, the contractor might encounter cables, devices, or various interferences

(electric, water, sewage). Each must be respected, replaced, or moved as necessary

WORK IN GENERAL

All civil, electrical, hydraulic, and temporary safety works must be supported by plans and executive drawings approved by the COR. At the end of the work, the Contractor must provide original format files (e.g., dwg, word, excel) of the As-Builts.

CONSTRUCTION SITE SAFETY

The safety of the construction site, including all charges foreseen by current legislation, is crucial. This includes:

• Fencing of the construction site area.

• Protection of existing window, balcony and any electronics device.

• Necessary small scaffolding for the planned works.

In addition, all the work shall comply with the US Army Corps of Engineers (USACE) Safety and Health

Requirements Manual (EM-385-1-1) for contractor safety.

Important Note

The contractor shall:

• Include contractor submittal requirements to include Activity Hazard Analysis (AHA) for high hazard work (Hot work, scaffold use, forklift operation, etc.).

• Provide Safety Data Sheets (SDS) in English and the local language for all chemicals brought to the site.

• Provide personnel training records and qualifications for associated work.

According to SHEM regulations, this space meets the criteria for a confined space due to its limited means of entry and exit, and the potential for hazardous atmospheric conditions. To overcome this difficulty during the work, the contractor must follow these steps:

1. Develop a Confined Space Entry Plan: The contractor must provide a detailed confined space entry plan that includes ventilation, monitoring for oxygen content, and procedures for dealing with atmospheric hazards.

2. Permit Approval: The contractor must obtain the necessary permits from SHEM, allowing sufficient time for pre-planning and multiple iterations.

3. Safety Data Sheets: The contractor must ensure that safety data sheets for all hazardous materials introduced into the space are provided and reviewed.

4. Equipment and Manpower: The contractor must incorporate the necessary sampling equipment, rescue equipment, ventilation, and manpower into the contract language to ensure safety and compliance.

4. PROCEDURE FOR EXECUTING THE WORKS

4.1. Material acceptance rules

The materials required for the construction of the works, whatever their origin, shall be of the best quality, and will be considered accepted only when, at the unquestionable judgment of the COR, they correspond to those designated below in terms of nature, quality, durability, suitability and application. Except for special materials, all the works must come from quarries, factories, refineries, etc., deposits. chosen exclusively by the Contractor, which cannot make any exceptions.

4.2. General rules

The items below must establish the execution rules for the various works contemplated in the Contract, as well as the technical specifications of the materials used.

By rule of thumb, in the execution, the Contractor will have to comply with the best rules of the art as well as with the following works. For the categories of works that are not found in this SOW, and for which no special rules have been prescribed, in particular for any work to be carried out economically, the Contractor must follow the best procedures dictated by the technique and comply with the orders that for this purpose, the COR will issue.

Works which, for any reason, immediately or subsequently prove to be badly performed, must be redone at the Contractor's expense, without the need for a formal request from the COR; the possible presence on site of an overseer of the Principal cannot be invoked by the Contractor in discharge of its liability.

For the works on the networks and for the construction of artifacts and works of art, the Contractor, having received the delivery, referring to the project cornerstones, will first carry out the tracing of the work by affixing the stakes and modifiers for the axis, for the sections and for the works of art; at his care and expense the pickets will be maintained until completion.

4.3. Quality of materials

All the works envisaged by this SOW can be performed in perfect working order and with materials that meet the technical specifications indicated and/or referred to in this SOW.

The quality of the material used in the execution of these works must meet, when not otherwise specified by Contractor rules or regulations, the requisites required by the laws in force and by the official standards of good construction techniques.

The Client, during construction and at any time, may take material samples from the manufactured articles used to verify their perfect correspondence with the approved types.

In this case, the Contractor will have to make an operating team available to the client to carry out the activities necessary for the execution of these checks, carried out with the help of a specific specialized

Contractor. These charges will be charged to the Contractor, including any demolition and reconstruction of the works found to be non-compliant.

The Contractor must promptly report any defect or anomaly found on the materials supplied.

5. TECHNICAL REQUIREMENTS FOR THE EXECUTION OF RENTALS AND

TRANSPORT

5.1. Provisional works

The main regulations concerning scaffolding and scaffolding, fixed metal scaffolding, mobile scaffolding, etc., are contained in Legislative Decree 81/08 and subsequent Legislative Decree No. 106 of

08/03/2009.

5.2. Rentals

The machines and tools given for hire must be in perfect working order and be equipped with all the accessories necessary for their operation. The maintenance of tools and machines is the exclusive responsibility of the Contractor so that they are in constant efficiency.

The lump sum price includes transport from the place of origin to the construction site and vice versa, assembly and disassembly, labour, fuel, lubricants, consumables, electricity, scrap and everything for the necessary functioning of the means. They also include general expenses and the entrepreneur's profit in the freight rates.

5.3. Transportation

If the size of the material to be transported is less or more than the payload of the vehicle requested for hire, no price reductions or increasing are envisaged.

The supply of consumables and the driver's labor are included in the transport prices.

5. TECHNICAL REQUIREMENTS FOR THE EXECUTION OF THE WORKS

5.1. Laying of the materials

The Contractor shall follow what is include the Technical sheets of the materials that we use, after approval by COR.

6. SITE ORGANIZATION AND SAFETY

The safety of the construction site, including all charges foreseen by the current legislation, will be an important aspect for the planned works. The item includes the following:

- Fencing of the construction site area, temporary walkways, construction site bathroom.

- All types of scaffolding possibly necessary for carrying out the planned works.

In addition to the provisions of the SOW, the following remains established:

1. upon delivery of the works, the Contractor must designate by name a technical assignment employed by or registered in a specific professional register with the task of directing the organization of the site and supervising the conditions of safety and use of the manpower, equipment and materials. Said technician is required to always be present on site.

2. The Contractor is required, during the preparation of the site, the execution of the works to observe the rules on accident prevention and occupational hygiene referred to in Presidential Decree 27.04.1955, n.547, to Presidential Decree 07.01.1956, n.164, to Presidential Decree 03.19.1956, n.303, to Legislative

Decree 81/2008 and subsequent amendments. mod. and supplement and subsequent provisions even if issued during the course of the works.

3. The Contractor has the obligation to comply with the "safety plan" or the one amended following the supplementary proposals formulated by him and to comply with the related implementing provisions that will be issued during the works by the "safety coordinator during the execution of the works"; the Contractor must also draw up and promote to the COR, in the manner established by the combined provisions of the aforementioned Legislative Decree 81/2008, an operational safety plan that takes into account the organizational, technical, procedural and technological reality of the Contractor itself. In the event of a temporary association of companies, the above applies to the agent Contractor or Contractor designated as group leader. In the event that the drafting of the safety and coordination plan is not envisaged, the

Contractor must draw up and deliver its own replacement safety plan to the COR within the terms established by the Rule. It should be noted that the amount of the charges deriving from the implementation of the provisions of the aforementioned construction site safety documents, expressly indicated in the specifications, are understood to be offset and included in the unit and/or bulk prices of the various items of the estimate. Having established that the percentage safety incidence of the safety charges of each individual estimate item is conventionally assumed to be equal to the ratio between the global work costs and the gross amount of the safety charges, the portion of the amount not to be subject to a discount will be equal to product of the aforementioned incidence by the gross amount booked.

4. The Contractor is obliged to adapt the working hours to the User's needs, with the obligation to obtain the information in advance.

5. The Contractor, through its manager, will have to keep a register updated on the construction site, to be shown for inspection by the Project Manager himself or someone on his behalf, such as in the work itself or to be noted on a daily basis materials and inflows on site to be used in the works, those used in the execution of the works themselves and those removed from the site, with the resultant of the materials stored there. He must keep the packing slips/supply of materials in absolute order in special catalogues/binders prepared for this purpose.

6. It is absolutely forbidden to access the site for Contractor personnel who, where requested, refuse to submit to personal checks or checks on things in tow. The contracting station declines any responsibility if the refusal referred to in this paragraph causes delays, hindrances or even the impossibility of executing the contract.

7. The Contractor must maintain discipline on construction sites and is obliged to observe and away from his agents and his agents, the regulations and provisions in general issued by the contracting station and by the competent authorities for the good order and discipline of the works. The Contractor must employ suitable persons for his agents, foremen and workers. The construction manager has the right to order the change of duties of the Contractor's personnel in cases of ineptitude and the removal of personnel from the works in cases of insubordination and bad faith. In any case, the Contractor remains liable for damages caused by the inexperience, negligence or bad faith of the personnel themselves.

8. To guarantee the execution of the works, maintain personal surveillance compliance in all construction sites, even if external to the places of work, on all the means used by the Contractor, as well as in the production and material processing workshops. When this is established by the regulations, by the specifications and by the contract and when the contracting station, in warning of any regulatory or contractual requirement, signifies to the contracting party that it wants to make use of this right, the contracting station itself has the obligation to inform the station in good time Contractor of the start of processing of objects related to the works and to give it all the information it deems necessary for the exercise of supervision. He must also indicate, if requested, the establishments from which he intends to order the materials necessary for the execution of the contract.

9. The works must be carried out in a workmanlike manner and the materials to be used must be of the best quality available on the market, free from any general and special defect, meet all the other requirements indicated in the technical specifications and in the specifications as well as in the Decrees bearing the conditions mandatory general techniques. When it comes to national products, the Contractor is free to procure materials where he deems the best, provided that they have requirements where prescribed by the contract, unless in these general conditions, in the special chapter or in the price tariff, special requirements are prescribed on origins some materials. The Contractor must justify, with the presentation of suitable documents, the actual origin of the materials, and lend himself to subjecting them to all the tests that the project manager deems appropriate to ascertain their quality and resistance. The materials cannot be used if they have not been previously accepted by the construction manager who has the right to refuse those he does not recognize as suitable for the goodwill of the works. The rejected materials must be removed from the construction sites within the term established by the construction manager and at a convenient distance; failing the Contractor to comply with the relevant provision, the site manager has the right to do so directly, charging the Contractor the related expense, which will be deducted from the first advance certificate. Acceptance does not affect the right of the contracting station to refuse, at any time until testing, the works performed with materials that do not comply with the contractual conditions, materials to proceed, pursuant to art. 18 of DM 145/2000, in the case of construction defects. When the

Contractor presents concrete for and the relative samples, the contracting station may examine proposals to replace the quality of the materials and their origin, if prescribed, however reserving the full right to accept and reject said proposals. If, even without opposition from the site manager, the Contractor has on his own initiative used materials of a better prescribed excess weight and size, or of a more accurate quality or mastery, he is not entitled to any price increase, whatever the the advantages that can derive from the contracting station; and in this case the accreditation of the Contractor is done as if the materials found the weight and dimensions, the qualities and the mastery established in the contract. Conversely, objects or materials of weight, characteristics and/if smaller than those prescribed, or of lower quality or less accurate workmanship are used, they will be counted by reducing in proportion to the lower weight, smaller dimensions and different quality and processing the corresponding prices. All general and specific charges, in any case connected to the obligations listed above, are to be paid in full and at the expense of the

Contractor, having taken them into account in determining the individual unit prices, by measure or as a whole of the tender specifications.

6.1. DAMAGE

1. The Contractor is responsible for all measures, including provisional works and all obligations to avoid the occurrence of damage to the works, the environment, people and things in the execution of the contract pursuant to art. 14 of the DM n. 145/2000.

2. No compensation is due for damage caused by force majeure to temporary works, scaffolding or site vehicles and equipment .

7. CONSTRUCTION SPECIFICATIONS

7.1. STEEL FOR METALLIC STRUCTURES

• Typology

For the construction of metal structures, steels compliant with the harmonized standards of the UNI EN

10025 series (for rolled steel), UNI EN 10210 (for seamless pipes), and UNI EN 10219-1 (for welded pipes) shall be used. These steels must bear the CE marking as required by Directive 89/106/EEC – Construction

Products (CPD), implemented in Italy by Presidential Decree 21/04/1993 n. 246, as amended by

Presidential Decree 10/12/1997 n. 499, and must be certified with a system of attestation of conformity as defined in point 11.3 of the NTC 2018.

For the verification of mechanical characteristics, the sampling of specimens, the position in the piece from which they must be taken, the preparation of test tubes, and the test methods must comply with the requirements of UNI EN ISO 377/1999, UNI 552/1986, EN 10002-1/2004, and UNI EN 10045-1/1992 standards.

For the construction of all primary metal parts, the use of S275 steel is prescribed as indicated in the executive tables and as defined in point 11.3.4.1 - Generalities of the NTC 2018.

All steels must have a chemical composition that complies with the applicable harmonized European standards, as defined in point 11.3.2.6 of the NTC 2018. As provided in point 11.3.4.5 - Welding Process of the NTC 2018, the welding of steels must follow the procedures codified by the UNI EN ISO 4063/2001 standard. Welders using manual and semi-automatic procedures must be qualified according to the UNI

EN 287-1/2004 standard. Welders making fillet tee joints must be specifically qualified and may not be qualified by making butt joints only.

During welding, the UNI EN 1011/2005 standards parts 1-2 must be adhered to. Bolts used must comply with the UNI EN ISO 4016/2002 and UNI 5592/1968 standards. The use of bolts consisting of class 8.8 screws and class 8 nuts according to the UNI EN ISO 898-1/2001 standard

• Identification

The product supplied by the Contractor must have branding that clearly shows the reference to the manufacturing company, the production plant, the type of steel, and its quality grade. The trademark must be filed with the Ministry of Public Works, Central Technical Service. Failure to mark or illegibility, even partial, will result in the refusal of the supply. The Contractor shall provide the COR with certificates relating to the qualification tests and periodic quality verification tests; these certificates must clearly show:

• The name of the manufacturing company, the plant, and the place of production

• The test certificate according to UNI EN 10204:2005

• The identification mark of the product filed with the Central Technical Service

• The details of the last deposit certificate obtained for the theoretical quality verification tests

• The date of sampling, the place where the tests were carried out, and the date of issue of the certificate (not earlier than three months from the date of the site inspection)

• The nominal and actual dimensions of the product

• The results of tests carried out in the factory or in an official laboratory

• The chemical analysis, which for weldable products, must satisfy the composition limits recommended by UNI 5132

• The statistical processing required by the attachments of the Ministerial Decree of 14.01.2018

The COR may request to take samples of materials for further tests.

• Marking

The Contractor shall mark and document all materials to ensure they are used as specified.

• Location of Markings

The markings must be positioned so as not to be hidden by other materials after installation.

• Stamping

If the steel is to be sandblasted, acid-treated, sprayed, or galvanized, it must be marked with low-pressure marking. Marks must be of adequate depth to avoid deletion. Sandblasting, where necessary, must be done according to the American standards.

• Length

Members having both ends prepared for compressive contact, such as struts or columns, should not deviate from the intended length by more than 1mm. Elements that do not have the ends prepared for compression contacts, and which must be connected to other metal parts of the structure, must not deviate from the pre-established length by more than 2mm if the total length is equal to or less than 10m, and 4mm for elements longer than 10m.

• Compression Joints

The gap between joints whose performance, when assembled during manufacture, depends on compressive contact, must not exceed 0.75 mm and must be less than 0.25 mm over 50% of the contact section length.

• Storage and Handling on Site

Steel structures will be placed in a separate storage area from other site materials. This area will be kept clean. The Contractor will ensure that there are no earthy residues or other impurities/slag on the surface of the profiles before assembly. If there is dirt, it must be removed by brushing. All steel structural elements brought to the construction site and stored before installation must be adequately protected and supported to be lifted off the ground. Part markings must be visible when parts are stored. The Contractor must use the utmost care in packing the material and in handling and transporting the metal structures to avoid any damage to the structures themselves and to the protective layers.

• Pre-assembly on Site

All pre-assembly of the structures will be carried out on benches raised off the ground, suitably prepared by the Contractor. The pre-assembly areas, unless otherwise agreed with the COR, must be outside the perimeter of the finished building. Upon delivery of the works, the COR will indicate to the Contractor the areas envisaged for pre-assembly. The pre-assemblies must be carried out according to the assembly program, and all pre-assembled material must be stored in appropriately prepared buffer areas. All material stored in the buffer areas shall be sequenced according to the installation schedule. If it is not possible to provide site areas sufficient to allow the pre-assembly of the structures on site, this operation must be performed by the Contractor at its workshops or another place agreed upon and accessible to the Works

Manager. The material must arrive on site already sequenced according to the assembly schedule.

• On-site Assembly

Before drawing up the tender offer, the Steel Works Contractor is required to carry out a site visit to ascertain the operating conditions associated with assembly. On this occasion, a "Report of the Visit" must be drawn up. During the preliminary site visit, the following areas will be identified:

• Storage area

• Pre-assembly area

• Assembly area (lift)

All in relation to effective general operations. The Contractor is required to check the tracing of the anchors to the reinforced concrete structures before starting the assembly phase. Under no circumstances will claims relating to tracking errors be accepted by the executor of the civil works.

• Cutting

Steel must be cut with an automatic or semi-automatic system. Manual or flame cutting will be used only when the use of automatic or semi-automatic machinery is not possible, and only with the approval of the

COR. The use of hot device cutting equipment is not permitted without prior approval. If flame cuts are made, the edges of all the cut plates must be smoothed to remove scale, marks, deposits, irregularities, and excessive hardening. Burrs, sharp edges, and irregular edges must also be removed by grinding.

• Bearing Contacts for Joints Subjected to Compression

Joints subjected to compression will have contact surfaces prepared to obtain an adequate joint plane. It will be possible to use filing, cutting, or other equivalent systems approved by the COR. The surfaces intended for contact joints must be at right angles to the nominal axis of the element itself. Different angles will be accepted only if indicated and annotated in the carpentry drawings. It is not necessary to carry out any additional preparation on surfaces intended to be incorporated in mortar beds, such as foundation plates, or those of attachment of metal structures to concrete structures.

• Stiffeners

The stiffener gussets will be cut and sanded to ensure precise contact along the edges of the flanges.

• Straightening

No straightening of the material must be carried out that could cause alterations of its physical or chemical characteristics and consequently non-compliance with the requirements specified for the material at the time of supply. Before starting work, the Contractor must provide the COR for approval and include in its

Method Statement the procedures it intends to adopt for any straightening interventions on structural elements.

• Heating

No heating of the material must be carried out that could cause an alteration of its characteristics and consequently non-compliance with the requirements specified for the material at the time of supply.

• Temporary Connections

After their use, the Contractor must remove any temporary connections that may have been necessary to implement their method of manufacture or implementation. The removal of any temporary element must take place in compliance with the relevant regulations and with a procedure agreed upon and approved by the COR.

• Assembly

Whatever the assembly sequences, the Contractor must take into account the static behavior of the structure in the partial configurations and the stresses produced during the lifting phase by drawing up a specific calculation report. It will also be necessary to define the type of substrate suitable both for the passage of vehicles and for the correct pre-assembly of the structures.

• Alignment of Structures

All structural parts will be aligned as soon as possible after their assembly. Permanent connections between the various members will not be made until the structure has been sufficiently aligned, leveled, plumbed, and temporarily connected. The Contractor shall ensure that the various components do not go out of square when setting up or aligning the rest of the structure. Due consideration should be given to the effects of temperature on the structure and measuring instruments when taking measurements for layout, siting, and construction, and for all subsequent dimensional checks.

• Pillar Leveling

The leveling and plumbing of the pillars will be done using flat wedge-shaped steel plates of adequate size, strength, and stiffness. Where leveling plates are left in place for later incorporation into mortar, they should be positioned so that they are completely enclosed and covered by the casting.

• Theoretical Design Counter-arrows

The geometry shown in the drawings of the Executive Project corresponds to the undeformed structure and net of preforming; the Construction design will have to consider the appropriate strategies for a possible pre-camber.

• Counter-arrows for the Settlement of the Joints

A further and adequate preforming may be envisaged to cope with irreversible settlements, taking into consideration the cumulative settlement of the joints present in the roofing structure.

• Baseplate Bolts in Sleeves

The anchor bolts of the base plates must be placed at a suitable distance from the surfaces that laterally limit the reinforced concrete structure to which they are anchored. The anchorage length must comply with the provisions of the DM 14.01.2018. The plan position of the base bolts positioned in sleeves, which will eventually be concreted in, must not deviate from the position specified on the drawings by more than 5 mm.

• Welded Joints

Welds and steels for welded structures must comply with the recommendations contained in UNI 5132.

Welds must be done under the direction of welder technicians who have appropriate qualifications and who have procedure certification according to UNI 4634.

• Welding Procedure

The welding procedures must comply with the recommendations of UNI 5132. For the execution of the welded joints on site and/or at the foot of the work, an approach of the parts must be guaranteed within the tolerances allowed for each type of welding. The necessary supports of the filler material must therefore be provided in accordance with the preparation of the flaps. All necessary precautions must be taken for perfect alignment of the parts to be welded. As a general rule, welds should not be smoothed unless explicitly indicated on the drawings. Welding procedures and fabrication sequences should be such as to minimize distortion.

• Temporary Welds and Temporary Connections

Temporary welds and those relating to temporary joints, necessary for manufacturing and/or installation, must comply with the aforementioned regulations and must be removed so as not to damage the permanent works. The removal method must be submitted for the approval of the COR.

• Butt Welds

Where possible, backplates will be used to ensure full thickness/fill of the groove at the ends. These plates must meet the following requirements:

✓ The mechanical and physical characteristics for the plates must be identical to those of the material to be welded.

✓ The plates must be prepared in the same way as the parts to be joined.

✓ After completion of the weld, the plates must be removed by cutting. The surfaces to which they were attached should be chamfered, ground, and inspected for cracks.

• Welds of Pins or Connectors

Where foreseen, the rotation or sliding pins must be installed according to the manufacturer's prescriptions both for the materials and for the accessory procedures and devices.

• Welding Test

Before starting work, the Contractor must conduct a series of welding tests on pins/connectors to verify the adequacy of the welding system and the proposed equipment. The tests must be carried out using the same material and the procedures foreseen for the works. At least ten percent of the connectors must be tested in trials. In the hypothesis of in situ welding of the connectors, at the beginning of each shift, at least two welding tests must be carried out for each welder.

• Slag Removal

The slag will be removed with light hammering, metal brushes, or other methods that do not deform the weld surface.

• Holes for Bolted Connections

All holes will be punched and reamed unless otherwise agreed with the COR. Unless otherwise indicated on the drawings, the holes for normal bolts must have a diameter equal to that of the bolt, increased by 1.0 mm up to diameter 20 mm, and by 1.5 mm for diameters greater than 20 mm, except for foundation plates where a slightly larger tolerance is acceptable. In the event that the holes move out of alignment between two flanges, it is not permissible to enlarge the holes or distort the metal to achieve alignment. For bolts and vent holes in hollow sections, the holes shall be sealed to prevent moisture ingress. If the methodologies to be used are not specified in the project documents, they will be defined by the Contractor who will illustrate them in their method declaration.

• Preparation of the Elements to be Bolted

For all bolted assemblies, the degree of resistance of the bolt-nut-washer combination must comply with the provisions or recommendations in the relevant Standards.

• Condition of the Bolts

The bolt assembly immediately prior to installation must be in such a condition that the nut rotates freely on the bolt.

• Washers

Each bolted connection must contain at least one washer placed under the part being rotated.

• Variable Thickness Washers

These washers shall be used under bolt heads or nuts that rest on surfaces inclined 3 or more degrees from the plane at right angles to the bolt axis.

• Locking Bolts

Nuts used in joints subject to vibration or reverse stress will be suitably locked. If the methodologies to be used are not specified in the project documents, they will be defined by the Contractor, who will illustrate them in their method declaration.

• Length Limits

The length of the bolt must be such that at least one thread is visible above the nut after pulling, and at least one thread other than the final thread is free between the nut and the non-threaded part of the bolt.

• Bolt Pull

The tightening torques will comply with the recommendations contained in Eurocode 3. The tightening must never be pushed beyond the nominal limit to avoid compromising the capacity of the joint. The tightening torque tolerance is 10%.

• Connections that Allow Movement - Slots

If slotted holes are indicated on the drawings to allow movement, the joint must be assembled in such a way as to allow the desired or prescribed movement. Slotted connections will be made using the following method:

• The slotted hole must be of a larger diameter than the non-slotted one.

• A bolt of the large head type must be used, with a spring washer under the head, which rests on the contact surface of the non-slotted part.

• A flat washer must be placed under the nut, and this must be tightened on the non-slotted side.

The Contractor is strictly prohibited from making slots in the connections where they are not specifically prescribed by the project. In the event that this prohibition is not respected, the DL will order the immediate replacement of the pieces in question.

• Chemical Connectors

Where specified in the project documents, the use of connectors that use chemical resins is permitted, provided that the specifications and methods required by the manufacturer are scrupulously followed. The choice of the appropriate type of chemical connector, if not indicated in the project documents, will be made by the Contractor based on the loads and functions that the connector must perform, subject to approval by the Works Manager.

• Anchor Bolts

All base bolts should be securely in place during installation. During all stages of construction, all bolts, threads, and nuts shall be protected to prevent damage, corrosion, and contamination. The cavities formed to house the base bolts must be kept free and clean of foreign bodies.

• Corrosion Protection - Galvanizing

For the metal members (steel), a protection system for galvanizing by hot immersion is foreseen according to UNI 5744/66. The protection systems must be preceded by the preparation of the surfaces, consisting of:

• Degreasing

• Washing

• Pickling

• Washing

• Flushing

• Desiccation

Furthermore, the preparation must include:

• Preparation of the metal support with sandblasting cleaning to Sa21/2 degree according to SSPC-

SP10/63; procedure to be carried out exclusively with initial state of steel A, B, C, D according to photographic standard SIS 055900/67. Reach proficiency level A21/2, B21/2, C21/2, D21/2. If the metal support does not meet the above photographic standard, it must be brought to that state before the subsequent preparation.

• Preparation of the metal support with Sa3 grade white metal sandblasting cleaning according to

SSPC-SP5/63; procedure to be carried out exclusively with initial state of steel A, B, C, D according to photographic standard SIS 055900/67.

8. SOLICITATION CHARACTERISTICS

8.1. Contract phase

Within 15 calendar days of the date of award, the Contractor shall submit the following documentation to the Embassy’s Technical Office:

· A final and detailed work schedule of the various interventions and relative length of time required to carry out all the work requested in the contract.

· A final Safety Plan as set forth in the General chapter, finalized with the names of all actors and with the results of the discussions with the POSHO.

· A list of the names, complete with bio-data, of all the employees, as well as possible suppliers and sub-

Contractors for specific work, who will require access to the work-site. Furthermore, the Contractor shall submit a complete list of vehicles to be used during the project, indicating the make, model and license number.

· Designation of someone who will be in charge of the project on behalf of the Contractor and who will be fully authorized to discuss and decide together with the COR any variations during the course of the project, both concerning methodology of the work and the supplies.

· Designation of a Safety Manger who will address all safety issues and will monitor the daily operations.

· The register of submittals.

8.2. Implementation phase

· The implementation phase starts with the Notice to proceed (NTP).

· No work shall be performed before the submission of the shop drawings and relevant approval.

· No materials shall be installed prior the relevant submission and approval.

· Normal working hours are from 08:00-08:30 up to 17:30 during weekdays. Any work to be carried out after normal working hours or during the week-end shall be agreed upon in advance with the COR in order to obtain all the necessary authorizations and approvals.

· Demolitions, perforations and other high noise operations shall be carried out no earlier than 09.30. The quiet rule shall apply even during the time 12.30 to 15.30, during work days.

· The work-site shall be kept as clean as possible.

· Areas for storing material shall be agreed upon, together with the COR, based on logistical-operative criteria.

· Any temporary interruptions of utilities shall be scheduled at least 5 days in advance and shall be subject to approval from the COR.

· Tests on the correct operation of the systems and consignment of parts of completed work shall be carried out in the presence of the person designated by the Contractor and someone authorized by the Embassy.

The Contractor shall be responsible for drawing up the necessary delivery reports for the work and systems carried out and shall be subject to verification and acceptance by the COR.

8.3. Conclusion phase

· Once the project is completed a final inspection shall be carried out with representatives of the Contractor and the Embassy, in order to verify that the project has been carried out correctly, that it is in compliance with the technical specifications and that the systems operate correctly.

· When the work has been completed and accepted by the COR, the Contractor shall submit the following documents to the COR:

· detailed “as-built” drawings showing the new constructions, both the architectural/structural aspects as well as all the systems. The drawings shall be submitted on paper and software in ".dwg" format.

· technical cards of the most important materials used in the project, with a list indicating the location of the vendors and local suppliers.

· certification of conformity and tests carried out by the manufacturers for materials, as well as guarantee of the correct installation of all the materials by the Contractor with regard to the project realization and law requirements.

8.4. Performance time and penalties for delays

The contract performance time and the methods with which these times will be calculated are fully described in the solicitation package and here listed for convenience.

The Registry of Submission, at the following of this document, shall, (but shall not be limited to), indicate the kind of material samples and the number of them for selection and approval by the COR.

Period of time the complete execution of the project, from mobilization to final cleaning:

40 solar days from the "Notice to proceed".

Penalties for delays in completing the project are those described in the tender documents.

8.5. Subcontracting and piecework

In the subcontracting authorization request and in the subcontracting agreement, the Contractor shall promptly indicate the operational scope of the subcontract, in terms of performance, and specify in unambiguously, in particular, the name of the sub-Contractor, the description of the work or services to be subcontracted – indicating the relative quantities or dimensional parameters referred to each execution area and process phase and referring to the project - the individual areas the individual process phases in which the subcontracted work or services will be performed.

In any case, the Contractor remains responsible towards the contracting authority for the execution of the works subject to subcontracting, relieving the contracting authority itself from any claims of subContractors or from claims for damages made by third parties as a result of the execution of subcontracted works.

It should be noted that in the event of subcontracting of works, the Contractor will be solely responsible for the technical and professional suitability of the subContractor.

In addition, the expected times for the work covered by the contract, the subcontracting must be compatible and congruent with the work program of the main contract (Gantt Chart), by updating it, with the

Contractor's commitment to produce the work program updated to the works manager before the start of the subcontracted works .

8.6. Material equivalents

The contractor shall verify and ensure that all the materials supplied are new and without defects and that their use and/or installation is carried out using the best techniques and fully respecting the instructions supplied by the manufacturers.

Special parts shall be manufactured solely by workshops that are highly qualified in that specific sector.

The makes indicated in this SOW (Scope of Work) are intended as a point of reference and therefore, the words or approved equivalent are implicit.

Therefore, the makes and products listed are deemed equivalent to each other. Different selections implemented by the Contractor shall be approved in advance by the COR, after submission of samples and technical cards.

8.7. Work progress

In general, the Contractor shall have the faculty of developing the work in the way he believes more convenient and shall hand it over completed within the terms of the contract, as long as, in the opinion of the COR, this is not detrimental to the outcome of the project and the interests of the Administration.

The Administration reserves the right to request that a specific task must be carried out within a pre-determined period of time, or to dispose the order of the performance of the work in a way it deems more convenient, especially in relation to requirements depending on the performance of work and delivery of supplies excluded from the contract, without the Contractor having the possibility to refuse or ask for special compensation.

Before starting the work, the Contractor shall submit for the CORs approval a detailed operative schedule and costs, which he will follow during the performance of the contract, in concurrence with the schedule.

8.8. Parking

The parking is allowed inside the Residence. The Contractor's vehicles shall be allowed to park only for loading and unloading materials
